Speaking at the workshop, comrade Tran Viet Linh - Vice Principal of the Provincial Political School affirmed that besides creating many positive results, the socio-economic reality, Party building work and political system in the province are posing many limitations and difficulties.
One of the reasons is that a large number of cadres, party members and people still have conservative thoughts, wait and rely on others, and lack the effort to strive to improve. Based on the reality, the Provincial Political School organized a workshop to propose the most specific and practical solutions.
At the workshop, many delegates affirmed that conservative, expectant, and dependent thinking objectively exists in everyone, from cadres, party members, to intellectuals, workers, farmers, etc.; an opposing side of progress, which has harmful effects on development, requiring measures and solutions to prevent and repel.

Some delegates said that in order to propose solutions to combat conservative, expectant, and dependent thinking, it is necessary to first clarify the current situation and manifestations of conservative, expectant, and dependent thinking in each agency, unit, organization, and individual, similar to the 27 manifestations of degradation in Resolution 4 of the Central Committee (12th tenure); if we just speak in generalities, it will be difficult to propose solutions.
