According to TASS, on March 25, the Russian Foreign Ministry announced that the country will not send monitors to Ukraine because Kiev refused to grant permits to Russian citizens to become members of the Organization for Security and Cooperation in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR).

The Russian Foreign Ministry said that earlier, the Central Election Commission of Ukraine announced an "unsatisfactory" decision when it rejected the ODIHR's request to grant permits to 24 Russian citizens to participate in the monitoring mission of the Ukrainian presidential election on March 31.

According to Kyodo news agency, the Japanese government is speeding up construction of facilities to relocate a US air base in Okinawa province despite opposition from local residents.

The leveling of a new 33-hectare site at the Henoko coastal area in Nago City on Okinawa Island began on March 25, in parallel with the 6.3-hectare land reclamation activities next door that have been underway since December 2018.
