Mr. Dang Viet Dung returns to work as Vice Chairman of Da Nang after 1 year

On the afternoon of July 9, the 7th session of the 9th term of the Da Nang City People's Council for the 2016-2021 term held its first meeting. The meeting was attended by Mr. Truong Quang Nghia - Secretary of the Da Nang City Party Committee, Mr. Huynh Duc Tho - Chairman of the Da Nang City People's Committee, Mr. Nguyen Nho Trung - Permanent Vice Chairman of the Da Nang City People's Council. In addition, 48/48 delegates of the Da Nang City People's Council attended this session.

After passing the procedures in accordance with regulations, the People's Council of Da Nang City proceeded to elect two key positions of the People's Committee and the People's Council of Da Nang City. Accordingly, 100% of the delegates of the People's Council of Da Nang City voted to elect Mr. Le Minh Trung - Principal of the Da Nang Political School to hold the position of Vice Chairman of the People's Council of Da Nang for the 2016-2021 term.

The People's Council of Da Nang City also voted to dismiss Ms. Phan Thi Thuy Linh - Head of the Economic and Budget Committee of the People's Council of Da Nang City with 100% approval.

In particular, the People's Council of Da Nang City elected an additional position of Vice Chairman of the People's Committee of Da Nang City. Mr. Huynh Duc Tho - Chairman of the People's Committee of Da Nang City read the proposal to introduce Mr. Dang Viet Dung - Head of the Propaganda Department of the City Party Committee to run for this position. At the hall, 48/48 delegates of the People's Council of Da Nang City raised their hands to vote in agreement with the proposal of the Chairman of the People's Committee of the city.

The People's Council of Da Nang City held a secret ballot and the result was 44/48 votes in favor, including 1 blank vote and 3 votes against.

Previously, on March 6, 2017, the Standing Committee of the Da Nang City Party Committee handed over the decision to transfer and appoint Mr. Dang Viet Dung - Vice Chairman of the Da Nang City People's Committee to hold the position of Head of the City Party Committee's Propaganda Department.

On July 7, 2017, in the 4th session of the 9th term Da Nang City People's Council, 100% of Da Nang City People's Council delegates voted to dismiss the position of Permanent Vice Chairman of the People's Committee held by Mr. Dang Viet Dung.

At the time of dismissal, the transfer of Mr. Dang Viet Dung from the City People's Committee to work at the City Party Committee caused a stir in public opinion about the lack of internal solidarity. Before this information, in many meetings, the People's Committee as well as the Da Nang City Party Committee said that this was a cadre planning work that received high consensus and unanimity.

However, according to conclusion 292 of the Central Inspection Committee: "While the Standing Committee of the City Party Committee has not yet agreed on the personnel plan, it still reported in the name of the Standing Committee of the City Party Committee to the Standing Committee of the City Party Committee to decide to transfer and assign Mr. Dang Viet Dung, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee to hold the position of Head of the City Party Committee's Propaganda Department, which is a violation of the principle of democratic centralism, a violation of regulation No. 42/QD-TW of the Secretariat, and improper implementation of the Central Organization Committee's guidance on Party Committee personnel work".

To ensure the spirit of the above conclusion, at the end of June 2018, the Standing Committee of the Da Nang City Party Committee issued an official dispatch agreeing to introduce Mr. Dang Viet Dung, member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Propaganda Department, to run for the position of Vice Chairman of the City People's Committee for the 2016-2021 term.

Mr. Dang Viet Dung was born on February 28, 1960, in Hoa Khuong commune, Hoa Vang district, Da Nang city.

Mr. Dung has a high level of political theory, a doctorate in engineering specializing in river and coastal politics, a master's degree in irrigation, and an engineer specializing in automobile roads.

Mr. Dung has held positions such as Director of the Department of Transport, Secretary of Hai Chau District and Vice Chairman of the People's Committee of Da Nang City since June 3, 2015.
