Standing Vice Chairman of the Provincial People's Council: Need to change thinking, new approach in issuing mechanisms and policies to support investment and development
(Baonghean.vn) - Working with departments and branches on implementing resolutions of the Provincial People's Council, comrade Nguyen Nam Dinh emphasized the need to change thinking and new approaches in issuing mechanisms and policies for investment and development with focus and key points associated with the structure of sectors and fields.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation chaired the meeting. Attending the meeting were comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation.
Creating a common development momentum for the province
According to the plan, the scope of supervision of the Provincial People's Council includes 11 resolutions related to mechanisms and policies for socio-economic development. At the meeting, departments and branches reported on the results of implementing the resolutions of the Provincial People's Council under their authority to advise, direct, guide and organize implementation.
The general affirmation of the representatives of departments and branches at the conference was: The resolutions issued by the Provincial People's Council with specific mechanisms and policies, along with the timely allocation of resources by the Provincial People's Committee, have had a very positive impact, creating favorable conditions to encourage the development of many fields of agriculture, industry - handicrafts, culture, preschool education... of the province.

For example, Resolution No. 18 with 23 policy contents on agriculture and rural areas; after nearly 2 years of implementation, the province has allocated more than 183 billion VND to support the development of crops and livestock, exploitation, protection of large timber forests, afforestation with native trees, increasing the area of forests certified as sustainable forests, promoting the application of high technology in agricultural production, developing cooperatives, etc.
Through the implementation of policies, it has contributed to removing difficulties for organizations, businesses and farming households; contributing to promoting the restructuring of the agricultural sector, associated with the construction of new rural areas of the province.

Or Resolution No. 22 on industrial and handicraft development policies has contributed to perfecting the infrastructure of industrial clusters, creating a space to attract businesses to industrial clusters in the province.
Resolution No. 05 on investment support policy, creating a basis to attract large-scale investment projects and potential investors to the province, promoting socio-economic development, creating more jobs for workers, and ensuring social security in the province.

Several resolutions on policies to support some social protection beneficiaries, preschool children, participants in the fields of culture, heritage, etc., have also contributed to encouraging and removing difficulties for beneficiaries.
Clarifying some existing problems and limitations
Besides many positive impacts, at the meeting, the meeting participants also analyzed and clarified many difficulties and obstacles in the process of implementing the resolutions of the Provincial People's Council.
During the process of approaching the grassroots, listening to voters' recommendations and feedback, and giving opinions at the meeting, comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council raised the issue: Are some current policies fragmented and small-scale? He suggested that the departments and branches in charge of advising on policy development should continue to review, propose to abolish inappropriate policies and prioritize adding policies that create development momentum.

The Vice Chairman of the Provincial People's Council also pointed out some limitations in the implementation of the Provincial People's Council's resolutions in practice, and requested departments and branches to overcome them, such as the propaganda of policies to the subjects is not complete and timely; some policies are implemented and put into practice slowly; some departments and branches lack inspection, urging, and removing difficulties and obstacles at the grassroots level.
On the other hand, there are still cumbersome administrative procedures for policy beneficiaries; few policies, small resources, but cumbersome procedures, leading to beneficiaries not being interested in support policies.

Need to change thinking in policy making
Concluding the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation highly appreciated the proactive role of departments and branches in reviewing mechanisms and policies issued from the previous term and advising and proposing the issuance of policies for the 2021 - 2026 term, in conjunction with urging, directing, guiding and organizing the implementation of mechanisms and policies issued by the Provincial People's Council, contributing to promoting the socio-economic development of the province.

Pointing out some shortcomings and limitations in implementing resolutions issued by the Provincial People's Council, the Standing Vice Chairman of the Provincial People's Council noted that departments and branches should focus on coordinating with localities to promote propaganda work; review needs and make realistic estimates to overcome the situation of low disbursement rate compared to allocated capital.
Along with that, departments and branches need to focus on reviewing and implementing mechanisms and policies that have not been implemented or have been implemented slowly; proactively reviewing obstacles and administrative procedures to remove them or make recommendations and proposals from all levels to remove them.

To continue to overcome the scattered and fragmented situation of mechanisms and policies, comrade Nguyen Nam Dinh emphasized that it is necessary to change thinking and have a new approach in issuing mechanisms and policies with a focus and key points associated with the structure of sectors and fields; departments and branches need to review policies to propose amendments and supplements to appropriate mechanisms and policies, creating a driving force to promote real development for each sector, field and the province as a whole.
