| Pursuant to Decision No. 491 of the Prime Minister, on August 31, 2010, Nghe An Provincial People's Committee issued Decision 3875 approving the plan to implement the national target program on new rural construction in Nghe An province for the period 2010 - 2020. Accordingly, the general goal of new rural construction by 2020 is to build new rural areas with gradually modern socio-economic infrastructure; reasonable economic structure and production organization, linking agriculture with rapid development of industry and services, linking rural development with urban areas according to plan; a democratic, stable rural society rich in Nghe An's cultural identity... To promote the new rural construction movement, Nghe An Provincial People's Committee has had breakthrough policies to mobilize resources. One of those policies is to support cement for localities to build roads. After 10 years of implementing the National Target Program on New Rural Development, Nghe An province has supported nearly 618 thousand tons of cement for localities to build rural roads. In 2018, the new rural construction project was implemented in 27 communes in the border area of Nghe An province and was approved by the Government. In 10 years of building the new rural area, Nghe An has mobilized over 30 trillion VND to invest in infrastructure construction, production development... Up to now, the whole province has 226/431 communes meeting 19/19 criteria for building the new rural area, of which 218 communes have had decisions to meet the new rural standards.
