My Ly promotes its identity, gradually persevering in the goal of sustainable development
Despite many difficulties, the government and people of My Ly border commune are determined to strive to rise up, maintain the great solidarity of ethnic groups, ensure national defense, security and border sovereignty; promote the potential and advantages of the commune to develop the economy, society and other fields.
Natural geographical conditions
My Ly border commune remains unchanged without merger when arranging administrative units and organizing the implementation of the two-level local government model. The commune is located 300km from the center of Nghe An province, with a total natural area of 21,102.88 hectares; adjacent to 03 clusters of villages (Long Cang, Muong Duong, Pha Danh) of Muong Quan, Hua Phan province, Lao PDR with a border of 44.968 km (11.55 km inland, 33.418 km by river).

The whole commune has 12 villages, 1,259 households/5,715 people with 4 ethnic groups living including: Kinh, Thai, Mong, Kho Mu, of which ethnic minorities account for 99%. The number of poor households at the end of 2024 is 568 households, accounting for 45.12%; near-poor households are 367 households, accounting for 29.15%.
My Ly commune has rich and diverse natural, cultural, social and economic characteristics, rich in identity. The geographical location of the commune is in an area with mainly high hills and mountains, many primary forests associated with a tropical monsoon climate, the rainy season lasts from May to September, the dry season from October to April of the following year. Therefore, in My Ly, winter is quite cold and summer is hot, some areas are quite hot.
The ethnic groups in My Ly maintain traditional customs and rituals such as Lunar New Year, gong festival, new rice festival, new rice festival, especially the rituals of worshiping gods and ancestors. Each ethnic group has its own unique costumes, among which the Thai people stand out with indigo shirts and headscarves; the Mong people with colorful costumes.

For generations, the My Ly ethnic people have maintained activities to preserve their unique cultural identity, such as folk dances and songs that reflect their working life and beliefs, expressing their love for nature and people.
Socio-economic development situation
The Party Committee and people of My Ly commune implemented the Resolution of the Commune Party Congress for the 2020 - 2025 term in the context that the commune still faces many difficulties and challenges such as natural disasters, epidemics, and limited land and soil... My Ly has a low starting point, is a poor commune, is a mountainous and border area, has complex terrain, and has an unsynchronized infrastructure. The harsh climate and weather, flash floods, landslides, and the unusual occurrence of the Covid-19 epidemic have affected the socio-economic development of the entire commune. The infrastructure does not have enough capital to invest in construction. Currently, there are 9 villages with more than 70km of roads from the commune center to the villages that have not been paved, making travel very difficult, especially in the rainy season.
Currently, the commune still has 6 villages without telephone signal and 4 villages without national grid electricity, 5 schools in the area have not met national standards as prescribed, and resources for building new rural areas are still facing many difficulties.

In the period 2020-2025, the average growth rate is estimated at 7%; average income is estimated at 25 million VND/person/year. The economic structure continues to shift towards gradually reducing the proportion of agriculture, forestry and fishery and gradually increasing the proportion of non-agricultural sectors.However, livestock farming is an advantageous industry of the commune, the total herd of cattle and poultry in the whole commune reaches 44,216 heads. People raise livestock according to a combined farm model, applying technical advances, growing grass, storing food, and effectively controlling diseases.
The national target program on new rural construction continues to be effectively implemented until 2025, the whole commune has completed 10/19 criteria. In the period of 2020 - 2025, the total mobilized resources for new rural construction reached over 4.7 billion VND. Forestry has developed stably, the work of zoning, protecting and caring for forests has been effective, forest allocation has been carried out in conjunction with forestry land allocation, increasing forest cover to 73.76%.
Income from forest protection and conservation from programs and projects is 3,690 billion VND/year. Small-scale handicraft production and traditional occupations continue to have positive developments. Some occupations such as brocade weaving, iron forging, exploitation of raw materials... continue to be maintained and expanded, contributing to creating jobs and increasing income for people. Projects and technical infrastructure works are built and put into effective use, contributing to improving the economic and social life of the people. Trade - Services are also one of the fairly developed directions.

The commercial infrastructure has been invested and developed, and a wide variety of products are distributed to remote villages, basically meeting the market demand. Besides taking care of economic development, My Ly also focuses on education, health care, and preserving cultural identity.
At the same time, develop and build community tourism areas, such as: Homestay and Xop Lot ancient tower in Yen Hoa village, Tham Dan cave in Xop Tu village... Establish and put into operation 01 club for preserving and developing Thai ethnic folk songs. Poverty reduction work is given due attention, the annual poverty reduction rate meets the set target, social security work is guaranteed. Do a good job of vocational training, take good care of social protection beneficiaries. Work of "repaying gratitude", "remembering the source of drinking water".
Local defense and military work is also one of the important contents that is regularly deployed in association with the movement "All people participate in protecting territorial sovereignty and national border security in the new situation". Along with that, local authorities and forces always do a good job in foreign affairs, supporting and welcoming working delegations to the area.

Strengthening foreign relations on three pillars, namely Party foreign affairs, State diplomacy and people's diplomacy. Regularly exchanging information, visiting and giving gifts on the occasion of traditional holidays of each side to show sincere feelings, solidarity and special friendship between My Ly commune and the hamlets of Laos according to the policy and spirit of special friendship between the Party and State of Vietnam - Laos.
In July-August 2025, due to the impact of storms and floods, there was great damage to people's property, houses, crops, livestock, and infrastructure such as electricity, roads, bridges, schools, and clinics in the commune, so it will take a long time to repair. This means that a large amount of investment capital is needed to stabilize housing, restore production, and repair and upgrade infrastructure.
Development orientation
Despite many difficulties, the government and people of My Ly always determined to strive to rise up, promote democracy, maintain the great solidarity of ethnic groups; ensure national defense, security and border sovereignty; build a clean and strong organizational apparatus and cadres, party organization, and political system. Take advantage of and effectively apply the Party and State's policies and guidelines for especially difficult mountainous areas and ethnic minorities in conjunction with the potential and advantages of the commune to develop the economy - society and other fields.

Therefore, My Ly commune has set out 5 key tasks and 2 breakthroughs to strive to implement in the coming time. In particular, in terms of socio-economic development, it focuses on implementing development planning well; restructuring the economy, improving efficiency and competitiveness, promoting growth and shifting economic structure in association with applying new achievements of science and technology, innovation and high-quality human resources.
Promote the potential and advantages of the locality, develop industries and products with high competitiveness, technology level and added value. Promote internal resources and effectively use external resources, build the commune's product brand and effectively participate in the production network and value chain.
The My Ly Party Committee will focus on directing and implementing 2 breakthroughs in the coming term: Strong innovation, improving exemplary behavior, overcoming conservative thinking, waiting, relying on, localism, ethnicity, and clanism among cadres, party members, and the people. Orienting vocational training for the working-age group, linked with job creation for the people.

Inheriting and promoting the achievements of the past term, in the spirit of solidarity and high determination, My Ly commune determined the motto "Solidarity - Democracy - Innovation - Sustainable Development", gradually overcoming all difficulties and challenges, successfully implementing the goals and tasks set out in the 2025 - 2030 term.
