(Baonghean.vn) - In late April, the work of removing temporary, dilapidated houses and replacing them with prefabricated houses supported by the Ministry of Public Security and the Provincial Police for disadvantaged households in some villages in the remote district of Tuong Duong is gradually reaching its completion.

Join hands for the poor

Many families expressed their joy at living in a new house that provides "sun and rain protection" instead of the previous makeshift house that was exposed to the sun and rain.

Ms. Vi Thi Nhan's new house is located on the road leading to Phong village. In the scorching heat of a Western summer day, she warmly welcomed guests into her house and shyly confided, "My husband and I's dream has come true! We are so happy! From now on, we can rest assured and try to work and produce to develop the family economy."

It is known that before, Ms. Nhan and her husband and two children lived in a dilapidated, makeshift bamboo house. Life was difficult. The income from small-scale farming and livestock raising was only enough to get by. So when they heard that their family was one of 22 households in Ban Phong that were eligible for housing support, the couple was very happy.

Ban Phong is one of the difficult areas of Tam Hop commune with 167 households, 696 Tay Poong people living, of which 117 are poor households, so the need for housing is quite high. From the registration list, 22 households with housing difficulties have been supported with prefabricated houses.

According to Ms. Vi Thi Anh - Secretary of the Phong village Party Cell: To help people, especially the elderly and single households, have new houses soon, together with cadres in the commune's steering committee assigned to be in charge of the area, the Party Cell and the village management board also mobilized mass organizations and people to "each lend a hand" to urgently dismantle temporary houses, level the ground to make foundations, transport materials... to assemble new houses.

In Van Mon village, Luong Van Thuan said that 7 households with housing difficulties received support from the Ministry of Public Security with prefabricated houses and have moved into their new houses. (Each house has an area of ​​about 46m2(including the porch), corrugated iron roof, surrounded by 3-layer insulated corrugated iron panels). Among them, 3 households were honored to have Senior Lieutenant General Luong Tam Quang - Deputy Minister of Public Security and Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy and representatives of sponsors, leaders of provincial and local departments come to cut the ribbon to inaugurate and hand over the model house: Huong Van Dan, Huong Van Mui, Huong Van Thuy, the people were very excited and moved!

Tam Hop is also the first commune in Tuong Duong district to complete the implementation of prefabricated housing supported by the Ministry of Public Security and the Provincial Police. Talking to us, Mr. Le Hong Thai - Secretary of the Party Committee of Tam Hop commune said: The whole commune has 34 households supported with concentrated housing in Phong village, Vang Mon village, and Pha Lom.

The commune has focused on mobilizing the entire political system to support households in dismantling temporary houses, leveling the ground, and building foundations to receive prefabricated houses within 1 month (completed from March to April). To ensure progress, the commune assigned a commune cadre who is a member of the steering committee to be in charge of a household, directly going to the grassroots level with village cadres and people to support and encourage households to overcome difficulties and deploy the prefabrication of houses to ensure quality.

In the border commune of Tam Quang, in order to gain consensus and bring high efficiency from the housing program for poor and near-poor households of the Ministry of Public Security, the People's Committee held meetings and reviewed the subjects according to the standards of the superiors; Assigned groups to work directly in the villages. Accordingly, the whole commune has 54 households supported with prefabricated houses, including 42 poor households, 7 near-poor households and 2 households with housing difficulties.

After conducting a field survey in each village, in March 2023, the Commune People's Committee organized a conference with the participation of departments, unions, village chiefs, leaders of Tam Quang Border Guard Station and households that had registered to build houses.

Through the conference, local leaders popularized the policy of building houses combined with visual videos introducing details of house design drawings that people will be supported with according to 4 hard criteria (body, roof, wall, hard foundation).

At this conference, households not only heard and saw but also discussed the methods, advantages, difficulties and obstacles of the family that need to be supported and resolved in preparing the site and necessary materials for house building. The commune Fatherland Front was assigned the task of supervising and directing the village and hamlet front working committee to organize and mobilize union members, association members and people to support households in leveling the site and dismantling temporary houses.

According to Mr. Ho Xuan Tuyen - Deputy Secretary of the Party Committee of Tam Quang commune: The government has assigned cadres and civil servants to be in charge of each household, at the same time, mobilized the participation of the entire political system, the companionship of cadres and soldiers of Tam Quang Border Guard Station, and the commune police force in helping poor households dismantle, level, and build foundations to install new houses with more than 340 working days, the cost of building the house foundation ranges from 5,000,000 - 6,500,000 VND/1 foundation.

In addition, the locality has also called for socialization in many forms to help households in particularly difficult circumstances to promptly complete the foundation according to the plan. In which, the support resources for 3 particularly difficult households including Mr. Kha Van Tinh, Kha Van Thoai and Ms. Xen Thi Nga (Son Ha village) are 3 tons of cement worth 4,350,000 VND, and Mr. Tinh's family is supported with additional sand and gravel to make the foundation worth 3,000,000 VND. Although there are places like Son Ha village with complex terrain, difficult transportation of materials, having to level hills to make the foundation, by April 25, 2023, houses for 54/54 households in Tam Quang have been installed and completed, with electricity for lighting.

Mr. Kha Van Tinh, one of 54 households receiving housing support in Tam Quang commune, said: “Our family has received help from the police, border guards, and mass organizations in the village to dismantle the temporary house, move furniture, and level the ground to complete the foundation of the house to ensure the assembly of the new house. Now the family has moved in. We would like to thank the Party Committee, the government, the functional forces, and the villagers very much…”

Leave no one behind

Tuong Duong district received 302 houses from the Ministry of Public Security (under the program to support and build 1,426 houses for the poor and people with housing difficulties in 27 border communes in 6 districts of Nghe An province). Of which, Tam Quang commune has 53 houses, Tam Hop commune has 34 houses, Nhon Mai commune has 131 houses, Mai Son commune has 84 houses.

In addition, the district also received support from Nghe An Provincial Police with 300 gratitude houses to eliminate dilapidated temporary houses, including 45 houses in Luu Kien commune, 115 houses in Yen Na commune, 16 houses in Yen Tinh commune, 78 houses in Yen Hoa commune, and 46 houses in Xieng My commune.

With the humanitarian meaning: joining hands for the poor, leaving no one behind, Tuong Duong district has clearly assigned people and tasks in the Steering Committee, built a detailed plan for implementation, ensuring that the entire political system and people participate and commit to using the funding source to support the program for the right subjects, according to the right standards, speeding up the assembly progress of 620 houses to soon hand over to the poor and people with housing difficulties in the area.

According to Mr. Luong Ba Vin - Head of the Mass Mobilization Committee, Chairman of the Fatherland Front of Tuong Duong district: The district leaders regularly inspect, urge and direct the political system from the district to the grassroots to mobilize forces to support the people. Although the summer weather is sunny and hot, in many villages, forces such as the police, militia, border guards, veterans, youth unions, women's unions and local people have urgently helped poor households dismantle temporary houses, level the ground to make foundations for the construction force to assemble new houses supported by the Ministry of Public Security and the Provincial Police according to the correct design and techniques.

Thanks to the synchronous participation from the district to the grassroots, as of April 27, 2022, the number of houses supported by the Ministry of Public Security has been assembled 284 houses, reaching a rate of 94.1%, the number of houses waiting to be assembled is 18 houses, accounting for a rate of 5.9%. Of which, Tam Quang, Tam Hop, and Mai Son communes have completed 100% of the assembly. Particularly, the houses supported by the provincial police have completed 302/302 houses, reaching a rate of 100%, ensuring progress before April 30. For some houses affected by the tornado on the evening of April 24, the local authorities coordinated with units of the provincial police to conduct field inspections and develop timely handling and remediation plans.

In addition, "Responding to the Program "mobilizing and supporting the construction of houses for the poor and people with difficult housing circumstances in Nghe An province in the period of 2023 - 2025", recently, the leaders of the District Party Committee, People's Committee, and Fatherland Front Committee of Tuong Duong district have called for and mobilized support of more than 1 billion VND to serve the work of eliminating temporary houses in the area" - Mr. Luong Ba Vin said.

The houses that have been built and are being handed over to people with housing difficulties in Tuong Duong district, in addition to increasing material value, are also a spiritual motivation to add strength and determination for poor households in remote areas to rise up in life.
