Efforts and determination to soon make Nghe An a fairly developed province of the country
Since the beginning of the term, despite facing many difficulties and challenges, with the spirit of proactiveness and innovation in thinking; determination and flexibility in leadership and direction; synchronization and timeliness in organization and implementation, Nghe An province has achieved many very positive results, creating a solid momentum to strive to complete the goals and targets of the entire term, striving to soon become a fairly developed province of the country.

The Party Committee, Government and People of Nghe An province implemented the Resolution of the 19th Provincial Party Congress in conditions much more difficult than expected, especially the serious impact of the Covid-19 pandemic and the complicated impact of the world situation.
Following the direction of the Central Committee and the orientation of the Congress Resolution, the Provincial Party Committee and Party committees at all levels and organizations have led the political system together with the people to unite, overcome difficulties and overcome challenges.
In particular, from the end of 2024 until now, the province has had to carry out many important tasks at the same time regarding the organization and apparatus arrangement, preparing to organize Party Congresses at all levels, towards the 19th Provincial Party Congress, implementing Resolution No. 57 of the Politburo, striving for a growth rate of 10.5% in 2025.
Looking back 4 years ago, right after the Congress, the Provincial Party Executive Committee and the Provincial Party Standing Committee focused on leading the development and synchronous implementation of action programs. The province also concretized the resolutions, conclusions and directives of the Central Committee to lead and direct in conjunction with the implementation of the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress. The leadership and direction work has many innovations in the direction of being proactive, creative, synchronous, drastic, flexible and effective, with focus and key points.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hong Vinh said that, based on the 4 rights motto: "Correctly assessing the situation, finding the right causes, proposing the right solutions and focusing on drastic implementation, in order to complete the right goals", the Provincial People's Committee has promptly directed the handling of arising issues, while focusing on directing the effective implementation of key tasks, with many solutions suitable to practical requirements.
Since the beginning of the term, the province has made great efforts and determination to focus on implementing and completing a number of key, fundamental tasks, creating a development orientation for Nghe An province in the long term. That is, summarizing 10 years of implementing Resolution No. 26-NQ/TW and the Politburo issued Resolution No. 39/NQ-TW, dated July 18, 2023 on building and developing Nghe An province until 2030, with a vision to 2045.
The National Assembly issued Resolution No. 36/2021/QH15 and Resolution No. 137/2024/QH15 on piloting and supplementing a number of specific mechanisms and policies for the development of Nghe An province; The Prime Minister approved the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050; Arrangement of administrative units and organization of the apparatus in the political system.
With strong leadership, synchronous and flexible implementation, the province's economy has maintained a fairly high growth rate, higher than the national average. The province's average GRDP growth rate is estimated at about 8.3 - 8.5%, higher than the 2016 - 2020 period (6.97%). The GRDP scale reached 216,934 billion VND, ranking 10th in the country.
State budget revenue for the 2021-2025 period is estimated at more than VND 113,661 billion. Notably, in 2024, the province's budget revenue will reach more than VND 25,517 billion, approaching the level below the target of the Congress Resolution. Public investment is managed, allocated and used with focus and key points; fundamentally overcoming the situation of scattered and prolonged investment. Many key traffic works have been completed, opening up new spaces and creating development momentum.
During the past term, the province's investment attraction has increased sharply in terms of scale, quantity and quality of projects, of which FDI attraction is a highlight. In the past 3 years (2022-2024), Nghe An has continuously ranked in the top 10 localities attracting the largest investment in the country, with a total registered capital of over 4.8 billion USD, 3.6 times higher than the accumulated capital from 2020 and before.
To date, the province has 153 FDI projects with a total registered capital of more than 5.86 billion USD in effect. Nghe An is gradually becoming a center for the production of electronic equipment and high-tech equipment in the North Central region. Export turnover in 2025 is estimated to reach 4.5 billion USD, 3.75 times higher than in 2020, exceeding 155% of the Congress Resolution target.
The province's 2024 high school graduation exam results ranked 12th out of 63 provinces and cities, up 22 places compared to 2021. Nghe An continues to maintain its top position nationwide in terms of students achieving high scores in national and international competitions. The work of protecting, caring for, and improving people's health has achieved many new achievements, gradually affirming itself as the Medical Center of the North Central region.

Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh said that along with economic development, the province also pays attention to social security work and takes care of people's lives. During the term, the province has mobilized more than 3,000 billion VND from socialized sources to support the poor.
Nghe An is a leading locality and is striving to complete the elimination of temporary and dilapidated houses for the poor by the end of July 2025. National defense and security are maintained, social order and safety are ensured. Foreign affairs and regional connectivity are promoted. Administrative reform is strengthened with many effective solutions.

Adhering to the Central Committee's guidelines and viewpoints on Party building as a "key" task, since the beginning of the term, the Provincial Party Committee has effectively implemented and innovated Party building work in terms of politics, ideology and ethics, contributing to building a clean and strong political system.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu affirmed that the Provincial Party Committee has always been steadfast in applying and creatively developing Marxism-Leninism, Ho Chi Minh Thought, and steadfast in the goal of national independence, socialism and the Party's guidelines. The province has promptly and seriously implemented and studied the resolutions, directives and conclusions of the Central Committee and the Provincial Party Committee.
With the aim of improving the effectiveness and efficiency of operations, the province has effectively reorganized and consolidated the organizational apparatus, streamlined the payroll and restructured the staff, civil servants and public employees. In particular, at the end of the term, Party committees at all levels have resolutely, urgently and seriously implemented the revolution of streamlining the organizational apparatus.
The work of building and consolidating grassroots party organizations and developing party members, especially in religious areas, remote areas, in private enterprises and foreign-invested enterprises, is regularly given attention and direction.
According to the Provincial Party Committee's Organizing Committee, during the term, the province admitted 19,334 party members, reaching 107.4% of the Congress Resolution target. 59 party organizations were established, 687 party members were admitted, including 35 business owners in private enterprises and foreign-invested enterprises.
The Party's guidelines, the State's policies and laws on internal affairs, prevention and combat of corruption, waste, negativity and judicial reform have been thoroughly grasped and promptly implemented, in line with local realities. Inspection and supervision work has been strengthened, comprehensively implementing tasks according to the Party's Charter, "inspection has a focus, key points, supervision is expanded".

Mass mobilization work continues to be innovated and transformed positively, creating consensus among the people in implementing development goals. Campaigns, patriotic emulation movements and the "Skillful Mass Mobilization" movement create positive spillovers, mobilizing the strength of the entire population to participate in implementing local political tasks.
To achieve these results, Provincial Party Secretary Nguyen Duc Trung said that the province has drawn valuable lessons. The first but also the most important lesson is solidarity, unity, sharing, and support among agencies, from the leadership of the Party Committee, the participation, support, and supervision of the People's Council, the administration of the government, and the consensus of the people and businesses.

At the same time, the province has persistently followed up and made recommendations to the Central Government to resolve difficulties, obstacles, and issues facing the province's development; proposed the issuance of specific mechanisms and policies so that the province has more motivation and resources for development.
Looking back on the 2020-2025 term so far, it can be affirmed that the results that Nghe An province has achieved are not accidental, but are the result of a process of serious and responsible efforts and intellectual efforts.
In the spirit of closely following reality and based on reality, the province has made appropriate decisions to realize the socio-economic development goals, in which the most important factor is to promote the strength of solidarity within the Party, Government and People to create strength.
As a province with great potential but also many difficulties, Nghe An has opened up, mobilized and effectively used resources, including both internal and external resources. Focusing on perfecting institutions, which is one of the three strategic breakthroughs to achieve development goals, is a decisive factor, creating an important foundation for development. Focusing resources on investing in infrastructure, especially strategic infrastructure such as transport infrastructure, energy infrastructure, and essential infrastructure.
The province always maintains the viewpoint that people are the center, subject, goal and driving force of development; all policies aim to improve people's lives.
In particular, we can clearly see the spirit of initiative and innovation in thinking; determination and flexibility in leadership and direction; synchronization and timeliness in organization and implementation of Party committees and authorities at all levels. The Provincial Party Committee has proactively, regularly paid attention to and accompanied the Provincial People's Committee to achieve growth targets, remove obstacles and difficulties, to facilitate production and business activities of enterprises.
The province implements its goals in a proactive spirit from both sides: the Provincial People's Committee proactively reports and the Provincial Party Committee proactively requests. The Provincial Party Committee Standing Committee and the Provincial People's Committee have assigned the presiding agencies and units and coordinating units clearly, reasonably, and in accordance with the functions and tasks of each unit to synchronously, uniformly, and effectively implement tasks and solutions.
The remaining time of the term is not much, but Nghe An province realizes that there is still a lot of room for the province to complete and achieve the highest goals and targets of the term and the growth target of 10.5% in 2025. The province must continue to take advantage of opportunities to accelerate and make breakthroughs in attracting investment, promoting administrative reform, improving the investment environment with the spirit of creating the most favorable conditions for investors.
"The province will continue to mobilize resources to implement key projects based on the principle of focus. In addition, we will continue to pay attention to caring for the poor, disadvantaged people, and mountainous areas, and focus resources on completing the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties," emphasized Provincial Party Secretary Nguyen Duc Trung.
To unlock development resources, Party committees and authorities at all levels need to continue to lead and direct the promotion of administrative reform and strong digital transformation. Strengthen administrative discipline and order among cadres, civil servants and public employees. In particular, effectively and efficiently carry out the revolution of reorganizing the apparatus so that the new apparatus operates to ensure "Straight - compact - strong - efficient - effective - efficient".
In the coming time, the workload is still very large and there are many difficult tasks, the pressure forces the province to make more efforts and determination. In response to these requirements, Provincial Party Secretary Nguyen Duc Trung requested Party committees at all levels to continue to innovate leadership methods, maintain solidarity and unity, strictly implement the principles of democratic centralism so that the work can be deployed smoothly, meeting the requirements in the new situation.
The government continues to lead and direct the promotion of reforms, especially reforms in management methods by changing thinking, shifting from rigid State management methods to flexible, effective, proactive management methods, and increasing decentralization to unlock development resources and liberate productive forces.
