Accordingly, the general goal of building new rural areas by 2020 is to build new rural areas with gradually modernized socio-economic infrastructure; a rational economic structure and forms of production organization, linking agriculture with the rapid development of industry and services, linking rural development with urban development according to plan; a democratic, stable rural society rich in the cultural identity of Nghe An province…. To promote the new rural development movement, the People's Committee of Nghe An province has implemented groundbreaking policies to mobilize a comprehensive range of resources. One of these policies is providing cement support to localities for road construction. After 10 years of implementing the National Target Program for building new rural areas, Nghe An province has provided nearly 618,000 tons of cement to localities for rural road construction. | In addition, Nghe An province has also pioneered the development of new rural areas in border regions. In 2018, the New Rural Area Development Project was approved by the Government for implementation in 27 border communes of Nghe An province. The 27 communes included in the project are: Nam Can, Ta Ca, Bac Ly, My Ly, Na Loi, Dooc May, Keng Du, Muong Tip, Muong Ai, Na Ngoi, Nam Can (Ky Son); Tam Quang, Tam Hop, Nhon Mai, Mai Son (Tuong Duong); Mon Son, Chau Khe (Con Cuong); Thong Thu, Hanh Dich, Tri Le, Nam Giai (Que Phong); Phuc Son (Anh Son); Hanh Lam, Thanh Thuy, Thanh Duc, Thanh Son, Ngoc Lam (Thanh Chuong). Over the past 10 years of building new rural areas, Nghe An province has mobilized over 30 trillion VND to invest in infrastructure development and production growth. To date, 226 out of 431 communes in the province have met all 19 criteria for building new rural areas, including 218 communes that have been officially recognized as achieving new rural area standards.
