Over the past years, the contingent of cadres and party members has had changes in both awareness and action for the common development of the country. However, there is still a large number of cadres and party members who lack the training and practice of qualities, ethics, and lifestyle, and have fallen into a long period ofcorruption of powerTherefore, preventing the degeneration of power in the current period is an urgent solution to realize one of the breakthrough solutions proposed by the Resolution of the 13th National Party Congress, which is to resolutely fight against corruption, waste, negativity, bureaucracy, promote decentralization along with strengthening inspection, supervision, and strict control of power.
At the 12th session,Central Inspection Commissionhad to review and implement disciplinary decisions on a number of party members who are key leaders of agencies, units and localities. The main reason is due to violations of the principle of democratic centralism and working regulations, lax management, direction, and lack of inspection and supervision. According to analysis by experts, the violations of cadres and party members, including those at the top of Party committees and organizations, show that the disease of power degradation and degeneration among some cadres and party members is still complicated. Meanwhile, the detection and prevention of power degradation and degeneration from within the Party, organizations and grassroots have not been paid attention to and effectively implemented.

The state of power degeneration among a number of cadres and party members, including high-ranking cadres, is due to many causes, but the direct and fundamental cause is the lack of moral training and practice of cadres in power. These cadres and party members use public power to carry out their own schemes and interests, while the work of inspecting and supervising power is not good, so they increasingly sink deeper into power degeneration, using power for personal gain.
Major General Le Van Cuong - former Director of the Institute for Strategic Studies, Ministry of Public Security pointed out: "The direct cause leading to degeneration is that officials do not train, cannot maintain themselves, cannot maintain their qualities, and turn themselves into profiteers in the process of using public power".
The nature of power degeneration is the deviation from the fundamental regulations and institutions in leadership, management and administration. Therefore, to prevent power degeneration, first of all, we must promote the exemplary role, pioneering and exemplary nature of cadres, especially leaders. And it is important to strengthen inspection and supervision of leaders. If this work is carried out regularly and seriously, we will promptly detect and prevent manifestations of power degeneration of people in positions of power.

Controlling by passing party discipline and the legal system, by transparent policies on the enjoyment of cadres and party members at all levels; Controlling power by the party organization system, the organization system assigned with the task of inspection and control".
Reality has proven that the higher and more absolute the power, the greater the risk of corruption if not strictly controlled. Any corruption of power, whether large or small, causes harm to society and negatively affects the prestige, effectiveness and efficiency of the ruling Party's leadership and the management of the State. Therefore, preventing corruption of power is one of the top priority tasks in the current period./.
