US President Donald Trump has signed a memorandum aimed at cutting off government funding to cities that, in the federal government's view, have failed to combat unrest.

“My administration will not allow federal tax dollars to be funneled to cities that have voluntarily degenerated into lawless zones,” the memo said.

These measures would apply to Seattle, Portland, New York and Washington. The White House will decide within two weeks how the departments will report on their spending in these cities.

Over the past several months, state and local governments have contributed to violence and destruction in their jurisdictions by failing to enforce the law, depriving police agencies of significant authority or funding, and refusing assistance from federal law enforcement agencies," the memo said.
