Contest "Writing about Social Insurance, Health Insurance"

(Issued with Plan No. 2353/KH-BHXH dated June 28, 2019)

Implementing the Plan to organize activities towards the 25th anniversary of the establishment of the Social Insurance sector (February 16, 1995 - February 16, 2020), with the consent of Vietnam Social Insurance, Social Insurance Newspaper organizes the Contest "Writing about Social Insurance, Health Insurance" (referred to as the Contest) to discover, commend and promote collectives and individuals inside and outside the Social Insurance sector who have made many contributions to the organization and implementation of policies and laws on Social Insurance and Health Insurance; encourage and motivate all levels of cadres, people and all workers to actively participate in Social Insurance and Health Insurance.

Affirming the important position of social insurance and health insurance policies, as the main pillars of the social security system, contributing to social progress and equity, ensuring political and social stability and socio-economic development of the country.

The contest is also an opportunity to promote the successful implementation of Resolution 21-NQ/TW of the Politburo on strengthening the Party's leadership over social insurance and health insurance work in the 2012-2020 period and the specific goals identified in Resolution 28-NQ/TW of the 12th Central Executive Committee on reforming social insurance policies.

The Organizing Committee announces the participants, content, time and prize structure as follows:

I. CONTESTANTS:All Vietnamese citizens (cadres, civil servants, public employees, individuals, organizations inside and outside the social insurance sector from central to local levels; journalists, reporters, press collaborators nationwide...).

Members of the Organizing Committee, Secretariat - Support Team, Preliminary Council, Final Council do not participate in the Contest.

II. REGULATIONS ON ENTRANCE WORKS:

2.1. Content:The works participating in the Contest focus on reflecting the following topics:

- Write about good people and good deeds in the following areas: Propaganda and mobilization to develop social insurance, health insurance and unemployment insurance participants; spirit, attitude and sense of responsibility to serve the people and workers to participate in and enjoy social insurance, health insurance and unemployment insurance policies; detect and fight against negative abuse and profiteering of social insurance, health insurance and unemployment insurance funds...

- Write about initiatives, good practices, and creative, highly effective practices of collectives and individuals in implementing social insurance and health insurance policies and laws in the following areas: Propaganda of social insurance and health insurance policies; collection and development of participants; solutions to overcome procrastination, evasion of payment, and reduction of social insurance and health insurance arrears; combating and preventing abuse and profiteering of social insurance and health insurance funds; issuance and management of health insurance cards and social insurance books; payment of social insurance regimes, ensuring the rights of social insurance and health insurance participants; appraisal and settlement of health insurance; administrative reform, application of information technology; archiving and management of records of social insurance and health insurance participants...

- Write about the achievements, affirm the position and important contributions of the social insurance industry to ensure social security and promote the country's socio-economic development after 25 years of establishment.

2.2. Form

- Contest entries are reflections, reports, investigations, notes, interviews, political essays, portraits... typed on A4 paper, font size 14, Times New Roman font, minimum 500 to 1,000 words and maximum 2,500 words; works that are series of articles must not exceed 03 articles. It is encouraged to send illustrative photos for the work.

- Each author and group of authors can submit a maximum of 5 works to the Contest.

- Highest priority is given to articles that are new discoveries, have public opinion orientation and are convincing; have positive impacts on the organization and implementation of social insurance and health insurance policies and laws. Initiatives and good practices of groups and individuals; typical and exemplary actions and their impacts on social life.

2.3.Conditions for participation in the competition of the work

- Contest entries must be new works, ensuring the content and form specified in sections 2.1 and 2.2 above.

- Contest entries must be accurate, honest, and objective. Works with fictional elements will not be considered.

- The entry must be free of any complaints about content or copyright disputes. The Organizing Committee is not responsible for copyright. In case the author violates copyright of the work, the Organizing Committee will disqualify the work from the contest; if the work is awarded, the Organizing Committee will revoke the certificate and prize money.

III. TIME, ADDRESS TO RECEIVE WORKS, PRIZE STRUCTURE

3.1. Time for receiving entries:From the date of launching the Contest to November 30, 2019 (according to the postmark).

(Clearly state the author's name, work unit, phone number, and email).

3.3. Prize structure

Authors with winning works will be awarded a Certificate from the Organizing Committee and prizes worth as follows:

- 01 Special prize worth 30,000,000 VND (Thirty million VND).

- 01 First prize worth 20,000,000 VND (Twenty million VND).

- 02 Second prizes: Each prize is worth 15,000,000 VND (Fifteen million VND).

- 05 Third prizes: each prize is worth 7,000,000 VND (Seven million VND).

- 10 Consolation prizes: each prize is worth 5,000,000 VND (Five million VND).

In addition, the Organizing Committee proposed that Vietnam Social Security reward the provincial and municipal Social Security collectives with the most entries (funding sources are not included in this contest).

Based on the quantity and quality of the entries, the Organizing Committee may adjust the number and value of the prizes to suit the actual situation.

The award ceremony for the winning works will be held on the occasion of the 25th anniversary of the establishment of Vietnam Social Security (February 16, 2020).

IV. REGULATIONS ON USING WORKS ENTRANCED IN THE CONTEST

- The Organizing Committee does not return entries.

- The Organizing Committee has the full right to use the work for the purpose of posting propaganda on publications of the Social Insurance Newspaper and other media. The published works, in addition to the prize money for the winning works, the authors will still be paid royalties according to regulations.

- The award-winning author is obliged to pay taxes according to the law.
