Deputy Prime Minister: 'Eliminate the mentality of relying on the state budget'

Mr. Vuong Dinh Hue said that the innovation of public service unit operations must follow market principles, not subsidies.

On June 22, Deputy Prime Minister Vuong Dinh Hue led a working delegation ofThe State Steering Committee on innovation of public service units came to work at the Ministry of Home Affairs.

Mr. Hue said,The project on the above content will be submitted to the Central Executive Committee, including 3 components: innovation of management, finance and organization mechanisms, and rearrangement of the system of public service units.

"The project must address new, breakthrough issues to organize the provision of public services according to market principles, with state guidance," said Mr. Hue.

The Deputy Prime Minister emphasized,must eliminate the mentality of relying on the state budgetininnovation of public service unit operations;Strengthening the division of labor, decentralization of authority and benefits between levels to ensure autonomy, dynamism, creativity...

Regarding the innovation of financial mechanisms, the Deputy Prime Minister said that it will be carried out according to an appropriate roadmap associated with the restructuring of state budget revenue and expenditure, creating resources for salary reform. However, the Deputy Prime Minister noted,It is necessary to clearly identify basic public services that the State must ensure, such as investment in healthcare, education in disadvantaged areas or basic scientific research.

According to Deputy Minister of Home Affairs Nguyen Duy Thang, through reports from 28 ministries, branches and 57 localities, in 2011 the country had over 54,000 public service units, by 2016 it had decreased by 534 units (to over 53,000 units). However, while the number of public service units in localities decreased by 635 units, the number in ministries and branches increased by 101 units.

Mr. Thang also said that the number of people working in public service units in 2011 was over 1.8 million people; in 2016 it was over 1.9 million, an increase of more than 165,000 people. Of this number, ministries and branches increased by 9,000 people, and localities increased by more than 156,000 people.
