Promoting the role of political core in provincial agencies in Nghe An

PV:Dear comrade, this year, the Party Committee of Nghe An Province's State Agencies Bloc celebrates its 65th anniversary. What is the significance of this event to the entire Party Committee?

Comrade Nguyen Nam Dinh:Over the past 65 years, despite operating under many different models, organizations, scales, names, functions and tasks, the Party organizations and generations of cadres and Party members of the Provincial Party Committee of the Provincial Party Committee have always been loyal and steadfast to the revolutionary cause and the Party's guidelines, building a strong Party organization in terms of politics, ideology, organization and ethics.

The Party Committee of the Provincial Government Office Bloc of Nghe An celebrates its 65th anniversary in an atmosphere where the Party Committee and the people of Nghe An are enthusiastically competing to follow Uncle Ho's teachings, making achievements to celebrate the 50th anniversary of implementing his Testament and his last letter to the Executive Committee of the Nghe An Provincial Party Committee (July 21, 1969), determined to accelerate the implementation of the Resolution of the 18th Nghe An Provincial Party Congress, term 2015-2020 and Resolution No. 26-NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province.

The Party Committee of the Provincial Agencies and Public Security Bloc directs and guides grassroots Party committees to promote political and ideological education; organize cadres and manage Party members; inspect, supervise and enforce Party discipline; lead the building of agencies and organizations. Studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with Party building and rectification has achieved many results and spread throughout the Party.

This is an opportunity for party organizations, cadres and party members to review the fine traditions of the Party Committee, and at the same time realize the responsibility to promote the pioneering, exemplary and leadership role in agencies and units to lead and organize the implementation of assigned tasks, contributing to the completion of socio-economic development goals, ensuring national defense and security, Party building, and building the political system of the whole province in the 2015-2020 term and creating a solid foundation for the next stage.

PV:So what solutions has the Provincial Party Committee of the Provincial Civil Servants' Bloc implemented to continue spreading the spirit of high political responsibility throughout the Party, comrade?

Comrade Nguyen Nam Dinh:With the political determination to raise its position and rise up to assert itself, in recent years, the Party Committee of the Provincial Bloc of Agencies has selected and focused on leading key tasks, constantly innovating the content and leadership methods of the Party Committee; promulgating and implementing resolutions and directives to lead the implementation of political tasks on the Party's mass mobilization work, building a cultural lifestyle in offices and agencies; building and consolidating grassroots party organizations that are strong in politics, ideology, organization and ethics; building a team of dedicated, responsible, exemplary cadres and party members who strive to fulfill assigned tasks well.

The shift from awareness to action, from the focus of learning to following has created many meaningful jobs such as helping disadvantaged communes in mountainous areas; building models of "5 good Party cells", "3 no's" in handling administrative procedures (no delays, no trouble, no more than one return of documents), "Friendly and responsible", "Serving the people". In 2019, the Party Committee registered 137 good models and more than 2,000 collective jobs, 3,000 individual jobs with meaning, creative, effective and practical ways of doing things.

The reorganization of the apparatus in accordance with the spirit of Resolution 6 of the Central Committee (term XII) was implemented on schedule and initially effective; administrative reform continued to be resolutely implemented and 2019 was chosen as the Year of Administrative Reform, focusing on directing the strong application of information technology in management. In order to improve productivity and work efficiency, facilitate the operations of affiliated Party organizations, the Party Committee of the Provincial Party Committee has used the VNPT-iOffice Executive Document Management System, and will continue to implement the "Paperless Office" model in the near future, minimizing the printing and transmission of paper documents and replacing them with a software system and official email.

PV:One of the highlights of this year's activities is that the Provincial Party Committee of the Provincial Public Security Bloc has advised the Provincial Party Standing Committee to organize a meeting between the Provincial Party Standing Committee and department-level leaders and equivalent officials in provincial agencies. What can we expect from this unprecedented activity, comrade?

Comrade Nguyen Nam Dinh:This is the first time the Provincial Party Standing Committee has organized a meeting with leaders at the department level and equivalent in provincial agencies, with the expected participation of more than 800 delegates who are leaders at the department level and equivalent in provincial agencies. Through the conference, the Provincial Party Standing Committee hopes to convey the determination of the entire political system of the province to successfully carry out the tasks of the 2015-2020 term, discuss issues, key solutions, breakthroughs and unify actions to develop the province in the 2020-2025 term and the following years.

At the same time, the Standing Committee of the Provincial Party Committee listened to, grasped the thoughts and aspirations, exchanged and discussed opportunities, identified challenges, shared solutions to remove difficulties and obstacles in advising and organizing the implementation of political tasks of the team of leaders at the department level and equivalent in provincial agencies to have appropriate policies and solutions, contributing to consolidating and enhancing ideological unity, consensus and improving the effectiveness and efficiency of socio-economic development management.

To prepare for the Conference, the Party Committee of the CCQ Bloc surveyed and received 386 comments on the contents of the Conference, demonstrating enthusiasm, sense of responsibility, receptive attitude as well as practical experience and concerns and worries about the development of the province.

The conference is also an opportunity for provincial leaders to introduce the team of department-level leaders and equivalents in provincial-level agencies to the political system and people in the province; at the same time, encourage and motivate this team to make efforts to perform and complete assigned tasks at the highest level, first of all, to carry out the contents directed and assigned by the Standing Committee of the Provincial Party Committee at the meeting.
