(Baonghean.vn) - On February 7, Nghe An will have 3,102 citizens joining the army. Nghe An Newspaper had a conversation with Colonel Phan Dai Nghia - Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command, Permanent Vice Chairman of the Provincial Military Service Council about the work of recruiting and receiving soldiers.

PV: During the wars to defend the country, Nghe An was a solid rear base. From here, generations of the homeland's children went to war... Nowadays, in peacetime, continuing the tradition, every year thousands of Nghe An citizens volunteer to join the army to protect the sovereignty of the sea, sky, and land of the homeland. Could you tell us more about that spirit of volunteerism?

Colonel Phan Dai Nghia:Nghe An is a land rich in historical and cultural traditions, the cradle of many revolutions in the process of building and defending the country. From ancient times to the present, when the country was in danger, generations of people from this "hot land" joined the Vietnamese people, bravely fought, defeated foreign invaders, won independence and freedom for the nation... It can be said that the flame of patriotism of the people of Nghe An is always burning. Therefore, in any historical period, the people of Nghe An have made worthy contributions to the country, to the longevity of the nation.

In peacetime, the indomitable spirit of our predecessors has always been continued by later generations to write more heroic pages in the fight against foreign invaders and for national independence. Over the past years, hundreds of thousands of Nghe An youth have participated in military recruitment, regardless of danger and hardship. Specifically, each year, tens of thousands of young people of military age are clearly aware of their responsibilities,military serviceMy people are ready to register for military service and Nghe An is always a locality assigned a large source in selecting citizens to join the army every year.

And in fact, when joining the army, these soldiers are nurtured, trained and practiced in moral qualities, politics, faith and the will to overcome difficulties and challenges. Through that, they become more mature and more confident for a new journey in life. Patriotism, comradeship and team spirit continue to be nurtured, becoming sacred things, beautiful marks... And so, the source of tradition for the country and the people of Uncle Ho's soldiers in his homeland in particular continues.

PV: In 2023, Nghe An has over 3,102 young men joining the army through careful selection. How does this selection process take place, comrade?

Colonel Phan Dai Nghia:Carry out the work of selecting and calling citizensjoin the armyIn 2023, Nghe An has thoroughly grasped, led, directed, and organized the drastic and serious implementation of the Law on Military Service according to the Prime Minister's decision, circulars of the Ministry of National Defense - Ministry of Public Security, plans of Military Region 4 and the Provincial People's Committee; promoted propaganda work, raised people's awareness of the rights, obligations and responsibilities of citizens in implementing the Law on Military Service, the task of building and defending the Fatherland... with many effective and practical forms and methods.

With the goal of recruiting 100% of the military quota assigned by the Government, the Ministry of National Defense, and the Military Region (3,102 citizens enlisting in the Army). The implementation process must ensure democracy, fairness, lawfulness, transparency, quality, and no citizens having to be compensated or returned. The Military Service Council at all levels in Nghe An has proactively developed a plan, conducted a review and grasped the source of citizens of military age, organized registration and issued service registration certificates in accordance with regulations; strictly managed the quantity and quality of citizens ready to enlist, especially citizens working far away, creating conditions for citizens to fulfill their responsibilities and obligations.

At the same time, the Military Service Councils of districts/cities/towns and wards/communes/towns have established quality military service health examination teams with experienced doctors and modern medical equipment; conducting examinations to ensure publicity, democracy, and fairness, creating high consensus. As a result, 21,999 citizens were pre-selected (227 citizens wrote volunteer applications), after examination, 13,555 citizens were eligible, reaching a rate of 61.6%. District-level health examinations were conducted for 12,358 citizens, after examination, 6,720 citizens were eligible for health, reaching a rate of 54.4%.

Based on the target of calling citizens to join the army in 2023 (3,102 citizens) and the results of coordination and finalization of the number of soldiers of the units receiving soldiers, the Provincial Military Command has directed the Military Commands of districts, cities and towns to issue orders to call up 3,255 citizens to join the army, reaching 105% of the target, of which 3,102 citizens are officially called up and 153 citizens are reserved. Among the citizens called up to join the army, there are 527 citizens with health category 1; 1,950 citizens with health category 2; 169 citizens with university, college and intermediate degrees; 06 citizens are party members; 3,249 citizens are union members; 735 citizens are ethnic minorities; 187 citizens have religions.

Reporter: In the coming days, Nghe An will organize the transfer of troops between localities and units. What instructions has the Provincial Military Command given to ensure that the transfer of troops takes place closely and safely?

Colonel Phan Dai Nghia:At this time, Nghe An has completed the military service health check; Provincial and district military handover coordination conference; infiltrated, reviewed records and finalized military numbers; issued orders to call citizens to join the army... According to the plan, the military handover ceremony will be held by the province on February 7, 2023.

At the provincial military service handover conference held on December 16, 2022, the Provincial Military Command clearly stated the requirements and tasks so that the military handover and reception work can take place closely, ensuring absolute safety. Accordingly, the Military Commands of districts, cities and towns advise the Party committees and authorities to develop a military handover and reception plan. The district-level military service council resolutely directs and synchronously deploys measures to carry out military recruitment work; implements the regulations on assigning localities to recruit soldiers "roundly" with the motto of recruiting people who are sure, recruiting enough quantity, improving quality, and having solutions to manage citizens after the order is issued. The Military Command coordinates with local departments, branches, organizations and military receiving units to well organize the solemn military handover and reception ceremony, which is truly a military service festival of the localities.

The units receiving troops coordinate with the localities sending troops to agree on troop transfer targets, time for document penetration and finalizing troop numbers with the localities according to regulations of the Ministry of National Defense; coordinate with the localities to organize and attend the troop transfer ceremony; receive troops to the unit to ensure absolute safety.

In addition, after receiving soldiers, units need to regularly coordinate closely with the localities to grasp the aspirations and family circumstances of each soldier; educate, train and pay attention to the development of party members to create a reserve source of mobilization and a source of cadres at the grassroots level of localities; especially soldiers in ethnic minority areas, religious areas and special areas; review for entrance exams to military schools and coordinate with the Provincial Military Command to connect with the Employment Service Center, the Department of Labor - Invalids and Social Affairs, vocational training facilities, businesses, and introduce jobs to demobilized soldiers before returning to their localities.

Reporter: Dear comrade! To protect the Fatherland in the new situation, along with the work of selecting and calling citizens to join the army, the implementation of military rear policies also needs to be taken care of, especially for demobilized soldiers - those with high political qualities and discipline, who are important resources for building the homeland. In the past, how has the Provincial Military Command paid attention to implementing these policies?

Colonel Phan Dai Nghia:In recent times, the work of military rear policy has always been of interest to the Party Committee, the government, the Fatherland Front and socio-political organizations in Nghe An, and has been implemented in many practical forms. For citizens preparing to join the army, these activities include meeting and giving gifts to families; implementing models to help and support families with citizens joining the army who are poor or near-poor households with difficult circumstances so that they can work with peace of mind.

As in 2022, Nghe An organized activities to visit, give gifts, and encourage citizens to join the army at the commune level, from 500,000 VND to 5 million VND/citizen. The Provincial Fatherland Front Committee donated 141.5 million VND to 283 poor and disadvantaged citizens. Yen Thanh District awarded 55 savings books to families of citizens in difficult circumstances, with amounts from 5 million VND to 10 million VND/family.

For soldiers who have completed their military service and returned to their hometowns, career counseling and job referrals are major policies of the Party, State and Army. Doing this well will make an important contribution to implementing the military rear policy, building the army, building a strong national defense, and improving people's lives.

Every year, the province has nearly 3,000 demobilized soldiers returning to their localities. These are people with good political qualities, good sense of organization and discipline, many of whom have university, college and intermediate degrees; they are very important human resources that Nghe An needs to build and develop. Therefore, in recent times, the Provincial Military Command has proactively coordinated with departments and branches to advise the Provincial People's Committee to lead and give specific and practical instructions in connecting with training establishments, units and enterprises to provide consultation, training and introduce stable jobs suitable for demobilized soldiers.

In 2022, Nghe An welcomed 2,955 demobilized soldiers returning home. To help soldiers stabilize their lives soon, the Provincial Military Command coordinated with the Department of Labor - Invalids and Social Affairs, the Southeast Economic Zone Management Board and career counseling enterprises to register more than 2,578 demobilized soldiers who needed jobs and vocational training... In early January 2023, the province continued to welcome more demobilized soldiers returning home and the Provincial Military Command also coordinated to organize a conference on counseling and career guidance to introduce jobs to demobilized soldiers in the province; directed localities to organize district-level conferences with more fundamental and effective solutions.

In the coming time, the Provincial Military Command and related departments and branches will continue to advise the Provincial People's Committee on policies to support demobilized soldiers to be accepted to work at local enterprises to ensure a good life, as well as to ensure the source of reserve officers and reserve mobilization training sources.
