According to RIA Novosti on November 8, Western countries and organizations have funded the Ukrainian budget with nearly $100 billion since February 2022. However, this year's contributions are minimal - an average of $2.59 billion per month, compared to $3.54 billion in 2023.
RIA Novosti's calculations based on data from the Ministry of Finance and the National Bank of Ukraine show that from February 24, 2022 to October 30, 2024, Ukraine received $99.44 billion in funding from other countries, including $31.1 billion in 2022, $42.5 billion in 2023 and $25.9 billion in 2024.
The average monthly volume of foreign aid in 2024 has dropped to a minimum: Ukraine now receives $2.59 billion per month, compared to $3.54 billion a year earlier and $3.11 billion in 2022.
In addition, international donors began to transfer more loans to Ukraine: if in 2022 loans accounted for only 55% of total funding, now they account for more than 77%.
The amount of funding allocated for 10 months in 2024 is significantly less than the amount the Ukrainian authorities initially expected to receive.
According to the January forecast of the National Bank of Ukraine (NBU), the volume of international assistance for the whole year is expected to reach $37.4 billion. However, if the current dynamics are maintained, by the end of the year it will be 18% less.
The largest source of funding for the Ukrainian budget is the European Union, which has transferred $40.5 billion over three years (2022-2024). At the same time, in 2024 the EU will begin to transfer a little less per month on average - $1.3 billion compared to $1.6 billion last year.
But the US reduced the average monthly assistance by 2.3 times - to $389.5 million, from $912.5 million in 2023. Over the entire period, the US transferred $26.8 billion to Ukraine, becoming the second largest donor to Kiev.
Pentagon Deputy Spokesperson Sabrina Singh said on November 7 (Washington time) in a brief press conference that the US has $6 billion left in military aid for Ukraine. This amount will be used until the new administration of Donald Trump takes office in January 2025.
The third largest donor is the International Monetary Fund – which has provided Kiev with $11.4 billion and, in turn, has become one of the few to increase its funding – to $419 million a month from $373 million in 2023.
The top five donors also include Japan, which has provided $6.3 billion since February 2022, and Canada, which has provided $5.4 billion.
