The Ministry of Public Security and Nghe An province launched a 40-day and night campaign to build houses and schools to support people in flood-hit areas.
On the morning of August 12, in My Ly commune, the Ministry of Public Security and Nghe An province jointly organized a ceremony to launch a 40-day and night campaign to build houses and schools to support people and students in communes in western Nghe An that suffered heavy losses due to floods.
Attending the ceremony, on behalf of the Ministry of Public Security, there were Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security; and leaders of units under the Ministry of Public Security.
On the side of Nghe An provincial leaders, there were comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation; together with leaders of the Provincial Police and provincial departments, branches and sectors; Party committees, authorities, and Fatherland Front Committees of communes affected by floods.


The consequences of the recent storm No. 3 have had a very heavy impact and caused damage to Nghe An province, especially in the mountainous border communes in the west of the province, killing 4 people and injuring 4 others.
The flood caused 484 houses to collapse, be buried, or be completely swept away; 2,328 houses suffered less than 70% damage; property was washed away and damaged; many areas of crops and constructions were damaged... with a total estimated damage of 3,800 billion VND; educational facilities alone suffered damage of about 100 billion VND.


Understanding and sharing the enormous damage and loss of the people in the West, the Provincial Police reported and proposed to the Ministry of Public Security to ask for support to help people overcome the consequences of the flood.
Based on the survey results, on August 6, 2025, the Ministry of Public Security issued a 40-day and night peak plan to build houses and schools for ethnic minority people and students in the western communes of Nghe An province.


According to the plan, the Ministry of Public Security will coordinate with Nghe An province to build 500 houses for people in the western communes of Nghe An; at the same time, rebuild My Ly 2 Primary Boarding School which was completely damaged after the recent historic flood; and rebuild My Ly Commune Health Station with a budget of 15 billion VND.
Speaking at the ceremony, Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security, on behalf of the Central Public Security Party Committee and leaders of the Ministry of Public Security, shared the losses and damages of the people of the communes in Western Nghe An in general and the people of My Ly commune in particular during the recent floods.

Senior Lieutenant General Pham The Tung affirmed that the Public Security Forces always consider caring for and supporting people's lives, especially those in remote, isolated, and border areas, as both a political responsibility and an order from the heart.
With high political determination, great efforts, a sense of urgency and the joint efforts of the People's Public Security force, the People's Army, the entire political system and all the people, the Ministry of Public Security launched a 40-day and night peak campaign to build houses and schools for the ethnic minority people in the western part of Nghe An province.

The new houses will be a place where people can confidently withstand storms and floods. The new classrooms will be a place to sow the seeds of knowledge, helping the children of the people continue to write their dreams, so that the future will not be held back by today's difficulties.
"These are not only material works, but also works of faith, of military-civilian solidarity, and are living proof of the flesh-and-blood bond between the police force and the people," affirmed Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security.

The guiding viewpoint is to be as fast, decisive, as quick as possible, and as timely as possible so that people can quickly have a place to live and students can have a spacious school to study before the new school year begins; "must overcome the sun, overcome the rain, day and night; must wade through streams and cross passes; must quickly gather materials" to ensure the progress and quality of construction work.
Speaking at the ceremony, Chairman of the Provincial People's Committee Le Hong Vinh emphasized that in recent times, the Ministry of Public Security has always sympathized and accompanied the Party Committee, Government and People of Nghe An in many major events, especially social security work, helping the poor with 3,553 houses for the poor.

In the context of loss and difficulty caused by the impact of storm No. 3, the leaders of the Ministry of Public Security promptly mobilized hundreds of officers and soldiers of the Mobile Police Command; Nghe An Police mobilized thousands of officers to help people prevent, combat and overcome the consequences of floods.
The Chairman of the Provincial People's Committee emphasized that today's 40-day and night peak launching ceremony is just the beginning, but it is a motivation for Nghe An province, units, localities and people in the whole province to be determined and make the highest effort to complete the support for building houses for compatriots and schools for students, the future generation of the country.


In order to soon complete 500 houses for the people, Chairman of the Provincial People's Committee Le Hong Vinh assigned the Provincial Police to continue to proactively coordinate with relevant units to advise and deploy the construction of houses and schools according to the Plan of the Ministry of Public Security and the policy of the Provincial Party Standing Committee; in which, some important projects will be completed before August 19, 2025.
"This is a big challenge that requires drastic, urgent, scientific intervention and synchronized coordination to help people quickly have housing and students have schools to study before the new school year begins; at the same time, it is necessary to pay attention and do a good job of ensuring security and order during the construction process, especially during the phase of simultaneous implementation," emphasized Chairman of the Provincial People's Committee Le Hong Vinh.

The Departments of Agriculture and Environment and Construction coordinate with the Provincial Police and relevant units to review and accurately count the damage data; urgently review and evaluate house designs that are suitable to the customs and practices of local people to promote the effectiveness of the program.
Party committees and authorities at all levels must identify this as an extremely important political task, take drastic action with high responsibility; mobilize the strength of the entire political system; urgently ensure site conditions for construction; specify and assign specific responsibilities, ensure clear progress and completion time.

At the ceremony, on behalf of the Central Public Security Party Committee and the leaders of the Ministry of Public Security, Senior Lieutenant General Pham The Tung - Deputy Minister of Public Security presented many meaningful gifts from the Ministry of Public Security, the Minister of Public Security, and Deputy Minister of Public Security to the people, students, armed forces and My Ly Commune Health Station.
Nghe An provincial leaders have presented livelihood models to poor households in 17 communes in the West that were heavily affected by the recent floods.
