MAIN BASIC TARGETS ACHIEVED AND EXCEEDED THE PLAN

The Congress was held under the motto: "Innovation - Creativity - Democracy - Solidarity - Development". In his opening speech, Comrade Nguyen Huu Sang - Member of the Provincial Party Committee, Secretary of Anh Son District Party Committee emphasized: With special significance, the Presidium requested delegates to uphold their sense of responsibility before the Party Committee, government, armed forces and people of all ethnic groups in the district, focus their intelligence, promote democracy, actively and proactively participate in discussions; be impartial and clear-headed in the election, be exemplary and disciplined in complying with the rules and regulations of the Congress, contributing to the completion of the contents of the Congress's programs.

The Congress listened to the Political Report of the 20th District Party Executive Committee presented to the 21st District Party Congress. Accordingly, in the 2015-2020 term, implementing the Resolution of the 20th Anh Son District Party Congress, the main targets were basically achieved and exceeded the plan. The average economic growth rate during the period reached 10.7%.

Annual budget revenue always exceeds the estimate, with an average growth rate of 10%/year; in 2019, it reached 78.6 billion VND, exceeding the Congress Resolution target 1 year in advance. Total social investment capital in the 2016 - 2020 period is estimated at 6,454 billion VND, exceeding the Congress Resolution target by 34.5%.

Investment attraction work has been directed with attention and achieved positive results. Currently, there are 24 production and business projects, including a number of large projects applying advanced technology and techniques proposed by businesses to invest in the area with a total amount of more than 3,687 billion VND, which will create momentum for the district's development in the following years.

The rural area has many improvements, the material and spiritual life of the people has been constantly improved. The average added value per capita in 2020 is estimated at 38.2 million VND, an increase of 14.7 million VND compared to the beginning of the term. The poverty rate has decreased rapidly from 15.32% in 2015 to 2.93% in 2020.

It is expected that by the end of 2020, 14 communes and 30 villages will be recognized as meeting new rural standards, exceeding the Congress Resolution target and higher than the average of the whole province.

The work of building the Party and the political system has been taken care of and has had many positive changes; the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members have been improved. Cadres, Party members and people trust the leadership of the Party Committee and the management and operation of the district government.

BUILDING ANH SON INTO A COMPREHENSIVE BRIGHT SPOT OF WESTERN NGHE AN

On behalf of the Provincial Party Standing Committee, giving a speech directing the Congress, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee congratulated the achievements that the Party Committee, government and people of Anh Son district have achieved in the past term.

The Provincial Party Secretary also noted a number of shortcomings and limitations in the past term and suggested that the Congress continue to carefully analyze with a critical and self-critical attitude the shortcomings and limitations, clarify the causes, especially subjective causes, draw lessons to find effective solutions in the coming time.

Emphasizing that Anh Son has a comparative advantage with its own characteristics of a midland and mountainous district of the province; along with the achievements of the country, the province and the solid foundations built in the recent development process, the head of the Provincial Party Committee assessed: The district has many favorable conditions and opportunities for breakthrough, faster and more sustainable development in the new context.

“Continuing the achievements of the past 5 years, promoting the tradition of “Unyielding Duong Xuan”, “Resilient Yen Phuc” in the Nghe Tinh Soviet movement 90 years ago, with the spirit of: Solidarity, democracy, discipline, creativity, and aspiration for development, I believe and expect that the cadres, party members and people of Anh Son will successfully implement the Resolution of the 21st District Party Congress, bringing Anh Son to rapid and sustainable development, becoming a comprehensive bright spot of the Western Nghe An region”, the Provincial Party Secretary emphasized.

At the working session this morning, the Congress elected 36 comrades to the Executive Committee of the Anh Son District Party Committee, term XXI, 2020 - 2025; voted to introduce the position of Secretary of the Anh Son District Party Committee, term XXI for comrade Nguyen Huu Sang - Member of the Provincial Party Committee Executive Committee, Secretary of the District Party Committee, Chairman of the District People's Council.
