(Baonghean.vn) - The Department of Education and Training has issued a document guiding the recruitment of civil servants in the education sector. It notes a number of subjects that need attention, priority, or subjects that do not have the required qualifications.

On October 25, the Provincial People's Committee issued Decision No. 3298/QD-UBND of the Provincial People's Committee Chairman to supplement 2,820staffteachers for the 2022-2023 school year with detailed allocations for 21 districts and cities, as well as the Department of Education and Training.

After reaching an agreement with the Department of Home Affairs, the Department of Education and Training has instructed the People's Committees of districts, cities and towns to recruit civil servants in the education sector for the 2022-2023 school year and the following years.

Accordingly, recruitment is carried out in accordance with the provisions of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants; Circular No. 06/2020/TT-BNV dated December 2, 2020 of the Ministry of Home Affairs promulgating the Regulations on organizing examinations, recruitment of civil servants, public employees, civil servant promotion examinations, examinations or consideration for promotion of professional titles of civil servants; Internal regulations on examinations, recruitment of civil servants, public employees, civil servant promotion examinations, examinations or consideration for promotion of professional titles of civil servants and Decision No. 23/2021/QD-UBND dated August 12, 2021 of the People's Committee of Nghe An province promulgating regulations on management of organizational structure, payroll and cadres, civil servants, public employees and workers in agencies and units under the management authority of the People's Committee of Nghe An province. In particular, note the conditions for registering to recruit civil servants as prescribed in Article 5 and the priorities in recruiting civil servants as prescribed in Article 6 of Decree No. 115/2020/ND-CP.

As per the instructions, it is necessary to performrecruitment for preschool teacherssigned a labor contract in accordance with the provisions of Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government and Joint Circular No. 09/2013/TTLT-BGD DT-BTC - BNV currently teaching at public kindergartens in districts, cities and towns.

During the recruitment process for this subject, if the teacher has the qualifications according to the 2019 Education Law, and is assessed to have completed the task or better during the working process, based on the targets assigned by the Provincial People's Committee, the District People's Committee will develop a recruitment plan, send it to the Department of Home Affairs for appraisal and submit it to the Provincial People's Committee for approval. Organize the recruitment of all the above teachers, the completion time is before January 30, 2023.

If teachers have qualifications that meet the training standards under the 2005 Education Law but have not met the training standards under the 2019 Education Law, recruitment will be carried out in two directions: Those who have signed labor contracts and paid compulsory social insurance before December 31, 2015 will be recruited on a special basis according to Official Dispatch No. 5378/BNV-CCVC dated November 15, 2019 of the Ministry of Home Affairs on special recruitment for contract teachers and Official Dispatch No. 336/BGD DT - NGCBQLGD dated January 27, 2022 of the Ministry of Education and Training on some contents related to training qualifications and pedagogical certificates. After recruitment, teachers must commit (or be arranged) to be trained according to the roadmap to improve their qualifications to meet the prescribed standards. Recruitment must be completed before January 30, 2023.

Those who have signed labor contracts with compulsory social insurance contributions after December 31, 2015 and those who have signed labor contracts with compulsory social insurance contributions before December 31, 2015 but are not eligible for special recruitment are required to have a commitment (or be arranged) to be trained according to the roadmap to improve their qualifications to meet the prescribed standards before December 31, 2025; arrange a quota for preschool teacher positions to be recruited after meeting the training standards.

If by December 31, 2025, the above contract teachers do not meet the training standards according to the 2019 Education Law, the District People's Committee will switch to a labor contract with a salary from the unit's revenue.

For teachers, contract employeesother when there is a target number of employees suitable for the standards and job positions, based on the provisions of Article 5 of Decree No. 115/2020/ND-CP, the District People's Committee shall develop a recruitment plan, send it to the Department of Home Affairs for appraisal and submit it to the Provincial People's Committee for approval. During the recruitment process, priority will be given to recruiting subjects who have had long-term labor contracts, have made many contributions to the education sector, and have been assessed as having completed their tasks or better during their work.

Regarding recruitment, the Department also requested that after being assigned by the Provincial People's Committee the quota of the number of people working in the education sector, based on the job position structure announced by the Department of Home Affairs, the District People's Committee promptly develop a plan and conduct recruitment to have enough teachers to teach the missing subjects in order to effectively implement the 2018 General Education Program./.
