Leadership solutions to implement the Resolution of the Provincial Military Party Congress

Term 2015 - 2020, dUnder the leadership and direction of the Standing Party Committee, the Military Region 4 Command, the Standing Provincial Party Committee, the Provincial People's Committee, and the efforts of cadres and party members to overcome difficulties, the provincial armed forces have successfully completed the goals and targets set out in the Resolution of the 12th Provincial Military Party Congress.

Firstly, the Provincial Military Party Committee has advised the Party Committee and government to lead and direct the successful implementation of military and defense tasks; build a strong national defense and a solid defense zone, meeting the requirements of the task of protecting the Fatherland in the new situation.

Thoroughly grasping Resolution No. 28-NQ/TW of the Politburo (11th tenure) on the Homeland Protection Strategy; resolutions, conclusions, and directives of the Central Committee, the Politburo, the Central Military Commission, the Ministry of National Defense, and the Military Regions on military and defense tasks; Party committees and commanders at all levels have promptly advised local Party committees and authorities to issue action programs, plans, and projects. Typical examples include the Provincial Party Committee's action program on implementation“Strategy for protecting the Fatherland in cyberspace”and“Vietnam Defense Strategy”.Resolution of the Provincial People's Council on“Some policies and regimes for the militia and self-defense forces and the decentralization of tasks and expenditures for performing militia and self-defense work in Nghe An province”; Project“Ensuring national defense in the 2015 - 2020 period and orientation to 2030”, “Building a solid KVPT to meet mission requirements in the new situation to proactively deal with all situations in the 2014 - 2020 period”,“Construction of a number of key combat projects in Nghe An province's military zone in the 2016 - 2021 period”…

Organize a 10-year review and effectively direct the implementation of Resolution No. 28-NQ/TW of the Politburo (10th tenure), Decree No. 21/2019/ND-CP of the Government on KVPT. Deploy projects on building KVPT, complete military strategy planning in KVPT.

Advise and organize provincial-level KVPT drills and direct district-level KVPT drills, commune-level defense combat drills, flood and storm prevention and control drills, search and rescue drills; drills to mobilize human resources, ships, and civilian vehicles according to Decree No. 30 and 130 of the Prime Minister, achieving 100% of the set targets and plans.

Second, the training quality, qualifications and combat readiness of the provincial military meet mission requirements when situations arise.

Thoroughly and effectively implement Resolution No. 765-NQ/QUTW of the Central Military Commission and Resolution No. 269-NQ/DU of the Military Region Party Committee on“Improving the quality of combat training by 2020 and beyond”and orders, training plans of concentrated levels.

Leaders maintain and strictly implement the combat readiness regime at all levels; promptly adjust and supplement Resolution A, the system of combat documents in accordance with the Order, close to the requirements and tasks. Coordinate with the police and border guards to develop and well implement the coordination regulations according to Decree 77.(now Decree 03/2019/ND-CP of the Government); mobilize human resources, ships and civilian means to participate in protecting the sovereignty and sovereign rights of the sea areas of the Socialist Republic of Vietnam according to Decree No. 30 and 130/ND-CP of the Government; be ready to respond to situations in the East Sea.

Implement the motto well“4 on the spot”, promptly mobilized cadres, soldiers, militia and vehicles to participate in preventing and fighting forest fires, storms and floods, and search and rescue. In particular, in the face of the complicated developments of the Covid-19 pandemic; Party committees and commanders at all levels have proactively advised, deployed plans, and organized the reception of Vietnamese citizens from countries with Covid-19 epidemics to the province and closely and thoughtfully prevented and controlled the epidemic in the provincial armed forces.

Third, focus on leading the building of a politically and ideologically strong provincial military.

Lead and direct effective implementation of the Project"Innovation in political education work at the unit in the new period".

Emulation and reward work and the Emulation to Win movement continue to be innovated and deepened. Thoroughly grasp and effectively implement Directive No. 05-CT/TW of the Politburo (12th tenure) in conjunction with the Campaign.“Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers”with many models and good practices.

Coordinate with localities to effectively carry out mass mobilization and propaganda work, especially promoting the implementation of the movement.“Nghe An province's armed forces join hands to build new rural areas”; “Nghe An province's armed forces join hands for the poor - Leaving no one behind”...
