Today, in Vinh city, the 18th People's Council of Nghe An province, term 2021 - 2026, solemnly opened the 4th session.

On behalf of the Chairman of the meeting, I respectfully send my best wishes to the distinguished guests, delegates of the Provincial People's Council, all voters and people of the province.

The 4th session of the 18th Provincial People's Council took place in the context of complicated developments of the Covid-19 pandemic; production and business activities, especially in the service, trade and tourism sectors, faced many difficulties and slow recovery. The large number of citizens returning to their localities from other provinces created pressure on disease control and prevention, job creation and social security.

Party committees, authorities at all levels, the entire political system and people in the whole province have strongly promoted the spirit of solidarity, efforts, joint efforts and consensus to overcome difficulties. The work of preventing and controlling the epidemic has achieved positive results, and has now shifted to a strategy of safe and flexible adaptation, effectively controlling the Covid-19 epidemic.

Successfully organized the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels. Actively and proactively advised the Central agencies and the National Assembly to pass the Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province.

Some difficulties of enterprises were gradually resolved, the economy maintained its growth momentum; budget revenue exceeded the set estimate; public investment management was directed to be implemented in a concentrated, focused and key direction, overcoming the situation of dispersion and spread; industrial production achieved a good growth rate; culture and society had many bright spots, especially in health, education, and social security; national defense, security, order, and social safety were maintained.

The Provincial People's Council commends and highly appreciates the efforts, drastic direction and management of the Provincial People's Committee; respectfully thanks the efforts, positive contributions, and noble gestures of the people, cadres, soldiers and business community in the work of preventing and fighting the Covid-19 pandemic in the past time.

To prepare for the 4th session, the agencies of the Provincial People's Council, the Provincial People's Committee and relevant departments, branches and units have proactively coordinated closely in performing assigned tasks. Before the session, the review work of the Standing Committee and the Provincial People's Council Committees on reports, submissions and draft resolutions submitted to the session was carried out seriously, thoroughly and ensured quality; at the same time, many surveys were organized to collect information for the review activities. The Provincial People's Committee, relevant branches and levels have actively coordinated, seriously accepted and explained satisfactorily.

According to the approved program, at this session, the Provincial People's Council will consider and decide on many important contents.

The first:Assess the socio-economic situation, implementation of the State budget, public investment plan in 2021, tasks for 2022; review reports of the Standing Committee of the Provincial People's Council, Provincial People's Council Committees, Provincial People's Committee, judicial agencies; report on the results of handling voters' opinions and recommendations and other relevant reports.

Monday:Discussing and considering the approval of 37 draft resolutions, including many very important resolutions on socio-economic development in 2022; medium-term public investment plan for the period 2021-2025; regulations on a number of policies to support the development of agriculture, rural areas; industry, and handicrafts; tuition support mechanism for preschool and primary school students in the first semester of the 2021-2022 school year; regulations on prices for SARS-CoV-2 testing services not covered by the Health Insurance Fund in state-owned medical examination and treatment facilities in Nghe An province;...

Tuesday:Listen to the report on the results of the second session of the 15th National Assembly; inform about the activities of the Fatherland Front in participating in government building and opinions and recommendations of the people in the province. Carry out the dismissal and election of additional members of the Provincial People's Committee for the 2021-2026 term. Announce the Decision and launch the Group of female National Assembly and Provincial People's Council Deputies for the 2021-2026 term, emulation and reward work.

The meeting will conduct the first question-and-answer session of the term with two contents of special interest to authorities at all levels and voters, including State management of minerals; support and job creation for workers and employers facing difficulties due to the Covid-19 pandemic.

To complete the meeting agenda, ensure time and quality, we request that the delegates of the Provincial People's Council uphold their sense of responsibility, promote their intelligence, carefully study the contents, actively discuss in the Group and the Hall, participate in questioning, clearly express their opinions, especially on issues with different opinions, creating high unity so that the People's Council can make decisions in accordance with the law and in accordance with reality. We request that the leaders of agencies, units and localities invited by the Provincial People's Council to attend the meeting fully participate and actively contribute to the contents of the meeting.

During the session, the Provincial People's Council organized an online telephone line to receive voters' suggestions and feedback. It is requested that press, radio and television agencies strengthen information and propaganda work to promptly, fully and accurately convey activities at the parliament to voters and all classes of people.
