(Baonghean) - The implementation of Directive 05-CT/TW of the Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" has been seriously and synchronously deployed by the Vinh City Party Committee with high quality and efficiency, and has had a strong influence on cadres, party members and the masses.

With a population of more than 12,000 people, distributed over 16 residential blocks, with train stations, bus stations, agencies, and schools, the need to handle administrative procedures in Le Loi ward is increasing; implementing administrative reforms and improving the quality of one-stop transaction center operations is extremely necessary. Therefore, the Party Committee of Le Loi ward has chosen this content as an important content in "Studying and following Uncle Ho" to focus on directing effective implementation.

The Party Committee has directed the investment of more than 1.2 billion VND to purchase new equipment, modern machinery, application software and train staff and civil servants; arranged 10 staff to work at the One-Stop Center, leaders of the Ward People's Committee take turns signing at the One-Stop Center, not allowing organizations and citizens to carry documents from one place to another, people in need only have to submit documents and receive results at one point.

To improve the effectiveness of administrative reform work, the Ward Party Committee regularly pays attention to education, improving communication skills, administrative behavior between cadres and civil servants with organizations and citizens; educating the sense of responsibility, spirit and attitude of serving the people for each cadre and civil servant to ensure that the cadres and civil servants working at the one-stop center all promote a good sense of responsibility and dedication to work.

“People are very satisfied when carrying out administrative transactions at the ward. We appreciate the service attitude of the ward officials and civil servants who do not show any signs of harassment or inconvenience in performing their duties. This has strengthened the relationship between the local government and organizations and individuals,” said Nguyen Ngoc Tinh, a resident of Block 8, Le Loi Ward.

In Quang Trung ward, the central and continuous task that the ward Party Committee has focused on implementing, leading and directing is the land acquisition and clearance work, implementing the Project to eliminate old collective housing of the province and city. On the other hand, implementing the policy of "Urban Order Year 2017", compared to many other localities, Quang Trung ward is considered "messy" because the ward is where many projects of the province and city are being implemented. However, thanks to good mass mobilization work, the entire political system has joined in a synchronous manner, the majority of people voluntarily and seriously comply. The initial success of the ward is to clear the temporary market A1 which has existed for many years, causing loss of urban landscape and traffic safety and order.

Mr. Dinh Xuan Truong - Secretary of Quang Trung Ward Party Committee said: "Studying and following Uncle Ho's example is integrated into all contents and tasks of the ward Party Committee so that following becomes a regular, daily task. Along with Quang Trung ward, the Politburo's Directive 05 on studying and following Ho Chi Minh's ideology, morality and lifestyle was focused on by wards and communes in 2017 to effectively implement the policy of "Urban Order Year 2017", with specific actions and goals associated with the implementation of Central Resolution 4 (term XII).

For example, the Party Committee of Truong Thi Ward drafted a Resolution on "Building a ward that meets urban civilized standards in the 2017-2020 period" to focus on leadership and direction. Meanwhile, the Party Committees of wards and communes have proposed action programs and solutions to drastically implement the work of information technology, aiming to build a civilized, green, clean and beautiful city.

Focusing on solving urgent and outstanding issues that people are concerned about is the task that Vinh City Party Committee resolutely directs the entire political system to carry out, especially the work of clearing land for key projects (regulating lake, ancient citadel moat, 24m, 35m, 72m roads, etc.).

With hundreds of households having to relocate, coupled with inadequacies in compensation policies for site clearance, issues related to land and urban management, conversion of markets and cooperatives, conflicts and frustrations have arisen among the people, leading to a situation of numerous petitions, prolonged and complicated petitions... This is one of the key tasks that the city Party Committee and government have identified as having to focus on leading and directing in conjunction with the implementation of Directive 05.

The City Party Committee and the City People's Committee assigned members of the Standing Committee and Executive Committee of the City Party Committee, along with officials of departments and offices of Vinh City and wards and communes to stay close to the grassroots, regularly grasp the situation, listen to the thoughts and aspirations of the people, direct functional agencies to handle promptly and directly dialogue with citizens.

Therefore, although the number of petitions and cases received is large and the cases are more complicated, in 2016, the rate of case resolution was high: 96.4% (2,067/2,144 cases), with a recommendation to recover 1.8 billion VND.

The cases were resolved in accordance with the law. Some complicated and long-standing cases were resolved completely, such as: the case of Ben Thuy Stevedoring Cooperative, Cua Bac Market Cooperative, Ben Thuy Market, Trung Do Cooperative, Dai Hue Cooperative, 4 households in Gia Binh area, etc.

It can be seen that the implementation of Directive 05 has been carried out seriously, synchronously, with high quality and efficiency by the Vinh City Party Committee, and has had a strong influence on cadres, party members and the masses. Many typical models and examples have appeared in humanitarian and charitable activities such as "Bowl of love porridge", "Pot of love porridge", "Charity rice meal"... for the poor in hospitals; the movement "Giving cows to poor members" of the City Fatherland Front Committee, the movement "Raising economical pigs" of the Women's Union, practically helping poor members.

Members of the City Farmers' Association have contributed more than 6 billion VND and more than 3,000 working days to build the New Rural Area. Officials and civil servants of administrative and public service agencies have promoted their spirit and sense of responsibility in serving the people. Building the image of exemplary party members, officials, civil servants and public employees of Vinh City, who are prestigious among the people.
