Deputy Prime Minister: Officials extort money, people complain a lot
Deputy Prime Minister Truong Hoa Binh recalled the story of Hanoi leaders missing meetings and a unit closing down for a vacation during a working day to emphasize the need to tighten administrative discipline.

On the afternoon of July 14, the Government's administrative reform inspection delegation led by Deputy Prime Minister Truong Hoa Binh had a working session with Hanoi leaders.
At the meeting, the Deputy Prime Minister requested that Hanoi continue to tighten administrative discipline and public service discipline.

"Hanoi is the leading capital so we cannot allow situations like the one recently where city leaders were absent from department meetings but the Chairman had to give his opinion, or during a working day the whole unit went on vacation, that is unacceptable.
Or the story of sitting leisurely at a sidewalk cafe or wandering around to chat after work is unacceptable. It is also unacceptable to take a lunch break, go out to entertain guests, drink, and skip work in the afternoon," the Deputy Prime Minister said.
He said that localities, units and sectors have had resolutions to ban drinking alcohol at noon, so they must resolutely implement it.
According to him, tightening discipline and order is also administrative reform, strengthening public service discipline.
Don't say "Hanoi is in no hurry"
The Deputy Prime Minister assessed that Hanoi's administrative reform results were quite comprehensive. Hanoi has always been considered one of the localities that has performed well in administrative reform.
"The better and more transparent the procedures are, the more people trust and businesses feel secure in investing in production. If administrative procedures are cumbersome and cause trouble for people, businesses have to face many barriers and complicated procedures through many doors, many stamps, many locks, and cannot do business, foreign investors will become discouraged and leave. Hanoi is a model locomotive, the capital, so it must strive to do a good job in reforming administrative procedures," said the Deputy Prime Minister.

Regarding existence, he said that if we evaluate the current situation, there are still many problems.
"Don't let people say that Hanoi cannot be rushed. If it cannot be rushed, it must be from administrative procedures. Hanoi must be urgent, fast, and meet the people's needs and integration requirements, but must also ensure strictness and compliance with the law. Rushing does not mean breaking the principles that are prescribed by law. We must comply."
According to the Deputy Prime Minister, the phenomenon of corrupt civil servants is being condemned more and more strongly by society.
"There is one department, one door, but when you go in, the door is locked, you ask for money, you demand envelopes, when you go down to inspect, you also ask for money, making people very upset, it is common in all fields and professions, when you go down to the people, you hear a lot of complaints," the Deputy Prime Minister pointed out.
The Deputy Prime Minister requested: "Hanoi needs strong measures to end this situation."
It is necessary to build institutions, reform administrative procedures well, and educate cadres well, in conjunction with implementing the Politburo's resolution on streamlining staff and removing from state agencies civil servants who do not ensure ethical qualities.
