How will cars carrying goods and luggage exceeding the size be punished?

According to Circular No. 39/2024/TT-BGTVT dated November 15, 2024 of the Ministry of Transport (now under the Ministry of Construction), there are specific regulations on loading goods on road vehicles.
Specifically, Clause 3, Article 17 of the Circular clearly states that "Personal transport vehicles are not allowed to have goods or luggage protruding beyond the outer dimensions of the vehicle, and goods or luggage are not allowed to be loaded on the roof of the vehicle, unless the vehicle has a suitable design and has been certified by the inspection agency".
According to Point e, Clause 3, Article 20 of Decree 168/2024/ND-CP, the act of carrying luggage or goods exceeding the outer size of the vehicle will be subject to an administrative fine of VND 600,000 to VND 800,000.
Carrying goods and luggage beyond the design limit not only causes traffic safety problems but also violates the law and will be punished. In particular, if using a roof rack to carry goods that exceeds the length, width or height of the vehicle, it will also be punished according to current regulations.
