Driving forces for Nghe An to grow 10.5% in 2025

Vice Chairman of the Provincial People's Committee Bui Thanh An said that the Provincial People's Committee has developed growth scenarios in three economic sectors. Of which, the industrial and construction sector, focusing on the processing and manufacturing industry, is identified as the driving force for the province's growth with a target of 18.86%.

On the morning of March 4, the Standing Committee of Nghe An Provincial Party Committee held a conference in person and online to disseminate the resolutions and conclusions of the Central Committee and the action program of the Provincial Party Committee.

The conference was connected from the provincial bridge to 143 district-level bridges and 375 commune-level bridges, with 13,527 delegates attending.

Nghe An is assigned by the Government to achieve double-digit growth.

At the conference, on behalf of the Standing Committee of the Provincial Party Committee, Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee thoroughly grasped and implemented Conclusion No. 123-KL/TW, dated January 24, 2025 of the Central Executive Committee of the Party on the Supplementary Project on socio-economic development in 2025 with the growth target of 8.0% or more; the growth scenario of Nghe An province in the spirit of Conclusion No. 123-KL/TW and the directive document of the Provincial Party Committee Standing Committee on the implementation of Conclusion No. 123-KL/TW.

The country's 2025 socio-economic development plan was approved by the 15th National Assembly, 8th Session on November 12, 2024 in Resolution No. 158, with the economic growth target of 6.5-7% and striving to reach about 7-7.5%.

However, with the above target, it is very difficult for the economy to achieve a double-digit growth rate in the period of 2026 - 2030; especially it is very difficult to complete the two strategic goals set by the Resolution of the 13th National Congress of the Party: By 2030, the 100th anniversary of the Party's founding, Vietnam will become a developing country with modern industry and high average income. By 2045, the 100th anniversary of the country's founding, Vietnam will become a developed country with high income.

To consolidate and prepare well the fundamental factors to successfully implement the 10-year Socio-Economic Development Strategy 2021-2030, marking the time when the country enters a new era of development, GDP growth in 2025 needs to reach 8.0% or more, contributing to creating a solid foundation to achieve double-digit growth in the period 2026-2030.

Rapid growth must be associated with maintaining macroeconomic stability, controlling inflation, ensuring major economic balances; harmonious development between the economy and society and environmental protection, ensuring national defense and security.

GDP scale in 2025 is about over 500 billion USD; GDP per capita is about over 5,000 USD. The average consumer price index (CPI) growth rate in 2025 is about 4.5-5%.

Vice Chairman of the Provincial People's Committee Bui Thanh An said that before Conclusion No. 123, Resolution No. 104 of the Provincial People's Council on the socio-economic development plan for 2025 determined the GRDP growth target of Nghe An to reach 9.5-10.5%.

In particular, speaking at the Provincial People's Council meeting, the Secretary and Chairman of the Provincial People's Committee directed the development of a growth scenario striving to reach 10-10.5%. Thus, in fact, Nghe An province proactively developed a high growth scenario before the Politburo issued Conclusion No. 123.

After Conclusion 123, based on Official Dispatch No. 140 of the Prime Minister and Resolution No. 01-NQ/CP of the Government, the Provincial People's Committee issued Decision No. 112/QD-UBND dated January 18, 2025 on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2025.

The Decision sets out 6 key directions and management, 12 groups of tasks, key solutions and 177 specific tasks assigned to departments, branches and localities; develops GRDP growth scenarios for each quarter with a growth target of 10-10.5% for 2025.

On February 5, 2025, the Government issued Resolution No. 25/NQ-CP on growth targets for industries, sectors and localities to ensure the national growth target in 2025 reaches 8% or more. This is also the first time the Government has assigned growth targets to each locality.

The Government assigned a growth target of 10.5% for Nghe An province in 2025. This is a high growth rate equal to the upper limit according to the Resolution approved by the Provincial People's Council.

With this goal, Nghe An is in the group of 10 provinces and cities assigned to grow at 10.5% or more and in the group of 17 localities assigned by the Government to grow at double digits, the 3rd highest out of 14 provinces and cities in the North Central and Central Coast regions.

Specify the drivers for achieving growth targets

To implement Conclusion No. 123-KL/TW, Resolution No. 25/NQ-CP of the Government and Notice No. 1729-TB/TU of the Provincial Party Committee Standing Committee, the Provincial People's Committee Party Committee has led the Provincial People's Committee to issue Plan No. 126/KH-UBND dated February 28, 2025 to implement the GRDP growth scenario of Nghe An province in 2025 to reach 10.5%.

Pointing out the driving forces to achieve the growth target of 10.5% of Nghe An province in 2025, Vice Chairman of the Provincial People's Committee Bui Thanh An said that for the growth driving force from the supply side, the Provincial People's Committee has built growth scenarios in 3 economic regions.

Of which, the industrial - construction sector increased by 15.02%, contributing 5.11 percentage points (industry alone increased by 17.54%); the service sector increased by 9.61%, contributing 4.05 percentage points; the agriculture, forestry and fishery sector increased by 5%, contributing 0.96 percentage points.

The industrial and construction sector, focusing on the processing and manufacturing industry, is identified as the driving force for the province's growth with a target of 18.86%. In the processing and manufacturing industry, the target is set based on reviewing investment projects, especially FDI projects that have been attracted in the past 3 years to the Southeast Economic Zone that will come into operation.

Regarding the growth momentum from the demand side, Vice Chairman of the Provincial People's Committee Bui Thanh An said that in the short term until 2025, the province will still promote growth based on three traditional driving forces: consumption, investment and export.

Some targets to achieve the growth target of 10.5%: Total social investment capital is estimated at about 130,000 billion VND or more; total retail sales of goods are estimated at 125,000 billion VND; total import-export turnover in 2025 is estimated at 4.5 billion USD; state budget revenue is estimated at 26,000 billion VND.

Analyzing the advantages, difficulties and conditions to achieve the growth target, Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized the key tasks and solutions to achieve the set growth target.

That is to perfect institutions and laws, promote administrative procedure reform; Unblock and effectively use public investment resources; Take public investment as the lead, activate and attract all social resources; Promote private investment, attract FDI and processing and manufacturing industries.

Effectively exploit the domestic market, develop e-commerce and attract tourists; promote sustainable exports; Strongly promote new growth drivers, breakthroughs in science and technology development, innovation, digital transformation, and high-quality human resources.

Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized that, based on Plan 126 of the Provincial People's Committee, he requested directors of departments, heads of provincial-level departments, branches, units, Chairmen of People's Committees of districts, cities, towns and related units to urgently develop and issue detailed plans and specific directives of sectors, agencies, units and localities before March 10, 2025 for implementation.

"In order for Nghe An province and the whole country to achieve the growth target according to the proposed scenario, in addition to focusing on closely following the leadership of the Party Central Committee, the close, drastic, flexible and effective management of the Government and the Prime Minister; we believe that, with the efforts of all levels, sectors and localities to overcome difficulties and challenges, we will successfully achieve the growth target for 2025, creating a solid foundation to achieve the double-digit growth target in the next period", Vice Chairman of the Provincial People's Committee Bui Thanh An said.
