...After 2.5 days of active and responsible work by the Provincial People's Council delegates, with the careful and serious preparation of the Provincial People's Committee, the Provincial People's Council committees and relevant agencies, the attention and monitoring of voters and people in the province, today, the 15th session of the 16th Provincial People's Council has successfully completed the proposed content and program.

At this session, the Provincial People's Council considered and decided on a number of important issues based on reports and submissions of the Provincial People's Committee, inspection reports of the Provincial People's Councils and functional branches. After listening to and reviewing the reports at the session, the Provincial People's Council discussed and comprehensively analyzed the issues and unanimously assessed: In the context of the world and domestic economic situation continuing to recover, although slower than forecast, the province's socio-economic situation in 2015 remained stable and had a fairly good growth: 24/27 targets met and exceeded the plan. The economic growth rate in the area (GRDP) reached 7.43% (in 2014 it was 6.77%), the total social investment capital exceeded the set plan, estimated to reach 41 trillion VND for the whole year / Plan of 39 to 40 trillion VND.

During the year, a number of factories were put into operation such as Hoa Sen Steel Factory, Royal Foods Factory, Song Lam 2 Cement Factory, Masan Factory.... and many infrastructure projects were completed and put into use such as: Vinh Airport Passenger Terminal, Railway Overpass (Quan Banh section), National Highway 1A through Nghe An, Tay Nghe An Road....

Some key projects that are driving forces for development have been started such as VSIP Nghe An industrial, urban and service zones, raw water supply plant, Quynh Lap 1 Thermal Power Plant... Foreign affairs and investment promotion have been innovated, implemented strongly, widely and effectively. Culture - society, science, technology, environment continue to have many changes. Social security is guaranteed. Administrative reform, anti-corruption, handling of complaints and denunciations, resolving arising cases... are concerned and directed promptly. New rural areas have many positive results, and many innovations, rapid poverty reduction. National defense, security, social order and safety are guaranteed. The organization of Party Congresses at all levels for the 2015 - 2020 term was a great success.

The above results were achieved first of all thanks to the efforts and struggles of the entire Party, people and army of the province; the active management of the Provincial People's Committee and Departments, branches, and localities; the regular supervision of elected bodies, especially the attention, leadership and direction of the Central Government, the Provincial Party Committee, and the close coordination of the Fatherland Front and people's organizations.

The Provincial People's Council has also frankly pointed out the shortcomings and weaknesses that need to be resolved in a synchronous manner. These include slow economic restructuring; service production value and the number of schools meeting national standards have not met the plan. Production and business activities of many enterprises continue to face difficulties. Tax arrears and social insurance arrears remain high. Discipline, order and public service are not strict; environmental pollution treatment still faces many difficulties; administrative reform has changed but is still slow; crime and social order and safety are still complicated.

Based on the reports of the Provincial People's Committee and the Standing Committee of the Provincial People's Council, at this session, the Provincial People's Council discussed, considered and approved Resolutions on the fields of management and operation of socio-economic development, ensuring national defense and security and 6 Resolutions on personnel work.

At this session, the Provincial People's Council conducted questions and answers. The question and answer session took place democratically, openly, responsibly, with debate and dialogue in a constructive spirit. The Provincial People's Council delegates asked straightforward and focused questions, focusing on major issues of concern to voters in the province. The leaders of the Provincial People's Committee and the Directors of the Departments answered the issues raised by the Provincial People's Council delegates and, with a sense of responsibility to the people, proposed a number of specific solutions to overcome the shortcomings and limitations. After the session, the Standing Committee of the Provincial People's Council will notify the conclusion of the question and answer session to relevant agencies, units and localities to organize implementation and supervise the implementation to report to the People's Council.

Forecasting the situation in 2016, the world economy continues to recover; the domestic economy is forecast to continue its stable recovery with a higher growth rate than in 2015; the implementation of signed free trade agreements (FTA, TPP, ...) along with the formation of the ASEAN community opens up many favorable opportunities for development. In 2016, the Provincial People's Council determined the general goal as: "Continue to implement Resolution No. 26/NQ-TU of the Politburo on the direction and tasks of developing Nghe An province until 2020, Resolution of the 18th Party Congress, term 2015-2020, strongly improve the investment environment, expand foreign relations, mobilize and effectively use resources for development, improve growth quality, efficiency and competitiveness of the economy. Ensure social security and welfare goals, improve people's lives. Strengthen national defense, security and maintain social order and safety, promote administrative reform, improve the effectiveness and efficiency of the state apparatus. Practice thrift, fight waste; strengthen the work of preventing and combating corruption".

After this session, the Provincial People's Committee is requested to urgently develop a specific plan of solutions, mobilize all resources to effectively implement the Resolutions passed by the Provincial People's Council. The Provincial Fatherland Front Committee and member organizations in the political system are requested to closely coordinate with the People's Council and People's Committees at all levels in all areas of activity. The Standing Committee, the Provincial People's Council committees, the delegations and the Provincial People's Council delegates actively perform the duties of elected representatives, make recommendations and propose issues of interest to voters, contributing to the excellent completion of the tasks of 2016.

The 15th session of the 16th Provincial People's Council was a great success.
