The National Assembly needs to have a more sustainable poverty reduction policy for ethnic minorities.
(Baonghean.vn)- According to Ms. Lo Thi Kim Ngan - Head of the Ethnic Minorities Committee of the Provincial People's Council: The Government needs to direct relevant ministries and branches to conduct surveys and assessments of the reality in localities to have more effective and sustainable poverty reduction policies.
In recent times, the results of the Central and provincial poverty reduction work have contributed to the realization of the goal of economic growth, ensuring social security, creating positive changes in infrastructure, improving people's lives, increasing income, especially in poor districts and poor communes, creating conditions for the poor and near-poor to have convenient access to basic social services such as healthcare, education, housing, domestic water and sanitation, and access to information.

However, due to the socio-economic development conditions, especially in mountainous areas, which mainly rely on agriculture and forestry, and are affected by natural disasters such as storms, floods, droughts, and difficult traffic conditions, the rate of poor and near-poor households in mountainous areas remains high (20.65%, equivalent to 60,071 poor households) compared to the average rate of the whole province (9.55%, equivalent to 80,168 poor households).
Voters recommend that the Government direct relevant ministries and branches to conduct surveys and assess the reality in localities to have effective poverty reduction policies. Investment should not be spread out, but should focus on groups of solutions to support poverty reduction such as increasing the level of preferential loans for near-poor households and households that have just escaped poverty to have conditions to continue investing in production and business; limiting the situation of falling back into poverty.

Consider increasing the investment level for poor communes, areas with particularly difficult socio-economic conditions in ethnic minority and mountainous areas under Program 135 from 1 billion to 2 - 2.5 billion VND/commune/year. At the same time, there should be specific regulations on the conditions for household separation and household registration book establishment to ensure the requirements for management and implementation of synchronous policies, avoiding cases of multiple household separations to benefit from poverty reduction policies. Funding for the Vietnam Fatherland Front's sustainable poverty reduction program should be allocated from the beginning of the year to create favorable conditions for localities to proactively implement.
Research on integrating priority policies and support for production development under Program 135, 30a, and regulatory documents into one policy; unify the assignment to a single focal point for the Ministry and sector in charge of program management, so that poverty reduction policies for ethnic minorities and mountainous areas can be implemented more effectively and sustainably./.
