Clearly define the administrative boundaries between Nghi Van, Nghi Kieu and Dai Son

(Baonghean.vn) - On October 28, the Department of Home Affairs chaired a field survey of the administrative boundary between the two communes of Nghi Van, Nghi Kieu - Nghi Loc, and Dai Son - Do Luong to clearly determine the administrative boundary markers (ADBs) between the two adjacent communes of the two districts..

Accompanying the delegation were representatives of the Department of Natural Resources and Environment, relevant departments and agencies, the authorities of the two districts, and the authorities of Nghi Kieu, Nghi Van and Dai Son communes.

The Department of Home Affairs presides over the field work of administrative boundary points that need to be negotiated.

The administrative boundary dispute between Nghi Van - Dai Son and Nghi Kieu - Dai Son has existed for more than 20 years. This dispute has caused difficulties in administrative management of local authorities as well as production and daily life of people on both sides. This is considered the most difficult point among 32 disputed administrative boundary points in the province.

Field trip to the spillway to mark the boundary. This is a controversial landmark because it is difficult to determine the heart of the dam when the water level rises and falls.

The consultation session to demarcate the administrative boundary between the two communes was carried out on the basis of the field and agreement between the two governments, witnessed by the Department of Home Affairs, to maintain the current status of use and satisfactorily resolve outstanding issues.

The Nghi Van and Dai Son DHHC route is 7 km long. Currently, some households under the administrative management of Dai Son commune still live in Nghi Van commune, and conversely, there are still some Dai Son households encroaching on the area located in Nghi Van commune.

Specifically, Nghi Van households are currently using about 521 plots of land in Dai Son commune administrative unit, with an area of ​​about 220,774m2.². In Nghi Van commune, Dai Son commune citizens are using a total area of ​​about 22,361m²on 24 plots of land.

Determine the boundary at the cemetery that citizens of the two communes still share.

After the field work and consultation between Nghi Van and Dai Son communes with the witness of the Department of Home Affairs, the entire administrative boundary line between the two communes is basically in accordance with the current land use status that the people of the two communes are managing. It was agreed to transfer the entire encroached area of ​​about 220.77m2 to Nghi Van commune; the administrative boundary line was newly divided according to the current usage status. The encroached area of ​​about 22,361m2 including 7 plots was transferred to Dai Son commune for management.

Regarding the DHHC road between Nghi Kieu - Nghi Loc and Dai Son - Do Luong communes, there are still some issues that need to be resolved in the management of the DHHC road. Currently, according to the DHHC map of Dai Son commune, the area is about 90,889m², Nghi Kieu commune is using about 7 hectares, Dai Son commune is using about 2.08 hectares. On the contrary, according to the map of Dai Son commune, Nghi Kieu commune people are using about 40,736 m².

After consultation between Nghi Kieu and Dai Son communes and the general direction of the province, with the witness and mediation between the two commune authorities, most of the disputed areas were agreed to remain in their current state and the new administrative boundaries would be divided according to the current usage status. However, at the consultation session, there were still some disputed areas that the two sides' authorities had not yet agreed on.

After the field trip, the remaining two points of dispute in the Cemetery area in Hamlet 10, Nghi Kieu Commune and the spillway in Bau Com area... were clarified by the parties and there was a high consensus between the two authorities.

After reaching an agreement during the field work, the parties will sign a memorandum of understanding; the Department of Natural Resources and Environment will also proceed to mark the new administrative boundary.

It is expected that in the coming time, the Department of Home Affairs will preside over and work with relevant departments to continue resolving disputes at unclear border markers in the districts of Ky Son, Tuong Duong, Do Luong, Tan Ky, etc.
