General Secretary To Lam attends the Congress of Delegates of the Central Public Security Party Committee
The 8th Congress of the Central Public Security Party Committee, term 2025-2030, opened on the morning of October 4. General Secretary To Lam attended and directed the congress.
Attending the congress were President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and leaders and former leaders of the Party, State, Central Public Security Party Committee, Ministry of Public Security and 350 outstanding delegates representing more than 67,000 party members in the entire Party organization.
Delegates listened to political reports, reports reviewing the leadership and direction of the Central Public Security Party Committee for the 2020-2025 term; comments on documents submitted to the Central Public Security Party Congress, draft documents submitted to the 14th National Party Congress...


At yesterday's preparatory session, delegates elected the presidium, secretariat, and delegate qualification review committee; approved the agenda and working regulations of the congress...
Previously, on September 8, the Standing Committee of the Central Public Security Party Committee and the leaders of the Ministry of Public Security reported to the Politburo on preparations for the congress.
The Politburo highly appreciated the leadership in organizing party congresses at all levels in the People's Public Security (PPP); assessed that the congress documents were carefully prepared, serious, of high quality, and in accordance with the Central Committee's instructions; and the review report had a high level of combativeness, self-criticism, and criticism.
The Politburo agreed on the personnel plan for the Central Public Security Party Committee for the 2025-2030 term and the personnel for the Central Public Security Party Committee delegates to attend the 14th National Party Congress.

The Congress is of special significance, affirming the growth and maturity of the People's Public Security Force after 80 years of building, fighting and growing under the leadership of the Party. The Congress is also a milestone opening a new chapter in the development of the Party Committee and the entire People's Public Security Force... All to successfully implement the strategic goals of the Party, for“peace, stability, sustainable development, high quality and improving all aspects of people's lives”.
The political report presented to the congress determined the working direction for the 2025-2030 term, which set the goal of maintaining the Party's absolute and direct leadership in all aspects and the State's centralized and unified management of the People's Public Security Forces.
The report also mentioned improving leadership capacity, building grassroots party organizations that are truly political nuclei at the grassroots level, clean, strong in all aspects, with enough prestige and leadership capacity in all aspects of public security work; promoting the effectiveness of the public security model."Strong department, comprehensive province, strong commune, close to the grassroots".
According to the report, the thinking of ensuring security and order in the new era is being renewed in the direction of“Development is for stability and maintaining stability is to create a foundation for the success of rapid, sustainable, high-quality development”, “protecting security and order is to create and expand space, creating a peaceful and favorable environment for socio-economic development”; mobilize all legal resources for the development of security industry and implement measures to ensure security and order.
The political report also affirmed the need to comprehensively innovate public security work in the direction of closely combining people with the application of science and technology; perfecting"the art of protecting national security, ensuring social order and safety"in the struggle to protect and develop the country; proactively grasp the situation, continue to improve the effectiveness of strategic advisory work with the Party and State; actively participate in maintaining international peace and security, and multilateral and bilateral cooperation mechanisms.
