Previously, at 11:00 p.m. on April 18, Market Management Team No. 11 under the Market Management Department of Nghe An province coordinated with the Traffic Police Team - Dien Chau District Police to inspect a passenger car with license plate 53S-7957 driven by Nguyen The Doanh (residing in Phuoc Long B ward, District 9, Ho Chi Minh City) traveling from North to South.

Upon inspection, the authorities discovered that the vehicle was transporting 1,174 kg of animal offal products (including 550 kg of pig brain and 624 kg of pig offal) of unknown origin, emitting a foul odor, with irregular black and red dots appearing on the offal. At the time of inspection, the driver could not present invoices and documents proving the origin of the goods.

Also on April 20, at around 3 a.m., while patrolling on National Highway 7 in Thinh Son Commune, Do Luong District, the working group of the Traffic Police Team No. 2 of Nghe An Province inspected passenger car 34B.03064 driven by Le Van Thuong, born in 1985 in Thanh Ha District, Hai Duong Province. Upon inspection, 60 kg of frog organs were found in the cargo compartment of the car.unknown origin, no inspection and stinking.
