According to Article 30 of the Law on Election of Deputies to the National Assembly and People's Councils 2015, the registration, deletion, and addition of names to the voter list are carried out as follows: People who are deprived of the right to vote according to a court verdict or decision that has come into legal effect, people sentenced to death awaiting execution, people serving a prison sentence without a suspended sentence, and people who have lost civil capacity are not allowed to be registered on the voter list.
Persons in the above cases, if 24 hours before the start of voting, have their voting rights restored, are released, or are confirmed by a competent authority to no longer be in a state of civil incapacity, will be added to the voter list and issued a voter card according to the provisions of Article 29 of the Law on Election of Deputies to the National Assembly and People's Councils.

During the period from the time the voter list is posted until 24 hours before the start of voting, those who change their permanent residence outside the commune-level administrative unit where their name is registered on the voter list will have their names removed from the voter list at their old place of residence and added to the voter list at their new place of permanent residence to elect National Assembly deputies, provincial, district and commune-level People's Council deputies; those who move to temporary residence in a place other than the commune-level administrative unit where their name is registered on the voter list and wish to participate in the election at their new temporary residence will have their names removed from the voter list at their old place of residence and added to the voter list at their new place of temporary residence to elect National Assembly deputies, provincial and district-level People's Council deputies.
Voters specified in Clause 5, Article 29, if released 24 hours before the start of voting or have completed their compulsory education or compulsory drug rehabilitation period, will have their names removed from the voter list at the place where there is a temporary detention camp, compulsory education facility, or compulsory drug rehabilitation facility, and will be added to the voter list at the place of permanent residence to elect National Assembly deputies, provincial, district, or commune-level People's Council deputies, or will be added to the voter list at the place of temporary residence to elect National Assembly deputies, provincial, district-level People's Council deputies.
If a person whose name is on the voter list is deprived of the right to vote by a court, is required to serve a prison sentence, or loses civil capacity, the People's Committee at the commune level shall remove that person's name from the voter list and revoke the voter card.
