In 2011, right after graduating from high school, Phuong actively participated in local movement activities and was elected as deputy secretary of the commune youth union. Recognizing Phuong's dynamism and enthusiasm, the people of the hamlet trusted her and elected her as secretary and head of Hoa Phu hamlet in 2015 when she was only 21 years old.

Although young, Phuong is very mature in his position as secretary and village chief.

Receiving the new task with many surprises and worries, but with the enthusiastic support of family, neighbors, especially the Party Committee and government, Phuong has made efforts to focus on effectively implementing the movements of the village and commune.

With the determination, initiative, daring to think and act of youth, Phuong has many good, creative and enthusiastic ways to lead the activities of the hamlet to effectively carry out movements, especially in building new rural areas.

The campus of the village cultural house with an ancient tree over 500 years old was newly built with a total cost of over 350 million VND, creating a clean and beautiful place for entertainment and community connection.

Through Facebook, Phuong called on his children who work far from home to support the village with 7 million VND to build rural roads.

In addition, Phuong also set an example by mobilizing her parents to donate 1,600 square meters of land to widen the road. From Phuong's enthusiasm, the people also voluntarily donated 1,300 square meters of land to widen the village road. 7 km of rural roads in the hamlet were filled with graded soil with a total cost of 124 million VND. Phuong also mobilized people to open 17 rural roads according to new rural standards.

To develop the economy, Phuong, together with the Party Committee and the organization, registered a clever mass mobilization model for cadres and households. In particular, hamlet cadres registered to build collectives, closely connected with the people; households registered economic development models such as animal husbandry and carpentry workshops.

Besides, Phuong regularly coordinates with farmers' association and youth union members to create favorable conditions to support families in need of economic development by borrowing capital with low interest rates.

With the efforts of Phuong and the village officials, the campus of over 500-year-old trees and the village cultural house were newly built with a total cost of over 350 million VND.

Not only is she an exemplary village chief, Phuong is also an enthusiastic union cadre. She is a pioneer, leading movements and campaigns such as blood donation and support for the island border. In 2011 and 2016, Phuong was awarded a certificate of merit by the Do Luong District Union for being an outstanding face in the union - association - team movement.
