Through monitoring at the Loc Chau high-rise apartment complex in Nghi Huong ward, it shows that currently the apartment building has some degraded items, such as some moldy and peeling walls; the window system in some apartments has water flooding into the room; especially on the highest floor of the apartment building, water is leaking from the ceiling down to the room and along the hallway. There is an apartment, with an area of ​​only about 30 m2, but there are 4-5 buckets to catch the leaking rainwater.

The fire prevention and fighting system is not guaranteed. The appearance and common space of the apartment building are shabby, lacking in management and general hygiene; although put into use since 2006, the apartment building has not yet established a management board.

Based on the actual records, at the meeting with the investor, Hanoi Housing Investment and Development Joint Stock Company 30, members of the Provincial People's Council's supervision delegation requested the investor to clarify the work of inspection, supervision, and acceptance of the quality of the project before putting it into use; the implementation of construction maintenance work as well as the establishment of an apartment building management board according to regulations; the relationship between the investor and the people to handle issues of home buyers' rights...

Acknowledging the deterioration of the building and the shortcomings in the management of the apartment building, Mr. Nguyen Trong Hung - Deputy General Director of Housing Company 30, said that the apartment building was put into use in 2006 with 293 apartments, all of which have owners; however, the number of households living there is less than 50%, the rest bought them to live there, and the time of use is very low, so the management of the apartment building is very difficult. On the other hand, the rate of households living there is less than 50%, not enough to establish an apartment management board.

A representative of the Department of Construction said: At the time the investor deployed and put this project into use, the inspection and assessment of the project quality was fully delegated to the investor for self-acceptance and quality management.

Supervising the project of Golf course complex, hotel, villas in Cua Lo town by Cua Lo Beach Golf Joint Stock Company, the issue that the supervision team is concerned about is the slow progress of project items. In addition to completing and putting into use the 18-hole golf course, building the golf course management house, 20 18-hole model houses and the traffic, electricity and water systems, up to now, the adjacent residential areas, villas, apartment buildings, commercial service areas, etc. are all under construction. In addition, the team is also concerned about the financial capacity of the investor in ensuring the project is constructed according to the approved plan and the committed schedule.

Pointing out the common point in both projects being behind schedule, having their planning extended and adjusted by the Provincial People's Committee, Head of the monitoring delegation Le Hong Vinh raised concerns: with the planning approved more than ten years later, will the remaining items of each project that have not been implemented ensure the architectural development vision set out? This is also the issue that the sectors and the Provincial People's Committee need to specifically study the reality of each project to consider whether to extend or adjust the project accurately.

And for each project that the delegation supervised, Head of the delegation Le Hong Vinh requested that the Investor of House 30 should pay attention to the rights of housing users, immediately fix the deterioration of the project; at the same time, take care of regular maintenance and repair work; soon establish a management board of the apartment building according to regulations...

For the Cua Lo Beach Golf Investor, it is necessary to focus on completing procedures to accelerate the implementation of the remaining project items according to the planning and committed progress. For the departments and branches, the Head of the monitoring delegation suggested that it is necessary to strengthen planning management and construction management; at the same time, coordinate to solve difficulties for investors.
