Strengthening analysis and forecasting; proposing solutions to minimize the impact of the trade war; enhancing inspection and supervision of textbook publishing; implementing measures to prevent illegal lending activities;... are important contents of the Resolution of the Government's regular meeting in September 2018, which has just been issued by the Government.

To strive for the successful implementation of the 2018 socio-economic development plan and to create a stronger foundation and momentum for the country in the final years of the term, the Government requests that ministries, agencies, and localities avoid complacency and negligence, closely monitor domestic and international developments, and promptly adopt appropriate countermeasures; focusing on the synchronized and effective implementation of tasks and solutions set forth in the Resolutions of the Party and the National Assembly, Government Resolution No. 01/NQ-CP, specialized resolutions, and resolutions of regular Government meetings. Ministers, heads of ministerial-level agencies, and chairpersons of provincial and centrally-administered city People's Committees should uphold personal responsibility, focus on directing, strengthening supervision and inspection, and accelerating the completion of assigned tasks, especially those related to building and perfecting institutions, improving the investment and business environment, and creating clear changes in the remaining months of 2018.
Strengthening analysis and forecasting efforts.
In this regard, the Government requires ministries, sectors, and localities to closely monitor price and market developments, strengthen analysis and forecasting, and promptly implement appropriate management measures to control inflation, especially towards the end of the year.
The State Bank of Vietnam closely monitors developments in domestic and international monetary and financial markets, proactively and flexibly managing monetary policy in accordance with market developments, contributing to macroeconomic stability and inflation control; and closely coordinates with the Ministry of Planning and Investment, the Ministry of Finance, and the Ministry of Industry and Trade in managing macroeconomic policies.
The Ministry of Planning and Investment is urgently finalizing the draft Law on Public Investment (amended) and submitting it to the National Assembly at its 6th session. It will coordinate with relevant ministries, sectors, and localities to expedite the disbursement of public investment capital, especially for large projects, important works, and national target programs, resolutely refusing extensions or transitions for projects with slow disbursement progress. It will also lead and coordinate with relevant ministries and sectors to assess opportunities and propose solutions to capitalize on the wave of investment shifts. The National Strategy on the Fourth Industrial Revolution will be urgently completed. Furthermore, it will lead and coordinate with the Ministry of Finance and the Ministry of Labour, Invalids and Social Affairs to consider and allocate medium-term investment capital for the renovation and upgrading of drug rehabilitation facilities, especially in the southern provinces.
The Ministry of Finance has implemented solutions to accelerate the restructuring of the state budget according to a roadmap, reducing the proportion of recurrent expenditures and increasing the proportion of expenditures for development investment, ensuring a rational structure of state budget revenue and expenditure. It is decisively directing state budget revenue collection, determined to exceed the projected targets; managing expenditures strictly and thoroughly saving money. It is carefully assessing the impact of new tax policies to create social consensus. It is coordinating with ministries, sectors, and localities to accelerate the equitization of state-owned enterprises and divestment of state capital. It is strengthening coordination in inspecting, detecting, and strictly handling cases of smuggling and trade fraud. It is providing guidance on the rearrangement and handling of public assets that are still facing difficulties in the implementation of Decree No. 167/2017/ND-CP, especially land and property facilities in Ho Chi Minh City; if necessary, it will propose to the Government amendments and additions to Decree No. 167/2017/ND-CP to ensure its suitability.
Proposing solutions to mitigate the impact of the trade war.
The government has instructed the Ministry of Industry and Trade to focus on restructuring the industrial sector towards increasing the scientific and technological content and added value. It has also proposed solutions to mitigate the impact of the US-China trade war and directed the acceleration of the completion and commissioning of important industrial production projects to create a ripple effect.
The Ministry of Transport is focusing on directing and urgently completing investment procedures for nationally important transport infrastructure projects; accelerating the implementation and disbursement of funds for key transport projects. The Ministry of Natural Resources and Environment is directing efforts to improve the quality of disaster forecasting and warning. It is also strengthening inspection and control measures to ensure environmental protection.
The Ministry of Agriculture and Rural Development continues to promote the restructuring of the agricultural sector. Emphasis is placed on processing, preservation, export, and building value chains for agricultural products. The Ministry is closely monitoring the disease situation in crops and livestock, proactively developing timely prevention and control measures, especially for African swine fever.
The Ministry of Culture, Sports and Tourism is focusing more on developing high-quality tourism, striving to achieve the set targets for the number of international and domestic tourists. Improving the quality of tourism services and ensuring the target for the number of international tourists returning to Vietnam will create a solid foundation for tourism development.
Allocate resources to upgrade the facilities of drug rehabilitation centers.
The Ministry of Health is strengthening measures to improve the quality of medical examination and treatment services for the people. It is coordinating with ministries, sectors, and localities to inspect, control, and ensure food safety and hygiene. It is also continuing to effectively implement the Methadone treatment program for drug addicts.
The National Committee for AIDS Prevention and Control and the Prevention and Control of Drug Abuse and Prostitution is strengthening its direction of practical activities to leverage the strength of the entire political system, all sectors, levels, and localities in the work of preventing and controlling drug abuse. The People's Committees of provinces and centrally-administered cities are allocating resources to invest in, renovate, and upgrade the facilities of drug rehabilitation centers; and directing the organization of thorough review and management of drug addicts, ensuring social order and safety in their localities.
The Ministry of Labour, Invalids and Social Affairs effectively implements social security, labor, and employment policies. It presides over and coordinates with the Vietnam Fatherland Front, ministries, sectors, and localities to effectively carry out activities for the "Day for the Poor" and the "Nationwide Solidarity for the Poor, Leaving No One Behind" emulation movement; and diversifies drug addiction treatment methods.
The Ministry of Justice reviews and evaluates the implementation of administrative procedural law, and proposes reasonable solutions to the Prime Minister for resolving administrative cases. It also strengthens monitoring and supervision of the preparation and submission of draft legal documents to competent authorities, ensuring quality and timeliness.
Strengthen inspection and supervision of textbook publishing.
The Ministry of Education and Training should urgently submit a comprehensive report explaining the issues concerning textbooks that voters and National Assembly representatives are concerned about to the National Assembly before the 6th session. Strengthen inspection and supervision of textbook publishing to prevent monopolies. Expeditiously explain and finalize the draft Law on Education (amended), and submit it to the National Assembly at the 6th session.
The Ministry of Science and Technology is strengthening measures to leverage the strengths of young Vietnamese scientific and intellectuals both domestically and abroad in the development and application of science and technology.
The Ministry of Interior, in coordination with the Ministry of Education and Training, the Ministry of Finance, and local authorities, is urgently reviewing and proposing specific solutions to address the shortage of teachers, especially in remote areas, areas with particularly difficult economic conditions, and localities experiencing population growth due to migration, while ensuring strict implementation of Central Resolution No. 19-NQ/TW on streamlining the workforce.
Local authorities should proactively review and reorganize school locations and teacher staffing levels, transferring teachers from areas with surplus to areas with shortages, implementing staff reductions, and decreasing the number of public service units to create conditions for supplementing teacher staff in areas with shortages, ensuring that teacher shortages do not affect students' learning, especially in remote and disadvantaged areas.
Implement measures to prevent illegal lending activities.
The Ministry of Public Security proactively monitors the situation, promptly detects, prevents, and effectively combats subversive activities by hostile and reactionary forces; implements measures to prevent "black credit" activities, debt collection, and usurious lending. It also takes the lead in coordinating with relevant ministries and agencies to strengthen the direction and inspection of fire prevention and fighting work.
The Government Inspectorate will continue to focus on implementing planned inspections in conjunction with unscheduled and case-specific inspections; promptly issuing conclusions after inspections, especially in cases of public interest. It will strengthen inspections and audits of the responsibilities of heads of agencies in implementing laws on inspection, citizen reception, handling complaints and denunciations, and preventing and combating corruption. It will implement and advise on the implementation of tasks and solutions outlined in the Government's 2018 Report on Anti-Corruption and 2018 Report on Complaint Resolution, submitted to the 14th National Assembly at its 6th session, according to its assigned functions and duties.
The Ministry of National Defence proactively monitors and assesses the situation, effectively preventing subversive plots and activities, responding promptly to emerging situations, and ensuring national defence and security.
The Ministry of Foreign Affairs summarized the organization of the 2018 WEF ASEAN Forum and proposed the assignment of tasks to relevant ministries and agencies to promote the implementation of agreements signed at this conference. It also emphasized the need to prepare well for diplomatic activities, especially those involving Party and State leaders from now until the end of the year.
Focus on implementing tasks and solutions related to restructuring the economy.
Also in this Resolution, the Government requested ministries, sectors, and localities to focus on implementing tasks and solutions to restructure the economy, increase labor productivity, competitiveness, and resilience; promote the development of various types of businesses, especially private enterprises; increase the competitiveness of urban areas; and consider science and technology as a new growth engine. They should proactively research and develop action programs to enhance the capacity to access the Fourth Industrial Revolution for each sector, field, and locality, especially building a legal framework and effectively managing economic models that apply information technology. They should also focus on strictly implementing the General Secretary's directives at the key leadership meeting.
The National Committee on E-Government, with the Government Office as its permanent body, strongly promotes and urges the implementation of assigned tasks and solutions for building e-government, ensuring progress and effectiveness.
The Ministry of Information and Communications focuses on developing 4G/5G technology, increasing the usage rate of smartphones and the Internet of Things to promote the transition to a digital economy. It is accelerating the implementation of the National Plan for the Development and Management of the Press until 2025; coordinating with the Ministry of Public Security to resolutely handle cases of disseminating harmful, toxic, and false information; and strengthening information security to create favorable conditions for the application of information technology, digital transformation, the digital economy, e-commerce, e-payments, and e-government. It promotes information and communication to create social consensus and trust, and the national aspiration for a strong and prosperous country.
Ministries and agencies should proactively coordinate with the State Capital Management Committee at enterprises to carry out the transfer of state-owned corporations and enterprises according to plan, ensuring the normal operation of these enterprises.
Thanks to the involvement and efforts of the entire political system, the business community, and the people nationwide, the socio-economic situation in September and the first nine months of 2018 continued to improve positively; the restructuring of the economy and the transformation of the growth model became more substantive. Major economic balances were ensured. Macroeconomics remained stable, and inflation was controlled. The monetary, credit, and securities markets developed stably. Gross Domestic Product (GDP) in the third quarter of 2018 maintained a high growth rate, estimated at 6.88%; the nine-month figure was estimated at 6.98%, the highest compared to the same period in the past seven years. |
