The Ministry of Public Security is seeking comments on a draft Decree on administrative penalties for violations of road traffic order and safety; deduction and restoration of driving license points. In the draft decree, there are 189 acts that result in a driving license deduction of 2-12 points.
According to the draft,Violations result in a 2 point deduction.on a driver's license include: Driving a vehicle directly involved in a traffic accident without stopping, not keeping the scene intact, not participating in first aid for the victim; driving a car towing another vehicle or object; driving a car pushing another vehicle or object...; carrying people on the towed vehicle, except the driver.

Errors that result in 3 points being deducted from the driver's license include:Going the wrong way on a one-way street, going the wrong way on a road with a no-entry sign. Driving a vehicle at a speed exceeding the prescribed speed limit by 20km/h to 35km/h; failing to yield or obstructing a priority vehicle that is signaling its priority on duty....
Errors that result in a 6-point deduction from the driver's license include:Driving in the wrong direction on the highway, reversing on the highway, except for priority vehicles on emergency missions as prescribed. Causing a traffic accident without stopping, not preserving the scene; fleeing, not reporting to the competent authority, not participating in first aid for the injured...
Errors deducted 10 points:Driving a vehicle on the road with a blood or breath alcohol concentration exceeding 50 milligrams to 80 milligrams/100 milliliters of blood or exceeding 0.25 milligrams to 0.4 milligrams/liter of breath.

Behaviors that result in a 12-point deduction include:Driving a vehicle with a blood or breath alcohol concentration exceeding 80 milligrams/100 milliliters of blood, or exceeding 0.4 milligrams/liter of breath; driving a vehicle with drugs in the body, carrying cargo exceeding 150% of the permitted load; illegal racing, weaving, swerving, steering with the feet; driving a car at a speed exceeding 35km/h...
A representative of the Ministry of Public Security said that data on points, deductions, and restorations of driving license points are stored in the database system for handling administrative violations of traffic order and safety and driving license point deductions. Point deductions and restorations of driving license points are automatically performed on the database system.

According to the Law on Road Traffic Order and Safety recently passed by the National Assembly, a driver's license will be restored to its full 12 points if all points have not been deducted and no points have been deducted within 12 months from the date of the most recent deduction. In case all points are deducted from the driver's license, the driver's license holder is not allowed to drive a vehicle on the road with that type of driver's license.
After at least 6 months from the date of deduction of all points, the driver's license holder must take a test on knowledge of road traffic law and order, organized by the traffic police. If the result is satisfactory, the full 12 points will be restored.
