Hung Dung Ward: 20 years of transformation from "village" to "city"
(Baonghean) - Red Village is the name that marks a time of heroic and resilient revolutionary struggle of the people of the ancient Yen Dung Thuong area, now Hung Dung. That is also the motivation for the people of this land to rise up in the work of building their homeland, especially in the past 20 years, since the day Hung Dung officially changed from "commune" to "ward".

Land of heroes
Perhaps there are few places like Yen Dung Thuong, a land whose name itself contains a heroic and magnanimous spirit. History also records that there are many vestiges of the Dong Son civilization here and it is considered a "fence" during the period when Emperor Quang Trung went to Nghe An and chose Chan Loc district to build the capital.

This land has undergone many name changes from Dung Quyet, Yen Dung Thuong, Yen Dung and then Van Phong, a commune of Hung Nguyen district in the past. The name Hung Dung only officially started in 1953 and became a part of Vinh Town since 1957, when Vinh urban area began to expand... The name Lang Do is associated with the historical event of Nghe - Tinh Soviet in 1930 - 1931. Here, on April 3, 1930, under the direct direction of Vinh Provincial Party Committee, Yen Dung Thuong Commune Party Cell was established at Duc Thanh Tomb - Dam Mu Nuoi. In August 1930, the Central Region Party Committee and its agencies moved to Yen Dung Thuong commune. Under the direction of the Central Region Party Committee and Vinh Provincial Party Committee, in September 1930, Yen Dung Thuong commune organized a large rally at Dinh Trung to demand the village chief and local leaders to hand over their seals, books, and documents. At the same time, it announced the abolition of the old government and the establishment of a Soviet government led by the Party cell, headquartered at Dinh Trung. During this struggle, the people of Yen Dung Thuong suffered great losses. There were periods when the enemy sent soldiers to build posts in the commune and carried out very brutal terror. 15 outstanding children who were Party members and key cadres of the commune were shot and imprisoned by the enemy. However, that did not make the people in the area afraid. On the contrary, it aroused their indignation and their indomitable fighting spirit until the day the revolution succeeded.

During the anti-American war, Hung Dung was considered a "village surrounded by artillery", because this was a key point with many military and political targets, so it was often bombarded by the enemy. After 592 battles, the land of Hung Dung was almost leveled by the enemy with 5,674 bombs, 104 rockets, 350 artillery shells... But also here, many times the army and people of Hung Dung coordinated with anti-aircraft troops to shoot down enemy planes and capture many American pilots. Therefore, the verse: "Borrowing the moonlight / Opening the way / For vehicles to return to Tan Ve / For artillery to descend to Phong Xuan..." still lingers in the memories of the people of Hung Dung about that fiery time.
The "revolution" from "commune" to "ward", from "village" to "street"
Until the early 90s, Hung Dung was still a poor agricultural commune. Only about 5-7% of the commune were well-off households, 20% had level 4 tiled houses, the rest were mainly thatched houses, no high-rise buildings. Hung Dung only really made a breakthrough after August 23, 1994, when the Prime Minister issued a Decree establishing Hung Dung ward. Faced with a lack of infrastructure, asynchronous, facing the reality of people's lives being difficult, poor, backward... the Party Committee and government of Hung Dung ward were extremely concerned. This reality was also the reason why in the 3 terms of the 23rd, 24th, 25th Party Congresses (from 1990 - 2005), the Congress Resolution always focused on the main contents of accelerating the speed of urbanization, restructuring and building cultural life. However, this is not an easy task, because the old custom of the region is still small-scale production, the private ownership ideology is still firmly rooted in each person. Therefore, when implementing the work, we must start with propaganda and mobilization work. The purpose is to make people aware and understand that the benefits from the common cause will bring individual benefits to each family and welfare to the whole society. With determination and correctness in choosing the steps, the people of Hung Dung unanimously supported and together made an urban revolution. In that revolution, hundreds of families voluntarily donated thousands of square meters of residential land, demolished dozens of architectural works and contributed thousands of working days... to serve the cause of urban development. Those results not only have material value, but from here begin to open up new ways of doing things, new perceptions, eliminating the ideology of small-scale production and small-scale farming.
This is also the basis for the ward to gradually shift its economic structure, first of all, exploiting favorable locations for people to expand and develop business and trade; contributing to increasing budget revenue. In addition, cooperatives have transformed their operations towards multi-sector, especially small-scale handicraft cooperatives have innovated their capital mobilization forms, developed members in the form of household representatives and legal entities to increase human resources, technical means, and meet the requirements of competition when reaching out to the market. At the same time, continue to focus on agricultural economy by arranging a reasonable structure of crops, livestock, and seasons to increase productivity. Particularly in terms of culture, the ward orients development to promote the traditional cultural values of the homeland while preserving the traditions and cultural values of the clan, thereby building a unique and sustainable cultural life with regional characteristics.
The above efforts have now been realized through each number when the entire Hung Dung ward now has 100% of the blocks with cultural houses with an investment value of approximately 1 billion VND, the area of most of them is over 600 m2, contributing to the creation of synchronous cultural institutions; 100% of schools have been built high-rise and have standard auxiliary works; 99% of the internal traffic routes have been concreted and many other economic and public welfare works, with a total investment of up to nearly 50 billion VND, of which the people contributed about 7 billion VND (not including land value and working days). Commenting on the past 20 years, Mr. Nguyen Duc Trung - Secretary of the Party Committee of Hung Dung ward said: That is the period that left the most memorable impressions and can be compared to a revolution. This result is derived from the spirit of solidarity, proactively overcoming difficulties, dynamism and creativity in management and direction; is the perseverance in achieving goals in all fields under any circumstances. This also demonstrates the solidarity and unanimity of the people in the region, the strength and traditional will of the old Red Village homeland, the crystallization of many generations who have fallen, who have strived their best for the cause of liberation and construction of the homeland and country.
Looking back at the past 20 years is also an opportunity for the Party Committee, government and people of Hung Dung to draw out the advantages and limitations so that in the coming time, Hung Dung ward can take faster and more breakthrough steps, moving towards developing into a central urban area of the city.
