Which subjects are eligible for social housing support policies according to the latest regulations?
I am an industrial park worker with low income and am renting a house. I want to know if I can buy social housing or not. Who is eligible for social housing support policy? The concern of Mr. Nguyen Van K. (Yen Xuan commune, Nghe An province).

Reply: According to Article 76 of the Housing Law 2023 (effective from January 1, 2025), there are 12 groups of subjects eligible for social housing support policies. Specifically:
- People with revolutionary contributions are eligible for housing support according to the provisions of the law on preferential treatment for people with revolutionary contributions.
- Poor households, near-poor households in urban areas.
- Poor households, near-poor households in rural areas.
- Low-income people in urban areas.
- Workers working at enterprises inside and outside industrial parks.
- Cadres, civil servants and public employees according to the provisions of law on cadres, civil servants and public employees.
- Officers, professional soldiers, non-commissioned officers, and soldiers working in the people's armed forces.
- Students of academies, universities, colleges, intermediate schools, vocational schools; students of training and fostering facilities of State agencies, political organizations, socio-political organizations, and the people's armed forces.
- The employee returned the official housing due to the expiration of the prescribed usage period.
- Households and individuals subject to land recovery and clearance have not been compensated with housing or land.
- People who are renting social housing, rental housing, or workers' accommodation in industrial parks invested and built by the State; or people who are renting other State-owned housing.
- Workers working at enterprises, cooperatives, and cooperative unions to buy or lease social housing or rent worker accommodation in industrial parks.
Clause 2, Article 78 of this Law also states:
“The subjects specified in Clause 1 of this Article, when meeting the housing, income and residence conditions as prescribed by the Government, shall enjoy social housing support policies.”
Specific conditions are currently guided in Decree 100/2024/ND-CP: People in the above group need to prove that they do not have a house (or the average floor area is less than 15 m²/person), have low income according to local standards, and have legal residence registration at the place where there is a social housing project.
Thus, Mr. T. - a low-income industrial park worker who is renting a room -eligible to buy social housing if all three conditions above are met.
