Today, I and my comrades in the Central working delegation visited and worked with the General Department of Politics of the Vietnam People's Army. First of all, on behalf of the Party and State leaders, I would like to send my best regards, best wishes and congratulations to the leaders of the Central Military Commission, the Ministry of National Defense, the leaders of the General Department of Politics, the leaders and commanders of agencies and units, and all officers, employees and soldiers of the General Department of Politics.

The General Department of Politics is a particularly important strategic advisory agency, responsible for Party and political work in the entire army; this is a field of work with a leading position and role in the Army. Doing this work well iswarrantfor the Party's absolute, comprehensive, direct leadership in all aspects over the Army;warrantfor all officers and soldiers of the army to be absolutely loyal to the Fatherland, the Party, the State and the People;warrantfor the political factor, the spirit of the army is constantly consolidated and enhanced - the core factor, the foundation that creates the fighting strength and victory of the revolutionary army - the Vietnam People's Army. In particular, when the effectiveness and efficiency of Party work and political work are enhanced, it ensures that the army is politically strong, creating the basis for improving the overall quality and fighting strength of the entire army, so that the army is truly an army."Uncle Ho's soldiers",so that comrades can continue to be proud of the heroic tradition of the General Department of Politics of the Vietnam People's Army..

After listening to the central report and the comments, I am very excited to see that over the past 80 years, the General Department of Politics has continuously promoted its glorious history, performing very well its position, role, function and tasks. It can be said that you have advised, proposed and directed the resolution of a huge amount of work; very well implementing the motto:"Where there are soldiers, there are party and political activities", making party work and political work truly"soul, lifeblood"of the Army. In particular, in the face of changes in the world, regional and domestic situations, comrades have directed the urgent and effective implementation of political education and ideological leadership, making the entire army unified in perception and action.

Comrades have also focused on advising, proposing, and directing the building of a clean and strong Party organization system in the Army in terms of politics, ideology, ethics, organization, and cadres; constantly promoting the Party's leadership mechanism, implementing the one-person commander regime associated with implementing the political commissar and political officer regime in the Army in the spirit of Resolution No. 51 of the 9th Politburo. I am very excited to see that every year, there are over90%Party organizations and party members in the Army fulfill their tasks well and excellently, on96%The cadres completed their tasks well and excellently. The cadre work and the building of the army cadre team were led and directed by the comrades who advised the Central Military Commission and achieved many very positive results; the cadre team was promptly arranged and organized, meeting the requirements of adjusting the organization of the army to be lean, compact, and strong.

The work of coordinating with the People's Public Security force, ensuring political security, social order and safety, with youth, women, trade unions, implementing the military rear policy, organizing the celebration of major national holidays has been carried out by comrades with great attention, achieving very comprehensive results, contributing to building a politically strong Army. In particular, the work of propaganda, mobilization, and assistance to the people has been directed by comrades to achieve many outstanding results, becoming a model for the whole country in carrying out mass mobilization work. Army officers and soldiers always stand side by side with the people in economic, cultural, and social development, being a fulcrum and helping the people overcome difficulties and calamities, especially in preventing and overcoming the consequences of natural disasters, epidemics, searching and rescuing; many officers and soldiers have heroically sacrificed themselves in peacetime, contributing to shining the noble qualities."Uncle Ho's soldiers"new era

In the coming time, the world and regional situation is forecast to continue to evolve rapidly and very complicatedly. The world situation is changing towards multipolarity, multi-center, multi-layer and strong division. Major countries and power centers are both competing fiercely and cooperating and compromising. Trade wars, military conflicts, and local wars are taking place in many regions and are at risk of spreading. Global challenges continue to have adverse impacts on all countries and ethnic groups, including Vietnam. Disputes over territorial sovereignty, borders, seas and islands continue to develop complicatedly, with potential risks of conflict.

In the country, the great and historic achievements inherited from the national tradition, especially through 95 years under the leadership of the Party, 80 years of the Socialist Republic of Vietnam and nearly 40 years of renovation, have laid a solid foundation for the country to enter an era of strong and prosperous development. Recently, the Party and the State have made many major and important decisions, especially the rearrangement of the country, the promulgation and implementation of four important resolutions of the Party, aiming to bring the country to take off in the new era, promising to achieve new and greater achievements in the coming years.Our most important goals now are to maintain peace and stability; develop rapidly and sustainably; and further improve the material and spiritual lives of the people.

That situation poses new and heavier responsibilities for the cause of building the Army, strengthening national defense, and protecting the Fatherland. Accordingly, it also poses a number of new contents for Party work, political work, and the implementation of functions and tasks of the General Department of Politics, political agencies, and the entire army's political cadres.

In the new context and new conditions, I propose that the General Department of Politics of the People's Army needs to perform well the following main tasks and solutions:

First: Tresearch benefits,The staff continues to perfect the Party's leadership mechanism, ensuring the maintenance and continuous strengthening of the Party's absolute and direct leadership in all aspects over the Army and the cause of national defense and protection of the Fatherland.

- This is both a task and a matter of principle in building the People's Army. On the basis of thoroughly grasping and implementing Resolution No. 51 dated July 20, 2005 of the 9th Politburo, comrades need to do a good job of summarizing practices, on that basis proposing to the Politburo, the Secretariat, and the Central Military Commission the policy of leadership and direction to continue perfecting the Party's leadership mechanism, ensuring the good implementation of the principle of the Party's absolute, direct, and comprehensive leadership over the Army and the cause of national defense and protection of the Fatherland.

- The General Department of Politics needs to study and advise the Central Military Commission to propose to the Politburo and the Secretariat to strengthen the role, responsibility and authority of the Central Military Commission in directing the implementation of military and defense tasks for the political system and nationwide, ensuring that the implementation of this special task is unified, quick, and promptly handled, and victorious in all situations that arise.

- The General Department of Politics needs to thoroughly grasp and seriously and effectively implement the Party's military and defense guidelines, especially the resolutions, directives, conclusions and regulations of the Central Executive Committee, the Politburo, the Central Party Secretariat, and the Central Military Commission on military and defense, on building the People's Army, consolidating national defense and protecting the Fatherland. On that basis, direct the thorough grasp and implementation of quality throughout the entire army. Recently, the Politburo and the Secretariat have issued a number of regulations on party organizations and political agencies in the Vietnam People's Army. Comrades need to direct the thorough grasp and implementation seriously throughout the entire army, promoting to the highest level the leadership role of party organizations in the Army, promoting to the highest level the role of political agencies at all levels throughout the army, from the General Department of Politics to political agencies and political cadres at grassroots units.

Monday:Direct the entire army to strengthen solutions to build a politically strong army, closely attached to the people, especially building political and spiritual factors, as a basis for improving the overall quality and combat strength of the army.

- In the face of rapid and complex developments in the world and the region, building a politically strong Army is becoming more urgent, ensuring that in any conditions and circumstances, the Army always adheres to the goal of national independence and socialism, is always a political force, an absolutely loyal and trustworthy fighting force of the Party, State and People, closely attached to the People, and acts as the core with the entire people to firmly protect the Fatherland in all situations.

- In particular, with the emergence of new types of warfare, new combat environments, new strategic spaces, new methods of conducting warfare, especially high-tech warfare, the building of political and spiritual factors for troops becomes especially important, ensuring that officers and soldiers dare to face difficulties, challenges, and the fierce nature of war; believe in Vietnamese military art; so that troopsdare to fight,know how to play, fight and winall invading enemies. These require sharp, astute advice and resolute organization and implementation by the General Department of Politics, political agencies at all levels and the entire army's political cadres.

- The General Department of Politics needs to direct the entire army to continue to be proactive and take the lead in protecting the ideological foundation, fighting against erroneous, hostile, and opportunistic political views, contributing to maintaining the Party's ideological position in the Army, protecting the Party, the State, the People, and the regime against the enemy's plots, tricks, and sabotage methods. Advise the Central Military Commission to direct the development of a comprehensive project of technical solutions to serve the task of protecting the Party's ideological foundation from the Central to the grassroots level according to the tasks assigned by the Politburo; this is an important task. I request that relevant departments, ministries, and branches participate, coordinate with the Central Military Commission to develop well and effectively implement this project.

Tuesday:Advise and direct the building of a party organization system associated with building a strong contingent of cadres and party members to meet the increasingly high requirements of the cause of defending the Fatherland.

- The party organization system, command organization and staff are"backbone"of the Army; in which, building a strong party organization and team of cadres and party members are the key issues."key".The Party, State and People have great confidence in the contingent of cadres and Party members in the Army, especially in their loyalty, dedication and willingness to sacrifice for the independence and freedom of the Fatherland and for the happiness of the People.

- Faced with the task of building a lean, strong, modern Army and the increasingly high demands of the cause of defending the Fatherland, comrades need to continue to advise and direct the synchronous implementation of solutions to build a clean, strong Party organization system in the Army with high leadership capacity and combat strength. At the same time, the work of arranging and assigning cadres to work positions must be carried out carefully, objectively, accurately, strictly following the principle of democratic centralism in personnel work; it is necessary to select the right cadres with virtue, talent, heart, vision, and high prestige to assume leadership, command, and management positions in agencies and units in the Army and in the national political system.

- In carrying out personnel work, it is necessary to closely combine ideological work, organizational work and policy work, pay attention to implementing well the policies for the Army and the Army's rear, social insurance and health insurance policies for soldiers and their relatives. Along with that, comrades need to direct Party committees, agencies and units in the entire army to do a good job of protecting internal politics; not to be negligent or lose vigilance so that hostile forces and bad elements can infiltrate and collude to sabotage the Party, the State and the Army.

- You must pay special attention to the training and development of cadres, so that cadres who are recommended for planning and rotation not only have qualifications and knowledge of military and national defense, but also have a deep understanding and capacity to manage, direct and operate in the fields of economics, culture, society, security, foreign affairs, etc.

Wednesday:Coordinate with the General Staff to effectively carry out strategic advice on military and defense, propose and direct the promotion of solutions to build a modern Army in the coming years, first of all, building modern people.

- Recently, we have drastically adjusted the organization of the Army to be lean, compact, and strong and achieved many very good results; up to now, the entire army has hadmore than 3,900The organization has been adjusted to be more streamlined, compact, and strong in accordance with the spirit of Resolution No. 05 of the Politburo and the Central Committee's policy on innovation and reorganization of the political system. This is a great effort of the Central Military Commission and the Ministry of National Defense, including the advisory role of the General Staff and the General Department of Politics.

- As I have emphasized many times, with the army must"people first, guns later", Right"modernize people before modernizing weapons and equipment"I propose that the General Department of Politics should strengthen coordination with the General Staff in building human resources, especially high-quality human resources in the Army; continue to effectively implement the Project."Policy to attract and promote talents for the Vietnam People's Army until 2030, with a vision to 2050".Comrades need to focus on educating and training cadres and soldiers."elite, strong"both politically and militarily; each officer and soldier must have truly solid political will; be good at techniques and tactics, master new and modern weapons and equipment; have innovative thinking, digital skills and master digital platforms; understand military art and the ability to coordinate operations; have enduring and resilient health, meeting the special requirements of military operations.

Thursday:Building a strong and comprehensive General Political Department, truly an exemplary agency in the entire army and the entire country.

- The General Department of Politics needs to focus on building a comprehensively strong Agency, in which the core is to build a strong cadre team with qualities and capacities to meet the requirements of the strategic staff agency on party work and political work; the cadre team selected to work at the General Department of Politics must be typical cadres in the entire army, with exemplary political qualities and ethics; have sharp, astute thinking; have the capacity to advise, direct and organize party work and political work. At the same time, agencies in the General Department of Politics need to focus on cadre training, constantly improving the qualifications, knowledge and professional capacity of the agency's cadre team. Only then can comrades promote the glorious tradition of the General Department of Politics:"Loyalty - Steadfastness; Exemplary - Typical; Principled - Democratic; Proactive - Creative; Sensitive - Sharp; Solidarity - Unity; Determination to fight - Determination to win".

- Comrades need to advise and direct the promotion of the role of judicial agencies in the Army, contributing to maintaining and upholding discipline, order, preventing corruption, waste, negativity, preventing violations and crimes in the Army; at the same time, meeting the requirements of national defense judicial tasks, especially when the country has a national defense situation. Advise, propose and direct the construction and development of military press agencies to effectively serve information and propaganda work; in which, pay attention to building the People's Army Newspaper and the Army Radio and Television Center into key, multimedia media agencies of the Army and the country.

Friday: CComrades need to advise the Central Military Commission to organize the Congress well.Party committees at all levels, especially CongressesThe 12th Military Party Congress, term 2025 - 2030.

-About the document,The General Department of Politics needs to advise on the drafting of a Political Report to be submitted to the Congress, ensuring it is concise and succinct, identifying major policies on building the Army, strengthening national defense, and protecting the Fatherland. Each policy and decision of the Congress must be highly feasible, quickly put into practice, thoroughly resolving practical issues; resolutely opposing all formalities in drafting documents.

-About human resources,Comrades need to strictly implement the Central Committee's guidance on personnel work and personnel work for Party Congresses at all levels; must carefully review high-level personnel to introduce them for election to the next Central Executive Committee. High-level military cadres participating in the Central Executive Committee must be truly outstanding comrades with high prestige in the entire Party. I request that the Military Party Congress must be an exemplary congress, setting an example for other Party Committees to learn from. This is also a very high requirement for the General Political Department in advising on the organization of the Congress; the success of the Congress is a reflection of the General Political Department's advisory capacity.
