Removing foreign language and IT certificates for some civil servants; using someone else's diploma will be fined 10-20 million VND are prominent policies that will take effect from December.

Eliminate foreign language and computer certificates

Three Circulars 12/2022 of the Ministry of Natural Resources and Environment; 07/2022 of the Ministry of Culture, Sports and Tourism; 14/2022 of the Ministry of Science and Technology take effect in December, removing the requirement for foreign language and IT certificates for some civil servant positions.

In the natural resources and environment sector, positions that are exempted from certification include cadastral officers, environmental resource surveyors, hydrometeorological forecasters, hydrometeorological controllers, environmental resource observers and cartographers. In the sports sector, there are coaches and instructors. In the science and technology sector, there are researchers, research assistants, engineers and technicians.

Certificate of Information Technology.

Previously, civil servants in these fields were required to have level 3 foreign language proficiency according to the 6-level foreign language proficiency framework and computer proficiency meeting the basic information technology skills standards as prescribed by the Ministry of Information and Communications.

In mid-2021, at the request of the Ministry of Home Affairs, the Government agreed to remove the mandatory regulation on foreign language certificates for 74 civil servant ranks and 155 public employee job titles; remove the mandatory regulation on IT certificates for 74 civil servant ranks and 142 public employee job titles because it is "no longer suitable" and training institutions have regulations on output standards that must meet foreign language and IT proficiency.

Using other people's diplomas and certificates will be fined 10-20 million VND.

Decree 88/2022 regulating administrative sanctions for violations in the field of vocational education takes effect from December 12. Those who use other people's vocational education diplomas and certificates or allow others to use theirs will be fined 10-20 million VND (old level 3-5 million); those who use diplomas and certificates that have been erased or altered to distort the content will be fined 10-20 million VND.

Decree 88 adds a number of acts that must be administratively punished. Among them, fraud to obtain a diploma, certificate or copy but not to the extent of being prosecuted for criminal liability is subject to a fine of 30-40 million VND.

Acts of insulting the honor, dignity, or violating the body of teachers, managers, civil servants, employees, and workers in vocational education institutions but not to the extent of being prosecuted for criminal liability shall be fined from 5 to 10 million VND.

Disciplining students in violation of regulations; insulting the honor, dignity, or physically abusing students but not to the extent of being prosecuted for criminal liability will also be fined 5-10 million VND.

Incentives for diplomatic agencies to rent houses and land

Decree 90/2022 on the management and use of houses and land under the management of the Ministry of Foreign Affairs for foreign affairs activities takes effect from December 15.

Accordingly, the Minister of Foreign Affairs shall consider and decide to allow foreign organizations with diplomatic functions and foreign offices to rent houses and land according to the State's special preferential policies, in accordance with foreign relations, ensuring the State's interests according to the principle of "reciprocity". The rental price of houses and land is guaranteed to be at market price, covering costs, and accumulating to preserve and develop houses serving foreign affairs.

The rearrangement and handling of houses and land owned by the State to serve foreign affairs activities shall be carried out in accordance with the provisions of the Government's Decree on the rearrangement and handling of public assets. The Ministry of Foreign Affairs shall be fully responsible for the management and use of houses and land for foreign affairs according to assigned tasks; and for managing revenue sources and expenditures according to regulations.

Preparing to "abolish" paper household registration books

The 2020 Law on Residence stipulates that household registration books and temporary residence books will expire after December 31, 2022. Thus, these two types of books are still valid for one month, before being "terminated".

Then, to prove personal information about place of residence, people can use citizen identification cards with electronic chips, certificates of information about place of residence, or use personal identification numbers, information in the national database on population.

The Government has requested localities to ensure security and information safety conditions for connecting and using data in the National Population Database to replace requiring people to present their household registration books.
