Break local resistance
(Baonghean) - Chau Cuong is a potential commune of Quy Hop district but for a long time it was a stagnant and weak locality. In the last 3 years, Chau Cuong has undergone a comprehensive transformation.
Nghe An Newspaper had a dialogue with Mr. Luu Xuan Diem - a district official promoted to Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee (since 2014) about some related contents.

PV:Previously, Chau Cuong was a weak and stagnant locality. In your opinion, what was the cause?
Mr. Luu Xuan Diem:Chau Cuong has 96% of the population being Thai ethnic people, living in 11 hamlets and villages, with a large natural area (8,400 hectares, about 1/10 of Quy Hop district), with tin ore and white stone for industrial and craft village development. However, the commune still faces many difficulties in socio-economic development.
Through research and understanding the situation, the communal party committee frankly pointed out that the cause of the weakness and prolonged stagnation in Chau Cuong was that communal cadres were still respectful, afraid of conflict, afraid of struggle, and afraid of action.
In handling work, the Party Committee and the government are still dominated by emotional relationships, there is almost no idea of attacking but mainly the idea of holding back, self-satisfaction and liking to please others but little concern about work efficiency. Therefore, effective workers are not valued, production direction is little concerned, inertia from cadres to people is very large.

PV:To create changes, especially with the mindset of waiting, relying, and being afraid of difficulties that has become "deep-rooted" is not easy. So what solutions has Chau Cuong had to overcome the difficulties?
Mr. Luu Xuan Diem:The first concern is to change the thinking and methods of the Party Committee and People's Committee officials. Specifically, words must go hand in hand with actions, and we must set an example with concrete actions. Therefore, we must focus on solving each task and achieve clear results.
Identifying transportation as a lever for economic development, the Party Committee launched a road construction campaign. With the propaganda and mobilization of the commune, the entire population supported, every household donated trees and land, and people voluntarily contributed funds and participated in working days to build 20km of road. Mobilizing cadres, workers and civil servants of agencies, units and schools in the area to choose 2km of the most difficult inter-village road as a model, setting an example for the people.
From the success of the traffic construction campaign, Chau Cuong continued to build 5 km of internal roads and harden many canals to fight drought.
Realizing that Chau Cuong land only grows 2 crops per year is still wasteful, the Party Committee and the government discussed carefully and passed a resolution to increase to 3 crops. In 2015, for the first time, Chau Cuong commune simultaneously grew 3 crops and the effectiveness was confirmed. The commune cooperated with reputable businesses to ensure quality from seed and material supply to agricultural product contracts. With the third corn crop, people can choose to sell corn kernels, or even sell the whole plant right in the field.
Along with that, the commune launched a movement to renovate wild gardens and mixed gardens, mobilized people to cut down trees, and the commune supported means to dig and level the land; focused on directing the elimination of free-range grazing, changing the breed of local buffalo and cattle of poor quality, and mobilized people to raise animals in captivity.
Quy Hop district has just chosen to deploy the model "Ensuring security in raising buffalo and cows" in the period of 2017 - 2021 in Chau Cuong; successfully organized the model "Peaceful gong sound" to raise awareness of protecting order and security in the area.
Through specific actions, people's material and spiritual life is improved, at the same time, cadres are also trained, their thinking, skills and methods are improved to meet their tasks.

PV:In the spirit of looking straight ahead and speaking honestly, from the perspective of a district cadre assigned to the commune, what do you think is the current situation in mountainous communes? Can you make some recommendations to your superiors?
Mr. Luu Xuan Diem:A very “sensitive” limitation in many communes today is the state of deference, fear of conflict, and localism. This reduces the spirit of criticism and self-criticism, and lacks frankness in work. With such cadres, where can they get efficiency and breakthroughs?
Along with that, in elections, they often think that job positions are linked to benefits, but rarely look at the perspective of positions being linked to responsibilities and abilities. Therefore, they often vote for relatives, so that "their family members" have benefits. They do not consider abilities to trust. Therefore, in elections, sometimes the majority, or the majority, does not reflect the nature of democracy, sometimes it is just a manifestation of localism.
At the commune level, the role and position of civil servants are relatively clear, because they are trained according to their profession, and their daily tasks are quite clear, while elected officials have many unclear positions, and their quality has not met the requirements. There is a situation where some people with some talent are planned and elected to leadership and direction positions. This situation destroys the struggle, making it so that those with capacity do not have the conditions and environment to develop.
In my opinion, there should be some strong solutions such as: Strengthening rotation, in addition to vertical rotation (from district to commune), there should be horizontal rotation (from one commune to another) to avoid localism. In places where there are signs of weakness and stagnation, it is necessary to create breakthroughs by appointing competent, enthusiastic and determined cadres to take leadership positions.
Each job position needs to be assigned specific responsibilities, who does it, how long it takes, and how it is done, which must be checked and evaluated clearly. If the assigned work is not completed and the effectiveness is unclear, it needs to be changed and transferred soon. Avoid the situation of prolonging the time in positions where staff work irresponsibly and do whatever they want.
