Promoting the role of the Fatherland Front in dialogue, supervision and social criticism

On the afternoon of November 6, the Provincial Fatherland Front Committee held a conference to evaluate and exchange experiences in improving the quality of supervision and social criticism activities of the Vietnam Fatherland Front and 5 years of implementing Project 07-DA/TU of the Provincial Party Standing Committee on innovation, improving the effectiveness of contact, dialogue and implementing the conclusions of heads of Party committees and authorities at all levels after contact and dialogue with people in the area in the period of 2021-2025.

Nearly 4,700 dialogue conferences

Dialogue, supervision and social criticism are extremely important tasks of the Fatherland Front at all levels in performing its role in participating in Party and government building.

Recently, Nghe An Provincial Party Committee has paid great attention and issued many documents regulating the responsibilities and tasks of Party committees, authorities, and Fatherland Front at all levels in conducting dialogues with the People, especially Project No. 07-DA/TU dated November 24, 2021 of the Provincial Party Committee Standing Committee on innovation, improving the effectiveness of contact, dialogue and implementing the conclusions of heads of Party committees and authorities at all levels after contact and dialogue with the People in the province in the period of 2021 - 2025.

Accordingly, in nearly 5 years, the whole province has organized nearly 4,700 regular and ad hoc direct dialogue conferences with more than 420,000 participants, more than 54,000 opinions gathered from the grassroots, residential areas and directly at the dialogue conferences; of which more than 46,450 opinions were resolved at the conference, reaching more than 86%.

The provincial level organized 4 conferences and dialogues with 3,222 participants (Meeting and dialogue program between the Provincial Party Standing Committee and the heads of Party committees and authorities of communes, wards and towns; Dialogue conference with department-level managers and experts in the provincial agencies; Meeting and dialogue conference between the Chairman of the Provincial People's Committee and workers; Dialogue conference with Nghe An province's youth with the theme "Nghe An youth creatively start businesses and establish careers").

As a result, 201 opinions were collected and transferred from the district level, of which 42 opinions were directed to be resolved directly at the conference and 159 opinions were assigned to specialized agencies to respond to.

In localities, the organization and operation of the People's Inspectorate and the Community Investment Supervision Board in communes, wards and towns are always focused on, improving the quality of operations. Through monitoring activities, the People's Inspectorate and the Community Investment Supervision Board have recommended to the authorities to handle many violations, contributing to limiting negative factors at the grassroots level in areas such as traffic, budget revenue and expenditure, regimes and policies for beneficiaries of State incentives...

According to statistics from 2021 to present, the Vietnam Fatherland Front Committee and socio-political organizations at all levels have chaired and organized 13,553 supervision meetings, of which: Vietnam Fatherland Front Committees at all levels have organized 5,086 meetings; Labor Federations at all levels have organized 2,451 meetings; Farmers' Associations at all levels have organized 973 meetings; Youth Unions at all levels have organized 2,436 meetings; Women's Unions at all levels have organized 2,448 meetings; Veterans' Associations at all levels have organized 159 meetings.

At the same time, the Vietnam Fatherland Front Committee and socio-political organizations at all levels chaired and organized 2,168 counter-arguments, of which: the Vietnam Fatherland Front Committee at all levels chaired and organized 2,094 counter-arguments; the Labor Federation at all levels organized 11 meetings; the Farmers' Association at all levels organized 33 meetings; the Youth Union at all levels organized 12 meetings; and the Women's Union at all levels organized 18 meetings.

After the social criticism conferences, the agencies in charge of social criticism all sent written responses to the agencies and organizations whose drafts were criticized and the agencies and organizations with the authority to approve or issue the documents. Many social criticism documents of the Vietnam Fatherland Front Committee and socio-political organizations were highly appreciated by public opinion, many of the criticism contents were accepted by the drafting agencies and a number of agencies and organizations gave feedback.

Improve quality and efficiency

According to the assessment of the Provincial Fatherland Front Committee, in recent times, dialogue, supervision and social criticism activities in Nghe An province have gradually become more organized and are a premise to promote people's mastery, contributing significantly to the task of building a clean Party and building a strong government at the grassroots level.

However, the quality of supervision and social criticism by the Vietnam Fatherland Front and socio-political organizations in some areas is still limited. The implementation of supervision work is sometimes and in some places, especially at the grassroots level, still confusing, and the initiative and creativity are not high. The selection of issues for criticism and the criticism capacity at some establishments do not meet the requirements.

Some localities have been slow in implementing the initial phase of the dialogue plan compared to the set schedule. Some issues raised by the people have not been properly responded to by the chairpersons at some commune-level places, and responsibilities, solutions, and timeframes for resolution have not been clearly defined, which has not satisfied the people participating in the dialogue.

At the conference, delegates heard many presentations from delegates, many experiences, good practices as well as difficulties, inadequacies, and limitations in the process of implementing dialogue, supervision and social criticism activities of localities and units. The comments and recommendations aimed at perfecting institutions, mechanisms, and policies to create conditions for dialogue, supervision and social criticism activities to be more practical and effective.

In the coming time, the Provincial Fatherland Front Committee will continue to maintain regular dialogue activities between leaders of Party committees and authorities at all levels with the People, especially at the commune level in the context of operating a two-level local government; Strengthen the leadership role of Party committees at all levels; the responsibility of the government and leaders; Promote the role of supervision and social criticism of the Fatherland Front and socio-political organizations, implement the Grassroots Democracy Charter; Improve the quality of activities of the Fatherland Front and socio-political organizations at all levels in conducting supervision and social criticism, participating in Party and government building./.
