Vice Chairman of the Provincial People's Committee: 'The team of judicial appraisers is still very limited'

(Baonghean.vn) - Speaking at an online conference organized by the Ministry of Justice, comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee said that the team of judicial appraisers is still very limited in both quantity and quality.

On the afternoon of November 25, the Ministry of Justice held a national online conference on the Project to innovate and improve the efficiency of judicial appraisal activities (Project 258). The conference was chaired by Comrade Truong Hoa Binh - Member of the Politburo, Permanent Deputy Prime Minister, Head of the Steering Committee of Project 258.

According to Deputy Minister of Justice Nguyen Khanh Ngoc, although some tasks of Project 258 have not been implemented in a timely manner, basically, most of the tasks and solutions implemented by ministries, branches and localities in the past 5 years have been creating breakthrough developments. Effectively serving the investigation, prosecution and trial activities in response to the increasing demands of judicial reform. At the same time, meeting the appraisal requirements of individuals and organizations in civil and administrative relations.

To ensure continued improvement of the quality and effectiveness of judicial appraisal activities, the Ministry of Justice has made a number of proposals such as requesting ministries and branches to focus on effectively implementing assigned tasks on judicial appraisal; Consolidating both the quantity and improving the quality of the team of organizations and individuals performing appraisal; having policies to encourage and ensure necessary conditions for appraisal organizations and appraisers.

“Requesting that the Supreme People’s Court, the Supreme People’s Procuracy and the Central Investigation Agency from 2016 organize statistics and assessments on the needs and quality of judicial appraisal activities to serve the resolution of corruption cases. Provide guidance on requesting appraisals, reviewing and evaluating appraisal conclusions to improve quality…”, said the Deputy Minister of Justice.

At the conference, representatives of a number of ministries, branches and localities spoke about the results of implementing Project 258 as well as limitations, causes and recommendations.

Regarding Nghe An province, comrade Le Xuan Dai said that the implementation of the project has been promptly deployed by the Provincial People's Committee, so the judicial appraisal work in the area has gradually become routine. All judicial appraisers are entitled to policies according to the new current regulations. The appraisal conclusions basically meet the requirements of the prosecution agency.

“Forensic assessment activities have made an important contribution to the fight against crime and avoiding wrongful convictions. It is an effective measure to protect the rights and interests of defendants, victims, and litigants in cases,” Comrade Le Xuan Dai emphasized.

In addition to the achieved results, according to the Standing Vice Chairman of the Provincial People's Committee, the majority of the team of appraisers work part-time. "Although investment in facilities and technical equipment for the work has been focused, it is still slow and has not met the demand in time. The number and quality of the team performing judicial appraisals is still very limited," said comrade Le Xuan Dai.

To improve quality and limit these shortcomings, comrade Le Xuan Dai suggested that there should be a document regulating the coordination relationship between the district-level People's Committee and the district-level prosecution agencies and district-level general hospitals. It is necessary to pay more attention to the work of fostering professional and legal knowledge for the team of judicial appraisers in each field...

According to comrade Le Xuan Dai, the forensic team is still very limited in both quantity and quality.

Concluding the conference, Deputy Prime Minister Truong Hoa Binh requested ministries and branches to continue to strengthen and improve the quality of organizations and individuals performing appraisals. Ensure necessary conditions for organizations and individuals to conduct appraisals effectively. Prosecution agencies and judicial appraisal management agencies need to strengthen information and coordination mechanisms in organizing activities to ensure the effectiveness and efficiency of state management of judicial appraisals.

Also at the conference, Minister of Justice Le Thanh Long awarded Certificates of Merit to 38 collectives and 36 individuals with outstanding achievements in the implementation of Project 258./.
