Deputy Prime Minister Tran Hong Ha: Handling vehicle inspection violations must not affect the people

Faced with the shortcomings of vehicle inspection work affecting the legitimate rights and normal lives of people, on the afternoon of March 8, Deputy Prime Minister Tran Hong Ha worked with leaders of the Ministry of Transport and the Ministry of Public Security to immediately handle the serious congestion at vehicle inspection centers.

The responsibility of state management agencies is to provide public services to the people.

The Deputy Prime Minister emphasized that vehicle inspection is a very important public service, ensuring safety for vehicles and people's lives, requiring technology, techniques and qualifications and is the responsibility of the state.

The recent investigation and handling by the Ministry of Public Security is extremely necessary and timely in the context of unsafe means of transport and lax management of means of transport affecting traffic safety and the lives of traffic participants.

Through the investigation, violations, weaknesses, causes and lessons learned have been clearly identified for correction and handling, in order to properly fulfill the responsibilities and obligations of state management agencies to the people.

"The responsibility of state management agencies is to provide public services to the people. Therefore, when addressing and handling weaknesses of state management agencies, we must find the best solution that does not affect the rights and interests of the people," the Deputy Prime Minister stated.

The ability to meet people's inspection needs only reaches about 40% in Hanoi and 50% in Ho Chi Minh City.

Dozens of inspection centers temporarily suspend operations to serve investigation

At the meeting, the leader of the Ministry of Transport said that 61/281 inspection centers nationwide have been temporarily suspended, of which 53 inspection centers have been temporarily suspended to serve the investigation, and 8 inspection centers have been suspended due to not meeting the conditions according to Decree 139/2018/ND-CP.

Notably, in Hanoi, 22/31 inspection units with 41 inspection lines are currently inactive.

In Ho Chi Minh City, 9 inspection centers with 17 inspection lines have been temporarily suspended, causing the inspection congestion to become increasingly serious.

The ability to meet people's vehicle inspection needs only reaches about 40% in Hanoi and 50% in Ho Chi Minh City, and even some months only reaches about 30% in both cities.

Vehicle inspection: Systemic violations

Regarding some initial investigation results at the Vietnam Register and some registration centers in recent times, Deputy Minister of Public Security Nguyen Van Long said that these are systematic violations, not only due to lack of inspection and supervision.

At the meeting, leaders of several ministries and branches proposed solutions that need to be focused on to bring vehicle inspection activities back to normal soon, especially in the two major cities of Hanoi and Ho Chi Minh City.

Deputy Prime Minister Tran Hong Ha affirmed that providing public services, including vehicle inspection, is the responsibility of state management agencies to the people.

The violations at the Vietnam Register and some registration centers are extremely painful, affecting the safety and lives of the people.

For a long time, socialization has mobilized external resources to initially meet the needs of people and businesses in providing public services for inspection. However, the implementation of inspection and conversion of means of transport is still very arbitrary and has not been strictly managed to ensure technical standards and legal regulations.

Therefore, the project of the Ministry of Public Security contributes to rectifying and restoring order in the field of vehicle inspection, enhancing people's trust; at the same time, it shows the responsibility of state management agencies as well as the shortcomings in the model of socialization of vehicle inspection activities.

Emphasizing the responsibility of state management agencies in providing vehicle inspection services to people, the Deputy Prime Minister requested the Ministry of Public Security and the Ministry of Transport to have plans and solutions to thoroughly handle existing problems and weaknesses, without affecting the legitimate needs of the people.

Mobilize and coordinate human resources to "support" the vehicle inspection in Hanoi and Ho Chi Minh City.

The Deputy Prime Minister requested the Ministry of Transport to urgently issue within its authority or propose issues beyond its authority to allow maintenance and repair centers of qualified automobile manufacturing, trading and importing enterprises to participate in vehicle inspection; exempting first-time registration for newly manufactured, assembled cars and unused imported motor vehicles.

Focus on mobilizing and coordinating human resources of vehicle inspectors and professional staff in other localities to "support" vehicle inspection centers in Hanoi and Ho Chi Minh City, combining overtime and shifts to meet people's inspection needs.

Coordinate with the Ministry of Public Security and the Ministry of National Defense to mobilize units with functions and conditions to perform vehicle inspection activities of the two Ministries to participate in support.

The Ministry of Public Security, in the process of handling violations, must not affect vehicle registration activities; continue to differentiate groups of violators to have the most appropriate method of fighting against the masterminds and leaders.

In the long term, the Ministry of Transport will coordinate with the Ministry of Public Security to consider ways to separate the management and operations of inspection centers; strengthen training; pay attention to policies and regimes for inspection staff...
