According to sources from Nghe An Newspaper, in recent years, there have been many violations in the management of finance, fees, charges, other revenues and expenditures, and the management of basic construction investment at Nghe An Eye Hospital.

In 2014, the total hospital fee revenue of the Eye Hospital was over 30.4 billion VND, of which the revenue from insurance payment was over 22.6 billion VND, and the revenue directly from patients was over 7.7 billion VND. The hospital has not fully paid the hospital fee collected directly from patients to the State Treasury to implement the expenditure control, but has also spent at the unit a total of over 6.4 billion VND; Receipts for fees and charges do not fully record the technical services performed.

In addition, Nghe An Eye Hospital also accounted for revenue from selling medical examination and treatment books as revenue from fees and charges; used receipts printed by the hospital itself to collect money from selling medicine to patients (without using invoices as prescribed). The hospital declared tax arrears for some services such as parking and other services in the amount of nearly 10 million VND.

The Mental Hospital collects fees for EEG services at a higher rate than the price prescribed in Decision No. 72/2012/QD-UBND dated October 3, 2012 of the People's Committee of Nghe An province. The total difference collected is more than 10.6 million VND higher than the price prescribed by the People's Committee of the province.

The hospital underpaid more than 7 million VND for services such as car, motorbike and bicycle parking; the remaining underpaid amount for value added tax on rental of general business kiosks from 2012-2014 was more than 23 million VND.

In 2014, the People's Committee of Nghe An province approved the adjustment of the investment project to build the renovation, upgrade and expansion of Nghe An Mental Hospital with a total investment of more than 43.7 billion VND. However, during the implementation process, the construction supervision was not strict, some items were not implemented or not implemented in accordance with the approved design but were still accepted for payment.

Inspection of 2 construction packages with an inspected value of more than 36.5 billion VND showed that the approved settlement value was 346 million VND higher than the actual construction.
