On the afternoon of October 15, Working Group No. 1 on directing the removal of difficulties and obstacles in the implementation of the 2-level local government of the Provincial People's Committee, headed by Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, conducted a field survey and worked with 10 communes and wards: Truong Vinh, Thanh Vinh, Vinh Hung, Vinh Phu, Vinh Loc, Cua Lo, Hung Nguyen, Hung Nguyen Nam, Lam Thanh, Yen Trung.

Many recommendations need to be resolved
At the meeting, leaders of communes and wards reported the results after 3.5 months of implementing the 2-level government, starting from July 1, 2025, with the highest priority task of arranging and deploying cadres, civil servants, and workers and stabilizing the organizational apparatus; investing in facilities and equipment, promoting the application of information technology, and ensuring the smooth operation of the political system.
In particular, cadres, party members and people acknowledged the spirit of efforts to overcome difficulties, improve service spirit, demonstrate the spirit of being close to the people, and promptly resolve people's difficulties from the team of cadres and civil servants at the commune level.

Besides, localities also reflected many difficulties, requesting the province and the Central Government to remove them, so that commune-level authorities can truly operate effectively, efficiently and effectively, promoting the overall development of each locality.

Of particular concern is the issue of resolving the local surplus and shortage of staff and professional structure, especially the lack of staff in fields requiring specialized expertise; at the same time, promptly deploying the arrangement and establishment of public service units at the commune level to provide basic and essential public services to people and project management boards at the commune level.

Localities also recommended that the province increase the rate of budget revenue regulation for commune level, especially revenue from land use rights, ensure balance of additional expenditure tasks, invest in essential works and pay off basic construction debts from previous communes and wards.

Some localities also reported that the volume of administrative procedures that people need to resolve is large, while the information technology infrastructure; the process and procedures for resolution, especially some procedures in the judicial and civil status fields, are still excessively demanding and the interconnectivity in resolution is still inadequate, causing difficulties for specialized officials and civil servants and reducing the effectiveness of administrative procedure resolution for people.

Many difficulties in granting land use right certificates, finance, budget, public investment, construction, etc. and the existing problems left over from the previous district and commune levels related to site clearance, resettlement, settlement of old collective housing areas, unfinished investment projects, etc. have also been proposed and recommended by localities to the Central and provincial governments for resolution.
Some localities proposed a number of contents related to decentralization and delegation of power; promulgating specific mechanisms and policies, including specific policies for the development of Cua Lo ward.

Need to innovate thinking and approach to adapt
