Deputy Prime Minister Tran Luu Quang: Innovate methods, effectively fight and prevent all types of crimes

On the morning of January 17, the Government held a national online conference to review the 2023 work of the Government's Steering Committee for Crime Prevention and Control (Steering Committee 138) and the National Steering Committee for Smuggling, Trade Fraud and Counterfeit Goods Prevention and Control (Steering Committee 389); and deploy key tasks for 2024.

Comrade Tran Luu Quang - Deputy Prime Minister, Head of the Government Steering Committee 138 and Head of the National Steering Committee 389 chaired the conference at the Central bridge. At the Nghe An province bridge, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired.

Detected and handled 146,678 cases of violations related to smuggling, trade fraud and counterfeit goods

At the conference, reports from steering committees and discussions from central and local sectors affirmed that in 2023, with the efforts, high responsibility, innovation and creativity in the direction of the standing agency of the Government Steering Committee 138, the National Steering Committee 389, central ministries, sectors and localities nationwide, the crime situation was effectively controlled.

Particularly effective in combating crimes of fraud and appropriation of property on cyberspace, organized crimes disguised as businesses operating in extortion of property, and crimes related to the inspection of road and waterway vehicles; the progress of investigation of cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negativity has been accelerated. Typical cases of public interest have been promptly brought to trial.

The work of combating smuggling, trade fraud and counterfeit goods continues to be vigorously implemented with many solutions and has promptly detected and handled many cases, incidents, networks and violators, preventing the occurrence of hot spots of smuggling, trade fraud and counterfeit goods, contributing to ensuring political security, social order and safety, market stabilization and socio-economic development.

In 2023, the whole country detected, arrested, and handled 146,678 cases of violations of smuggling, trade fraud, and counterfeit goods, an increase of 4.95% over the same period; collected more than 14,570 billion VND for the state budget, an increase of 14.97% over the same period; prosecuted 616 cases and 724 subjects.

The conference also mentioned a number of issues that ministries, branches and localities need to pay attention to related to job creation, social security, good management of drug addicts associated with effective prevention and control of drug crimes and social evils; because among the direct causes of crime, unemployment accounts for 29.6% and bank robberies in 2023 are also basically unemployed, crimes caused by drug addicts due to unemployment, hallucinations, drug addiction, etc.

Pay attention to mediation work at the grassroots level, contributing to preventing and limiting serious crimes that may occur when small conflicts and disagreements are not resolved promptly. Strengthen the review, prevention, and fight against black credit crimes, firecrackers, environmental crimes, mineral crimes, etc.

Nghe An deploys many models of crime prevention and control

At the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee discussed a number of experiences and creative ways in crime prevention and control, drug prevention and control in communes, wards and towns, serving the work of building safe commune and district levels in terms of security and order.

It is noteworthy that in 2023, the Provincial People's Committee advised the Provincial Party Standing Committee to issue 1 directive and resolution; advised the Provincial People's Council to issue 1 resolution; the Provincial People's Committee directly issued more than 50 documents directing branches and levels to promote effective implementation of prevention work with the goal of fundamentally and sustainably reducing crime.

Accordingly, many models and bright spots have been effectively implemented, such as building typical ward police, models of security, order and urban civilization; building typical district-level units in the movement of All people protecting national security; directing the building of 48 communes, wards and towns and 42 agencies, enterprises, educational institutions and 2 typical district-level units in the movement of All people protecting national security.

Nghe An has also resolutely and effectively implemented the Project to build "Non-drug-free border communes" with the result that up to now, 27/27 border communes and 190 inland communes have met the "neither-drug-free" criteria; 4 district-level units have 100% of communes meeting the "none-drug-free" criteria.

Struggling to innovate ways of doing things

Developing the conclusion at the conference, Comrade Tran Luu Quang - Deputy Prime Minister, Head of the Government Steering Committee 138 and Head of the National Steering Committee 389, highly appreciated the efforts and determination of the central ministries, branches and localities in effectively fighting against crime, smuggling, trade fraud and counterfeit goods nationwide.

Analyzing many factors in the world and in the country leading to potential risks of crime and violations of the law on smuggling, trade fraud and counterfeit goods in 2024 with many sophisticated tricks, using high technology, especially drug crimes are the source of many other types of crimes. Deputy Prime Minister Tran Luu Quang requested that central ministries, branches and localities continue to innovate and be creative in their approaches and methods and must be determined to effectively fight and prevent all types of crimes.

To do so, comrade Tran Luu Quang suggested that central ministries, branches and localities pay attention to reviewing, proposing adjustments and improvements to institutions, creating a legal corridor for implementation; focusing on removing obstacles in coordination between central and local ministries, branches, because in this field, if there is no good coordination, there will be failure; promoting prevention work, combining propaganda so that each citizen understands in order to limit the attraction and enticement to participate in law violations or become victims of crimes and law violations without knowing.

For the functional forces, the Deputy Prime Minister requires that they know how to protect themselves, because money and benefits are involved, so they must pay attention to education, training, improving their mettle and will, while also encouraging, sharing, and promptly preventing negativity that may occur within the team.

Promote the application of information technology and digital transformation, especially the implementation of Project 06; need to have a mechanism to collect information promptly and effectively in performing tasks; strengthen the work of inspection, supervision, and investigation of subjects and within the team of cadres and civil servants working in specialized fields within the forces responsible for the fight against crime, smuggling, trade fraud and counterfeit goods.
