Nghi Thu Ward is the tourist center of Cua Lo town, with a population of 1,407 households and 5,632 people. Over the years, the Party Committee and the people of the ward have always determined that ensuring national security, order, social safety, and building the movement "All people protect national security" is a key task, requiring the entire political system to act synchronously, actively and responsibly.

Up to now, the whole ward has deployed 13 self-management models on security and order, notably the models "Joining hands to help people who have made mistakes", "Fire prevention and fighting inter-family safety group", "Public fire fighting point", "Drug-free ward", "Skillful mass mobilization in community reintegration work".

Mr. Cao Anh Hung - Chairman of Nghi Thu Ward People's Committee said: Through self-management models on security and order, it has contributed to raising people's awareness and responsibility in participating in the fight against crime. Thanks to that, the ward currently has no complicated criminal, economic, and drug hotspots. In the first 8 months of 2023, crime decreased by 25% compared to the same period in 2022. Nghi Thu Ward also became one of 6 localities in the province honored to be selected to host the "All People Protect National Security" Festival.

Talking about the role of the people in ensuring security and order, Mr. Phung Minh Sy in Block 1, Nghi Thu Ward expressed, "Once the movement of the entire people to protect the security of the Fatherland is widely spread, no enemy can infiltrate and no crime or violation of the law will not be detected and handled."

Not only Nghi Thu ward, the movement "All people protect national security" has been promoted throughout Cua Lo town, with 45 effective models. In 2023, Cua Lo town was selected by the Ministry of Public Security and Nghe An Provincial Police as the first district-level locality to build a model of the movement "All people protect national security", a typical model ward police in terms of security, order and urban civilization.

Son Thanh commune, Yen Thanh district is also the locality chosen to build a typical commune in the movement "All people protect national security". Many models of ensuring security and order have been effectively maintained by this locality, in which, taking the people as the main subject of implementation such as: "Veterans with security and order work" model; "Self-managed fire prevention and fighting team" model; Women's club with "5 no, 3 clean"... Propaganda work to improve legal knowledge for people has also been directed by the Party Committee and government with many rich and diverse forms and methods. From 2021 to present, in Son Thanh commune, there have been no serious crimes, no complicated gathering places for social order. Crimes, social evils and other violations of the law continue to be restrained and gradually reduced over the years. Thanks to that, Son Thanh commune has been recognized as a commune that meets advanced new rural standards.

Phan village, Hung Tan commune, Hung Nguyen district is not only a model in building advanced new rural areas but also a typical example of security and order. Mr. Ho Van Than - Secretary of Phan village Party cell said: Phan village residential cluster was merged from old hamlet 8 and hamlet 9, located in the northeast of the commune center, with inter-village road running through, convenient traffic, with a natural area of ​​130 hectares, of which agricultural land accounts for 70 hectares, with 258 households and 1,098 people. Determining that it is necessary to do a good job of ensuring security and order as a solid premise for building new rural areas, the Party cell issued a resolution to promote the movement "All people protect national security" according to the motto "self-prevention, self-management, self-protection", in which the people are the implementing subjects. Many models have been built such as "Prevention of domestic violence", "Safe and friendly villages for women and children". In particular, the "Peaceful Bell" model is maintained effectively.

Accordingly, after 10pm, when the gong of peace at the community cultural house rings, noisy activities stop, and people do not move around if not necessary. In addition, Phan village has also established 8 self-management groups in charge of residential areas and a grassroots mediation group consisting of 10 active members. All conflicts and disputes are resolved right from the beginning to preserve village and neighborhood relationships. What is special is that although there are many farms and ranches, people's property almost does not need to be looked after or preserved, there are no drug addicts, no property thefts, and no people violating criminal law. Therefore, the model of ensuring security and order in Phan village was recognized and highly appreciated by Minister of Public Security To Lam when he visited.

Replicating models and typical examples

Nghe An is currently the leading province in the country in terms of models and typical examples in the movement "All people protect national security" with 119 models, of which 13 models have been commended and replicated nationwide by the Ministry of Public Security. Notable models include the "Drug-free commune" model in 158 communes, wards and towns; 98 "Drug-free blocks, hamlets, villages and hamlets" points; the "Skillful mass mobilization" model in ensuring security and order in religious areas in Hung Nguyen district; the "Typical clans, self-governing security and order" model in Quynh Luu district...

Under the direction of Party committees and authorities at all levels, organizations in the political system have promoted the movement "All people protect national security" associated with emulation movements and campaigns, such as: Women's Union with the campaign "Building a family of 5 no's, 3 clean's", "For the love of borders and islands"; Youth Union with the movement "Volunteer shock to develop socio-economy and protect the Fatherland", "Accompanying young people in establishing a career" and the model "Friends helping friends"; Association of the Elderly with the campaign "Old age is a shining example"; Provincial Labor Federation with the model "Self-managed workers' group", "Say no to drugs, social evils"... Thereby, contributing to ensuring national defense and security in the locality.

In the period of 2013-2023, through the movement "All people protect national security", people provided 6,292 crime reports, helping authorities investigate and clarify 2,020 criminal cases, 1,940 drug cases; arrested and persuaded more than 500 wanted subjects to surrender; discovered, seized and urged the masses to hand over 100 military guns, 1,450 homemade guns, 204 hunting rifles, 88 grenades, 704 bullets, 26 cluster bombs, 30 mines, nearly 183 kg of explosives, 4,003 detonators, 1,876m of slow-burning wire, 1,792 electric shocks, 1,916 knives, swords, 354 batons, 3,700 dangerous toys; 2,178 people who made mistakes have progressed, 970 people after drug rehabilitation have reintegrated into the community...

To achieve the goal of striving to bring Nghe An out of the country's key complex areas of security and order by 2030, speaking at the conference summarizing 10 years of the movement for national security in the period of 2013-2023, comrade Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee requested the Provincial Police to coordinate with the Fatherland Front Committee and social organizations to replicate effective models and movements; continue to innovate the form, content, and measures of propaganda and mobilization of people to participate in the movement "All people protect national security"; build a solid people's position, contributing to ensuring security and order in the province.

Recently, at the 2023 "All People Protecting National Security" Festival held in Nghi Thu Ward (Cua Lo Town), Provincial Party Secretary Thai Thanh Quy once again affirmed: Along with socio-economic development, the work of ensuring security and order in the area has always been identified by the province as very important, in which, building the movement "All people protecting national security" is a regular, key and fundamental task that is being promoted. At the same time, he emphasized that "Whether the movement is successful or not depends on the people, taking the people as the center; the people are the ears, the eyes, the participating force, the monitoring force, and the ultimate service target of the movement".
