Deputy Prime Minister: 'Eliminate the mentality of relying on the state budget'

Mr. Vuong Dinh Hue said that the innovation of public service unit operations must follow market principles, not subsidies.

On June 22, Deputy Prime Minister Vuong Dinh Hue led a working delegation ofThe State Steering Committee on innovation of public service units came to work at the Ministry of Home Affairs.

Mr. Hue said,The project on the above content will be submitted to the Central Executive Committee, including three components: innovation in management, finance and organization mechanisms, and rearrangement of the system of public service units.

"The project must address new, breakthrough issues, aiming to organize the provision of public services according to market principles, with state leadership," Mr. Hue said.

The Deputy Prime Minister emphasized,must eliminate the mentality of relying on the state budgetininnovation of public service unit operations;Strengthening the division of labor, decentralization of authority and benefits among levels to ensure autonomy, dynamism, and creativity...

Regarding financial mechanism innovation, the Deputy Prime Minister said it would be carried out according to a suitable roadmap associated with restructuring state budget revenue and expenditure, creating resources for salary reform. However, the Deputy Prime Minister noted,It is necessary to clearly define basic public services that the State must guarantee, such as investment in health care, education in disadvantaged areas or basic scientific research.

According to Deputy Minister of Home Affairs Nguyen Duy Thang, through reports from 28 ministries, branches and 57 localities, in 2011 the country had over 54,000 public service units, by 2016 it had reduced by 534 units (remaining over 53,000 units). However, while the number of public service units in localities decreased by 635 units, in the ministry and branch sector it increased by 101 units.

Mr. Thang also said that the number of people working in public service units in 2011 was over 1.8 million people; in 2016 it was over 1.9 million people, an increase of more than 165,000 people. Of this number, the number of ministries and branches increased by 9,000 people, and the number of local authorities increased by more than 156,000 people.
