Discussion session at the 14th session of the 18th Nghe An Provincial People's Council: Frankness, focusing on clarifying many urgent issues

(Baonghean.vn) - At the 14th session of the 18th Provincial People's Council, through 2 discussions, there were 60 opinions, of which 38 opinions were discussed in groups on the afternoon of July 5 and 22 opinions were discussed in the hall on the morning of July 6.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the working session were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province; comrades of the Provincial Party Standing Committee, Provincial Party Executive Committee; delegates of the Provincial People's Council from 21 delegation groups and invited delegates.

Concluding the discussion at the 14th session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh assessed: The Provincial People's Council delegates and invited delegates discussed frankly, focusing on clarifying many issues, especially on the socio-economic development situation, ensuring national defense and security, on reports and draft resolutions submitted to the session.

On behalf of the meeting chair, the Standing Vice Chairman of the Provincial People's Council emphasized some basic contents through the discussion sessions. First of all, the delegates basically agreed with the reports of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, the Provincial People's Court, the Provincial People's Procuracy and the sectors presented at the meeting.

PROPOSAL FOR THE PROVINCIAL PEOPLE'S COMMITTEE TO ADD MORE SOLUTIONS IN VARIOUS FIELDS

Regarding the socio-economic situation in the first 6 months of the year and the tasks for the last 6 months of 2023, the delegates highly appreciated and acknowledged the drastic, timely, effective, disciplined leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee; along with the efforts of all levels, sectors, business community and all people and voters in the province. Therefore, although in the first 6 months of 2023, the province faced many difficulties and challenges, as well as the complicated and unpredictable developments in the world and market; prolonged hot weather, localized power and water shortages have affected production, business and people's lives, the province's socio-economic situation continues to maintain growth momentum, achieving quite positive results.

Delegates also agreed on the groups of tasks and solutions to implement socio-economic development, ensure national defense and security in the last 6 months of 2023; at the same time, requested the Provincial People's Committee to pay attention to supplementing and clarifying the shortcomings, limitations and causes, and solutions in all fields.

In particular, in the economic field, delegates proposed to invest more budget to promote production and business; continue to implement solutions on technological innovation, digital transformation, especially technology in production, processing and preservation of agricultural products; integrate resources to implement programs and projects to implement the Resolution of the Party Congress at all levels, term 2020 - 2025, implement the socio-economic development plan for the period 2021 - 2025 and 2023. Delegates proposed that the Provincial People's Committee accelerate the disbursement of public investment capital in general and 3 national target programs.

Regarding agriculture and rural development, delegates proposed to continue to urge the effective implementation of Resolution No. 06/2019/NQ-HDND dated July 12, 2019 on a number of policies to support the development of rural industries in Nghe An province; request the Provincial People's Committee to have solutions to develop, produce and consume OCOP products; implement policies on agricultural and rural development, restructure crops and livestock to adapt to climate change and market developments.

Regarding industry - construction - transportation, delegates suggested that the Provincial People's Committee pay attention to speeding up the progress of key projects such as: North - South expressway, coastal road passing through Nghe An; building drainage ditches at WHA Industrial Park; expanding N5 road to ensure traffic circulation and safety; handling problems related to connection agreements during the implementation of transportation projects; at the same time, it is suggested that during the implementation of projects, attention should be paid to environmental sanitation, access roads, drainage, site clearance, etc. after construction.

Delegates also requested the Provincial People's Committee to pay attention to directing the improvement of rural power grid infrastructure; resolve backlogs in site clearance at hydropower plants; and stipulate the content and norms of production development support as a basis for livelihood diversification.

Regarding natural resources and environment, delegates proposed policies to attract investment in domestic waste treatment projects; regulate the level of support for production land as a basis for localities to support production land and job conversion for people; supplement the content of "Support for forest allocation associated with forestry land allocation" for localities that have not allocated land, as a basis for implementing Sub-project 1, Project 3 in the forestry development program; pay attention to the activities of the Nghi Yen Solid Waste Treatment Area Project (Nghi Loc) in accordance with regulations on environmental sanitation; speed up the progress of granting land use right certificates in the province.

Regarding trade and services, delegates requested the Provincial People's Committee to synchronously and promptly implement solutions on infrastructure, transportation, management, promotion and tourism development. In the financial field, the Provincial People's Committee was requested to pay attention to directing the settlement of completed public investment projects; the Department of Finance was requested to provide specific instructions to remove difficulties and obstacles in paying land use fees through auction.

The Provincial People's Committee also needs to pay attention to drastic solutions to increase the disbursement rate of public investment capital in the last 6 months of 2023 such as: reviewing capital sources, investors, and contractors' capacity to screen and prioritize new allocations, reallocating capital sources to ensure construction works and payments are on schedule; recovering capital from slow, ineffective projects that are unable to disburse; strengthening inspection, urging, and supervision to remove difficulties for investors and localities.

Delegates also suggested that in the field of science and technology, there should be solutions to enhance the application of research results of scientific and technological topics in production and life, especially in the field of high-tech agriculture.

DEADLINE FOR COMPLETING CONTRACT TEACHER RECRUITMENT IS AUGUST 31, 2023

In the cultural and social fields, first of all in education, delegates proposed to urge the recruitment of 2,820 teachers allocated by the Central Government, to be completed before August 31, 2023; to have synchronous solutions in life skills education for students; to synchronously invest in grassroots cultural institutions; to allocate additional central budget capital for mountainous districts to preserve and promote the cultural identity of ethnic groups in association with tourism development.

Regarding labor and employment, the provincial People's Council delegates proposed solutions to support workers in the province who have lost their jobs or had their working hours reduced; as well as policies for Nghe An workers who have lost their jobs in other localities and returned to live in the province.

Regarding social order and safety, delegates proposed to continue strengthening fire prevention work; measures to combat and prevent crimes related to counterfeit documents, selling promotional goods in violation of legal regulations; using high technology to defraud and appropriate property...

The Provincial People's Council delegates also requested the Provincial People's Committee to study and issue a plan to implement Decree No. 33/2023/ND-CP of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune, village and residential group levels to replace Decree No. 34/2019/ND-CP. Specifically, the Provincial People's Committee needs to advise on issuing a new resolution to supplement and amend Resolution 23 on this content and submit it to the Provincial People's Council for consideration and approval at the nearest session in 2023.

Regarding the draft resolution submitted to the session, delegates agreed on the quantity, content, and format; in particular, the Resolution on socio-economic development tasks for the last 6 months of 2023 proposed adding the group of the Vietnam Fatherland Front Committee of Nghe An province and member organizations of the Front to supervise and mobilize people of all walks of life to implement this resolution to the implementation organization section.
