'Wherever complex and rampant crimes occur, the police leaders there will be punished'

On the afternoon of December 29, in Hanoi, the 77th National Public Security Conference was a great success after 3 days of urgent, serious, intellectually focused and highly effective work.

During the 3 working days, delegates listened to the Summary Report on the situation and results of public security work in 2021, key tasks and solutions for 2022 and the following years; Summary report on the 3-year implementation of Resolution No. 22-NQ/TW of the Politburo on "Continuing to innovate and streamline the Ministry of Public Security apparatus to operate effectively and efficiently" and Decree No. 01/ND-CP of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security"; Thoroughly grasping some contents of the Project "Building a truly clean, strong, disciplined, elite and modern People's Public Security force to meet the requirements and tasks in the new situation"; Summary report on the 1-year implementation of the Resolution of the 13th National Congress of the Party in the People's Public Security and 1-year implementation of Resolution 51-NQ/TW of the Politburo on "National Security Protection Strategy"; Summary report on the implementation of the Project on arranging provincial-level Directors and District-level Police Chiefs who are not local people and the Plan for rotation of leaders and commanders in the People's Public Security.

At the Conference, there were 36 comments from leaders of the Public Security of units and localities; and instructions from Deputy Ministers on various areas of public security work. The Conference summarized the emulation movement for national security in 2021 and announced and awarded titles and rewards from the Party, State, and the Ministry of Public Security to collectives and individuals with outstanding achievements in the Public Security Forces. In particular, on behalf of the Party and State leaders, Politburo member and Prime Minister Pham Minh Chinh attended, delivered a speech recognizing, praising, encouraging and directing key issues on ensuring security, order, and building the Public Security Forces.

Concluding the Conference, on behalf of the Central Public Security Party Committee and the leaders of the Ministry of Public Security, Minister To Lam acknowledged and highly appreciated the efforts and great sacrifices of officers and soldiers in the entire force; warmly commended the results, feats, and outstanding achievements in all fields of work that the Public Security Forces achieved in 2021.

Based on the practice and results of the work in 2021, Minister To Lam requested the Public Security of units and localities to proactively propose and resolutely implement appropriate and effective policies, solutions and measures to successfully complete the goals, requirements and tasks of 2022, orientation to 2025 and vision to 2030, which have been fully stated in the Resolution of the Central Public Security Party Committee and the Ministry's Working Directive. In which, he emphasized a number of major and key issues, as follows:

Regarding staff work, Minister To Lam requested the Public Security of units and localities to focus on implementing solutions to improve the quality of forecasting work, proactively grasp, analyze and evaluate the situation, on that basis promptly report, advise and propose to the Party and State to plan appropriate policies, guidelines, solutions, avoid being passive and surprised, protect national interests and security, continue to consolidate the role and position of Vietnam in the international arena, contribute to promoting socio-economic development. Timely advise and propose to build, supplement and perfect mechanisms, policies and laws on security and order protection and activities of the Public Security Forces.

Emphasizing the forecast of the situation, the risk of increasing crimes and socio-economic difficulties in the coming time, Minister To Lam requested the police of units and localities to be determined and resolute in preventing and stopping crimes, ensuring social order and safety; consistently implementing the goal of reducing crimes in a fundamental and sustainable manner... Where crimes are complicated, rampant, slow to be handled or not handled, the Director, Deputy Director in charge of crime prevention and control and related Department Heads and District Heads will be jointly responsible; absolutely do not tolerate negative cases, cover-up, ignore, assist and protect criminals - Minister To Lam reiterated the Ministry's viewpoint.

Identifying that the prevention and control of the Covid-19 epidemic is a very urgent and important task, Minister To Lam requested that the Public Security of units and localities need to closely monitor the situation and strictly implement the Directives and Orders of the Secretariat, the Government, the Prime Minister, the National Steering Committee for Covid-19 Prevention and Control, and the leaders of the Ministry on Covid-19 prevention and control...

Immediately after the Conference, the Public Security of units and localities is required to carefully study the Conference documents, the Prime Minister's instructions and the instructions and conclusions of the Ministry's leaders, and specify them in the work programs of units and localities to organize and implement them seriously and effectively.
