Deputy Prime Minister Trinh Dinh Dung: Focus on mobilizing resources to invest in key transport projects
(Baonghean.vn) - Deputy Prime Minister Trinh Dinh Dung requested the Ministry of Transport to continue institutional reform, infrastructure development, and human resources. These are three factors that create an environment for the transport sector to continue to make breakthroughs in infrastructure, promoting the country's socio-economic development.
Morning of December 24, MinistryTransportation(GTVT) held a conference to summarize 2020, the 2016-2020 period and deploy the 2021 plan, main tasks for the 2021-2025 period.
Comrade Trinh Dinh Dung - Member of the Party Central Committee, Deputy Prime Minister attended and chaired the conference. The conference was broadcast live to 62 locations in provinces and cities.

Changes in the fields
In recent times, the Ministry of Transport has focused on perfecting institutions, removing difficulties and obstacles related to the transport sector, focusing on building planning strategies and plans suitable for the new situation; promptly removing difficulties to promote important projects.
As a result, in 2020, 21 projects were promptly completed and put into operation; 19 new projects were implemented. Many large and modern traffic works have been and are being gradually invested in and built, contributing to creating a new look for the country, creating connections between regions in the country and internationally.
Transport service management has been strengthened, the transport sector has continued to be restructured to improve the quality and efficiency of the transport service sector. The quality of management, maintenance and exploitation of transport infrastructure has been gradually improved. The work of ensuring traffic order and safety has had many positive changes, reducing traffic accidents in all three criteria; actively participating in search and rescue, restoring the transport system when there are incidents and natural disasters, ensuring smooth traffic.

The sector has closely coordinated with ministries, sectors and localities to remove difficulties, especially in site clearance for key projects such as the North-South Expressway project; urban infrastructure projects. At the same time, the sector has focused on implementing administrative reforms and building e-Government, bringing positive results.
In addition to the achieved results, the transport sector is facing difficulties and challenges such as: New construction projects are starting less than planned and set targets; many transport infrastructure projects are behind schedule, especially important projects; domestic freight transport is mainly by road but not commensurate with the requirements.
Investment in building new transport infrastructure focuses on roads, not paying attention to railways and waterways; the capacity of seaports is still limited; although air infrastructure has been upgraded and newly built, it has not met the requirements; the capacity of urban infrastructure has not met the development requirements, there is a lack of synchronous transport infrastructure to connect inter-regions, airports - seaports, etc.
Creating a breakthrough in transport infrastructure development
Speaking at the Conference, Deputy Prime Minister Trinh Dinh Dung acknowledged and highly appreciated the results achieved by the transport sector in recent times, which have created a "backbone" infrastructure to promote socio-economic development and enhance Vietnam's national competitiveness.

According to the Deputy Prime Minister, the draft document of the 13th Party Congress affirms continuing to create strategic breakthroughs, focusing on developing synchronous transport infrastructure.
To achieve that goal, the Ministry of Transport needs to continue institutional reform, infrastructure development, and human resources development. These are three factors that create an environment for the transport sector to develop.
In particular, the transport sector needs to continue to create breakthroughs in developing transport infrastructure, focus on mobilizing resources to invest in key transport projects, and continue to invest in routes.North-South Expressway, West, Southeast, connecting Hanoi Capital - Northwest, inter-regional highway; upgrading and expanding airports, inland waterways, national railways, regional railways, high-speed railways; investing in upgrading seaports; synchronously connecting traffic between economic zones - industrial parks, completing urban projects.

Emphasizing that 2021 is an extremely important year, the first year of implementing the development investment plan for the 2021-2025 period, in addition to performing the tasks of the industry, this is the year of preparation for the following years' plans, a large amount of work needs to be highly concentrated, Deputy Prime Minister Trinh Dinh Dung requested the Ministry of Transport to quickly deploy the action program, implement Resolution No. 01 of the Government on socio-economic development and the resolution on improving the investment and business environment.
At the same time, the sector needs to continue institutional reform, review and complete the planning of the Transport sector according to the Planning Law to ensure quality; develop a plan to implement the planning; focus on implementing medium-term public investment in the 2021-2025 period, speed up the disbursement progress of projects with available sources, key projects, railway highways, inner cities, and seaport systems.
At the same time, the industry needs to proactively speed up investment preparation progress; continue restructuring, improve the quality of transportation activities; develop logistics services, coordinate with ministries and branches to reduce accidents and traffic congestion; strengthen inspection and examination work, actively prevent and fight the Covid-19 epidemic; arrange staff, organize the apparatus to improve state management capacity, business advisory agencies, etc.
