Scandalous projects of Muong Thanh owner in Hanoi
Besides fire prevention and fighting incidents, a series of projects of Muong Thanh Group have violated the law by building beyond the number of floors or without permission.
The Director of Hanoi Police has just announced that the investigation agency is waiting for the opinion of the Ministry of Public Security to prosecute violations at Private Enterprise No. 1 of Dien Bien Province (under Muong Thanh Group), chaired by Mr. Le Thanh Than. The reason is that 12 projects that the enterprise has implemented in the capital all have signs of tax evasion and signs of violating regulations on housing management.
Previously, the city leaders had repeatedly signed documents to send to the inspectorate, the city police and related units regarding a comprehensive inspection of projects invested or invested in by Lai Chau Private Construction Enterprise No. 1 in Hanoi.
The name of Dien Bien Private Enterprise No. 1 is associated with low-cost housing projects when in 2012, Dai Thanh apartments were opened for sale at only 10 million VND per square meter. The owner of the enterprise is Mr. Le Thanh Than, who owns Muong Thanh Group, the largest private hotel chain in Vietnam. After that, this enterprise implemented a series of other projects with original prices of only around 15 million VND and was associated with the "brand" of low-cost housing.But in reality, to buy an apartment, customers often have to pay an additional price difference of 2 to 5 million VND per square meter, depending on the apartment.

However, projects invested by this unit have also had a series of incidents and are on the inspection list.. One of the most serious incidents of this investor was the fire at CT4A building in Xa La urban area (Ha Dong, Hanoi) that occurred at the end of 2010. The fire started from the basement of CT4A building and then spread along the power lines and technical boxes to the upper floors. At least 3 people were suffocated by smoke and were taken to the emergency room, 3 firefighters were exhausted and fainted after rescuing the victims, along with dozens of motorbikes completely damaged, 375 other motorbikes partially burned and many other property damages.
CT4A Building is one of 3 buildings located in Xa La Urban Area, 34 floors high, has 2 basements with a total area of about 4,600 m2.This is one of the apartment complexes that the investor put into operation the earliest, about 6 years ago. However, vThe fire in the basement of CT4A building is not the first incident with this unit's projects.Previously,HH4A Linh Dam and CT5 Xa La apartments also reported fire in the technical area of each floor.Since 2013, 2014, also in Xa La, buildings CT5 and CT6 had a fire and explosion at the transformer station. And recently, similar incidents have also occurred atHH commercial housing project complex (Linh Dam).
Regarding the fire incident at CT4 Xa La, the leader of the Hanoi Fire Prevention and Fighting Police Department said that the investor ignored many fire prevention requirements even though the project had been in operation for many years.The Fire Prevention and Fighting Police Department once issued a decision to fine the investor for four violations in this building area, including: putting the house and construction into operation without fire prevention and fighting acceptance; not organizing the implementation of recommendations of the fire prevention and fighting agency; construction and installation not in accordance with the approved fire prevention design; not submitting a re-evaluation file on fire prevention and fighting when changing the construction permit (removing the commercial center area and converting it into apartments for sale).
After the fire, a series of projects invested by this unit were inspected. In particular, at the projectDai Thanh - Cau To New Urban Area, Thanh Liet Ward, Thanh Tri District, kHi fire department went to check, the basement part, water pump corner has not built fire wall according to regulations.
The investor representative at that time also explained that this unit was in the process of supplementing and overcoming the requirements of the fire prevention agency at the projects. However, the list of projects violating fire prevention and fighting safety in Hanoi that was just announced a few days ago still included 13 projects ofDien Bien No. 1 Private Enterprise.
Another common violation of this investor is the illegal construction of extra floors.Inspectors have concluded that projects such as Dai Thanh, VP5 Linh Dam, Kim Van Kim Lu... built 2 to 3 floors higher than regulations.The situation of building more floors than the approved number of residents in these projects makes the actual number of residents much higher than the approved number.Kim Van Kim Lu urban area in Dai Kim ward, Hoang Mai district, has a complex of 4 buildings from 39 to 45 floors, each floor has 24 apartments. According to the decision from 2014, this area includes low-rise buildings, with a total population of over 10,500. In fact, the apartment complex of Lai Chau Private Construction Enterprise No. 1 alone has more than 11,000 people living there, leading to overload of infrastructure, parking lots, etc.

A similar situation occurred at the low-cost commercial housing project complex named HH of this investor in Linh Dam urban area (Hoang Liet ward, Hoang Mai district) consisting of 12 buildings from 36 to 41 floors high. This is also the largest low-cost housing complex of this investor, up to now. The building complex is also much taller than the surrounding apartment buildings of other investors from 10 to 20 floors. Hanoi city leaders once said that the projectSerious violations of illegal construction, construction exceeding the prescribed height, construction in areas where construction is not permitted such as green belt planning locations, and failure to ensure fire prevention and fighting standards.
The infrastructure is not of good quality, while the large number of residents causes many utilities of these projects to be overloaded. However, in reality, the situation of building extra floors does not only occur in housing projects, but also in a series of hotel projects of Muong Thanh Group in many other provinces and cities such as Khanh Hoa, Buon Me Thuot, Thanh Hoa, Quang Ninh... which have caused localities to repeatedly impose fines or suspend construction.
